    Manager, Project Controls

    Main Purpose Of Job

    • Technically qualified and experienced staff for implementation of project controls best practices to support the project management team to execute projects on time, on budget, and to specification.
    • Utilize Worley (and/ Client) WBS & coding structures, comprehensive scheduling systems & tools capable of providing milestone, summary level, and detailed work schedules on projects
    • Effective and result oriented, interfacing with the PMT and/or departments to perform job efficiently.
    • Assigning and reviewing work of subordinate cost and planning staff.
    • Assigning and reviewing work of subordinate cost and planning staff, but assuming responsibility for the accuracy of the project schedules and cost management reports
    • Providing leadership in the selection, appraisal & training of staff. Capable and willing to assist, support, share and transfer of knowledge to the PMT & colleagues
    • To manage cost against the approved budget including timely and accurate reporting and forecasting.
    • To identify scope and/or estimating changes and establish the impact on the project final forecast cost.
    • Displays “Can-Do” attitude on project task & deadlines. Capable of negotiating delivery of project objectives without getting in conflict situations.

    Key Responsibilities/ Accountabilities

    • Supervision and quality control of planning, cost, quantities, estimating and progress measurement staff for overall completion of project objectives.
    • Coordinates interface between Project Controls and Project stakeholders to develop, monitor and control project schedules, costs & quantities. Application of skills and methods to execute the project on time, budget, and specification
    • Interface with Project stakeholders, including finance and accounting, to prepare written schedule and cost analysis and report on timely and accurate forecast of project cost & schedule
    • Interface with stakeholders for stringent implementation of MoPC
    • Development & update of PEP, including WBS, CBS, Risk management, contingency
    • Interface with the PM and Finance to prepare monthly internal reports (PCS, FCS, MPRD)
    • Project Close out and benchmarking

    Essential Skills/Experience

    Education/ Minimum Requirements:

    • Degree or Diploma in Quantity Surveying or Cost and Management Accounting or similar accredited qualification.
    • Certification and membership by AACE (Association for the Advancement of Cost Engineers) or PMI (PMP) or similar accredited project management institute.
    • Willing to undergo rigorous in-house Worley Project Controls and quality training
    • Technical and leadership training and/or related seminars.

    Experience:

    • A minimum of 12+ years of progressive project controls related experience in project TIC & services cost management, earned value & risk analysis, cash flows, invoice, performance measurement, and milestones & project auditing.
    • A minimum of 3+ years of managing team members

    Competencies of the Job

    • Is fully conversant with the terms and is capable of applying cost engineering, estimating and planning engineering practices contained in AACE and PMI standard practices. Sound understanding of project delivery phases and activities performed in phase as detailed in WPMP / EMS procedures and guidelines.
    • Have strong supervisory experience working on major EPCM contracts, in working on projects within any of the industrial sectors.
    • Strong knowledge of and the interrelationship between good technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement and contracting strategies, commissioning and start up. Understands the project scope and commercial conditions and deal with contractual and claims issues
    • Provide Project Control input to tenders and presentations to Clients.
    • Set-up and supervise the Project Control taskforce and delegate responsibilities for areas of work to be undertaken to ensure all Project Control services are provided to the project.
    • Ensure the timely implementation of project procedures for Planning, Cost Control and Estimating in accordance with relevant WPMP / EMS procedures, systems and practices.
    • Implement risk management, and the management of Project Change in accordance with PC-0010 procedure.
    • Prepare comprehensive monthly project status reports, both internal (WPR/PCS) and external (MPR) in accordance with the project procedure (PEP) and Project Control department practice.
    • Co-ordinate the efforts of planning, cost control and estimating to incorporate the requirements of changes to the project scope of work.
    • Keep abreast of the ongoing work of the project to discern adverse trends, potential problem areas, opportunities and participate in their proactive management.
    • Working experience with scheduling and cost control softwares; able to put activities in schedules, assign resources, identify critical paths, and do analysis on how long it will take to accomplish the project. Implement effective progress measurements and progress reporting for engineering, procurement and construction in accordance with EMS guideline.
    • Capable of developing and maintaining control budget (TIC & Services), and forecast EPC scopes of work. Manage interface with finance / accounting for expenditures, revenue recognition, invoicing, cash flow / cash calls.
    • Implement Earned Value Measurement (EVM) performance measurement and feedback tools for engineering, procurement & construction. Ensure effective performance analysis and forecasting practices; managing impact of change & trends, using CPI / SPI / MPI.
    • Full understanding of cross-functional interfaces with engineering, procurement – materials & sub-contracts, construction, safety, quality, finance/accounting, and document control.
    • Ability to work well as an integral part of a large project team that includes the customer, engineering disciplines, construction management team, and 3rd party suppliers.
    • Establish good relations with the Clients' senior staff, seeking to eliminate criticism and to promote understanding.
    • Effective analytical and problem-solving skills.
    • Effective communication skills both verbally and in writing with superiors, colleagues, individuals both inside and outside the project team. Capable of developing and delivering a professional presentation in slide show, report and verbal format for an audience of 5+ persons.
    • Strong work ethic, produces accurate and credible deliverables, meet deadlines.
    • Express independent ability in administering the cost control functions.
    • Capable of Building Effective Business Relationships.
    • Dealing with Change.
    • Can operate in environment of complexity.
    • Ability to work in a matrix structure.

    Special Conditions attached to the Job:

    • Travelling / posting to project sites is inherent in the nature of this role.
    • Often a key support person to the Project Manager on major and minor projects, or to the Manager, Project Controls administrative functions
    • Works under administrative direction of the Manager, Project Controls or Project Manager: performance is subject to periodic review to ensure conformity to administrative and project objectives.
    • Capable and willing to take on additional tasks and objectives that goes beyond Project Controls work scope.
    • May assist in the training of project cost controllers at levels A to D by providing guidance in work methods and procedures as detailed in the Worley Project Controls training programs.
    • Must achieve an overall COMPETENCY ASSESSMENT RECORD SCORE of 65% or higher, with a good rating in Category C – Leadership & Personal Attributes

    Physical requirements of the Job
