    Executive Manager: Smart Mobility

    About The Job

    The CSIR has a vacancy for an Executive Manager in the Smart Mobility Cluster within the Natural Resources, Enabling Infrastructure, Public and Professional Services Division. The incumbent will be responsible for the provision of strategic leadership to the cluster, and including strategy development and implementation, capacity development, financial sustainability, performance, operations and governance. This position is based in Pretoria.

    Key Responsibilities

    • Lead and provide strategic direction to the cluster;
    • Lead the research, development localisation, and commercialisation of technologies and knowledge solutions from a sound scientific and technological base;
    • Drive alignment of the cluster strategy with the trends, needs and opportunities of the transport infrastructure engineering and sustainable management of transport infrastructure systems and operations related industries;
    • Utilise market insights to inform scientific and technological development, and take products and innovations to the market;
    • Drive strategic investment of parliamentary grant to leverage further income from other funding sources;
    • Ensure that cluster operations are managed effectively, and that there is timely and accurate reporting;
    • Invest allocated parliamentary grant guided by divisional priorities and the organisational strategy to effectively leverage income from other sources and to build strategic capabilities for current and future competitiveness of the transportation related industries;
    • Maintain a balanced portfolio of research, development and commercialisation per divisional priorities and organisation vision;
    • Drive collaboration with parties in the national system of innovation, and leading relevant parties globally;
    • Account for the financially sustainability, profit and loss of the cluster;
    • Ensure that cluster operations are managed effectively, and that there is timely and accurate reporting;
    • Ensure cluster compliance with all organisational policies and relevant legislation;
    • Accountable for in-depth stakeholder engagement in the private and public sectors in transportation and related industries;
    • Accountable for people development, succession planning and transformation;
    • Act as a role model, embrace and demonstrate the professional, ethical values and purpose of the organisation;
    • Foster a culture of collaboration within and between divisions;
    • Account for cluster quality, health, safety and impact.
       

    Qualifications, Experience And Skills

    • A Doctoral degree in civil/mechanical/ industrial engineering, physics or related fields with at least ten years’ experience in RDI and commercialisation industry or leading research and technology organisation (RTO) at a senior management level;
    • Business Management qualification would be advantageous;
    • Experience of strong people management and organisational development skills;
    • Evidence of high level stakeholder management, transportation industry related networks;
    • Excellent communicator with strong presentation skills;
    • Leadership of diverse RD&I teams;
    • Strategy development and implementation;
    • Policy development and implementation;
    • Proven track record of successful IP commercialisation;
    • Ability to understand, integrate, and provide technical leadership across all domains;
    • Ability to provide thought leadership and high level conceptualisation;
    • Ability to work independently as well as in teams;
    • HCD implementation and capacity development;
    • Business development and financial acumen;
    • Excellent communication (verbal and written) and presentation skills;
    • Project and programme management skills;
    • Conflict management skills;
    • An understanding of the research to market ‘innovation’ value chain;
    • Strategy development and implementation;
    • Strategic leadership and complexity management;
    • Policy development and implementation;
    • Organisational knowledge and awarenes s.
