    Human Resources Officer/Business Partner

    Description Of Duties
    The incumbent will be responsible for the following functions

    • Lead and manage the team's provision of HR business partnering and client services to the portfolios of country offices, by facilitating integration, work planning, managing performance, motivating, developing and coaching team members, to deliver high quality results and services;
    • As the business partner for countries in the East and Southern Africa, provide all HR services working closely with country managers to address HR issues effectively
    • Serve as a consultant to client leadership on human resource-related issues, assessing and anticipating HR-related needs.
    • Build a strong, valued business relationship with the Cluster management, engaging them in development and joint delivery of strategic HR objectives aligned with business goals and advancing the business model
    • Formulate partnerships across the HR function to develop integrated solutions and deliver value-added service to management and employees that reflects the business objectives of the Country Offices
    • Provide advice on HR policy, processes and approaches, ensuring consistency in provision of HR advice among the various portfolio of countries.
    • Disseminate changes related to new policies; identify HR best practices and replicate them within client teams.
    • Oversee HR Assistants in the country offices in terms of HR implementation. Create integration between the teams and develop commonalities
    • In conjunction with Regional HR team and team supervised, solve complex cases without precedents referring to established polices and guidelines
    • Carry out country visits for monitoring and provides regular update reports
    • Lead the role of HR Data through the management report and provide guidance on its use to all HR staff
    • In liaison with Team Leader, RCS, introduce innovative and new approaches, as well as creative solutions to difficult and complex and unprecendented cases
    • Identify areas of process improvements within the country office teams and the team in Brazzaville to strengthen team integration
    • Liaises with specialist teams to provide specialized support in job classification, legal expertise, staff development, emergencies and provides comprehensive feedback to managers and staff in the country offices;Enhance the competencies and skills of team members and organizational collaborators in HR disciplines managed, promoting training and learning opportunities
    • Back-up the HR Officers covering the portfolio.


    Required Qualifications
    Education

    • Essential: An advanced University degree in human resources management, business or public administration, law or social sciences.


    Experience
    Desirable:

    • Essential: Minimum seven (7) years of graduate-level experience in personnel administration in an international organisation, including supervision of staff.
    • Desirable: Experience in benefits and entitlements, HR Data Management or any other area of HR work.Experience in project management and business process engineering, ideally, in the UN system and/or a public health context.


    Skills

    • Thorough knowledge of HR principles and practices; Proven ability to initiate, plan and manage HR activities; Ability to interpret Staff Rules and personnel policies and determine staff entitlements; Ability to counsel and communicate effectively; Tact and discretion in dealing with staff of diverse nationalities; Excellent inter-personal and communication skills; Ability to draft correspondence clearly and concisely; combined with a demonstrated ability to act independently and exercise sound judgment; demonstrated leadership skills.

    Essential: Expert knowledge of English. Intermediate knowledge of French.
    Desirable: Intermediate knowledge of Portuguese.The above language requirements are interchangeable.

    Remuneration
    WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1679 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
