    Fire Chief (0023/2020/BM)

    JOB SUMMARY:

    The Refinery Fire Chief/ Emergency Services Manager shall be primarily concerned with ensuring all legal requirements are met in terms of Astron Energy’s responsibility as a "Designated Fire Service" meaning:  That a 24/7 emergency response capability is in place to deal with all credible emergency events that may occur as a result of business activities. That the fire fighting service is managed in a professional manner meeting prescribed codes & standards to comply with legal requirements. That both emergency response equipment and fire fighting agents are in sufficient supply to deal effectively with all credible events that may occur. Conducting fire fighting training programs that ensure adequate skill and knowledge to deliver an effective response to emergency events. Develop and maintain a fire prevention program to ensure all those working within the Astron Energy South Africa locations are actively involved in fire prevention. Manage the refinery’s ambulance service in accordance to the Western Cape Ambulance Act.

    RESPONSIBILITIES

    • Manage the Emergency Control Centre (ECC), Incident and Crisis Management Teams to ensure a state of readiness.
    • Develop and implement short to long-term emergency response requirements including audits, industry standards and practices for Astron Energy South Africa.
    • Ensure Fire Protection and all legal requirements are adhered to at our off-site facilities (Ballast area, TB1&2, Refinery-harbour pipeline, Refinery-Saldana pipeline and Saldana Pump station).
    • Strategic planning for the implementation of effective emergency plans to deal with identified potential fire risk events relevant to Fire and hazardous materials aligned to NFPA 472 for Astron Energy South Africa
    • Implementation of fire safety management policies, programmes and monitoring of standard operating procedures to promote and encourage fire safety based behaviour
    • Present a training program that delivers both skill & knowledge to respond effectively to emergency events.
    • Liaison with stakeholders, local authorities, government and private industries to ensure compliance and for resource requirements to deal with emergency events.
    • Work in close co-ordination with Terminal managers, Shift Managers, shift fire fighting crews and the Emergency Response Team to ensure emergency capacity is in place.
    • Be the driving force behind the Astron Energy Fire prevention plan for all locations.
    • Investigation and root cause analysis of all fire safety incidents and influence the implementation of justified preventative measures through cost benefit analysis.
    • Take the lead in managing people in Emergency Services with special focus on performance management (both technical delivery and professionalism).
    • Analyse changing business requirements, identify and suggest interventions to address internal and external needs.
    • Represent Astron Energy on specialist discussion forums and committee meetings, including SAPIA Fire Chiefs forum.
    • Liaison with local authorities and mutual assistance partners.

    QUALIFICATIONS

    • Degree/ B Tech: Fire Technology/ National Higher Diploma or equivalent as per South African Emergency Services
    • Disaster Risk Management

    • NEBOSH
    • •10 Years’ experience in Emergency Response
    • Code EC Drivers Licence
    • Hazmat Technician
    • Fire Instructor 1
    • Fire Officer 1
    • Fire Investigation

    • Advance Petrochemical Firefighting Instructor
    • Intermediate Life support (Registered)
    • Oil Spill Response

    SKILLS

    • Knowledge of Petrochemical risks
    • Knowledge of SANS, NFPA codes applicable to Emergency Prevention and Control
    • Knowledge of fire equipment inspection & maintenance
    • Operational Fire Fighting in the Petrochemical environment
    • Working Knowledge in developing Emergency Pre-plans
    • Knowledge of the Incident Management System
    • Working knowledge of purchasing & contract management principles
    • Strong managerial skills
    • Results driven
    • Petroleum firefighting techniques 
    • Above average computer literacy, MS Office
    • Report writing & reporting skills
    • Strong presentation, communication and facilitation skills
