    Manager: Wholesale Billing

    • Obtain translated targets and operational plans and compile action plans for execution for a year or two ahead. 
    •  Provide input into the long-term plan (1-2 years) for the MTN OPCO Wholesale Billing 
    •  Provide advice as a core member (in respect of wholesale billing) on new product and service developments as and when required
    •  Consider the implications of these actions from a more broad perspective for the next year or two e.g. identify and implement solutions to remove revenue leakage – switch to build/trend analysis/comparison to other operators.
    •  Consider the impact of solutions on other areas of the business, as well as the interdependency of units and contribute to address them appropriately
    •  Assisting in the creation of a revenue responsible organization, to be alert of revenue leakage, over-billing and revenue maximizing opportunities 

     Assist driving best practice, continuous improvement and innovation at process and procedure level 
    Budget Management

     

    •  Assist in the forecasting, planning, development and review for the overall company wholesale revenue & costs budgets.
    •  Manage and optimise the budget, ensuring all expenditure is in line with the agreed budgets
    •  Monitor costs and determine initiatives to optimize resources. Ensure cost effectiveness by maximising cost/benefit ratios 
    •  Identify areas where money is lost and seek ways to reduce expenditure
    •  Assist in identifying opportunities to generate additional revenue
    •  Assist in basing annual budgets on the identification of trends and patterns within the current operations and extrapolate these over the next planning cycle, taking any known changes in new products or services into consideration

    Manage interconnect and International Roaming revenue and cost value chain

     

    •  Develop and maintain a process to ensure accurate and timeous interconnect and International billing of current (and future) partners at all times on daily, weekly and monthly basis
    •  Develop and maintain a process to ensure accurate and timeous accrual of cost of sales for current (and future) partners at all times on daily, weekly and monthly basis
    •  Maintain current interconnect and International Roaming billing system within rapidly changing technological environments to pro-actively minimize the possibility of revenue leakage (eg. Mobile Number Portability new interconnect products)
    •  Model, develop & load new agreements with interconnect partners (eg SNO, Neotel, VANS & Belgacom)
    •  Manage the relationship with the clearing house for International roaming 
    •  Review and recommend changes on all interconnect operations systems related policies, processes, procedures and business rules to ensure successful selection

    WASP and other Billing 

     

    •  Develop and maintain a process to ensure accurate and timeous WASP and other revenue billing of current (and future) partners at all times on daily, weekly and monthly basis
    •  Develop and maintain a process to ensure accurate and timeous accrual of cost of sales for current (and future) partners at all times on daily, weekly and monthly basis
    •  Maintain current WASP and other billing system within rapidly changing technological environments to pro-actively minimize the possibility of revenue leakage
    •  Model, develop & load new agreements with WASP and other partners 
    •  Review and recommend changes on all WASP and other billing systems related policies, processes, procedures and business rules to ensure successful selection

    Managed audits

     

    •  Compile the audit schedules for the MTN OPCO Revenue: relating to Wholesale Billing Operations Department – both internal and external audits
    •  Assist with the audits in fielding or referring questions and requests from the auditors
    •  Liaise with auditors around their requirements and give input into their requirements
    •  Provide resources and assistance for the audits
    •  Provide input into the completion of the half yearly and yearly statutory audit report pack

     Address weaknesses identified by the auditors and implement recommendations for MTN OPCO Wholesale Billing Department

    Information sharing and reporting 

     

    •  Manage the preparation of the monthly interconnect and International Roaming reports and supporting reconciliations are prepared accurately and timeously
    •  Manage reporting on Interconnection (switch to billed revenue assurance, management kpi’s)
    •  Consolidate key information and translate this into meaningful intelligence for submission to Senior Management
    •  First layer analyzing of results, highlighting variances and suggesting corrective action.
    •  Consolidate and prepare financial commentary on a monthly, quarterly and bi annual basis.
    •  Review and provide input to financial policies & procedures, making recommendations as necessary.
    •  Report on a monthly basis to the Senior Manager: MTN OPCO Revenue on performance of the department and outstanding/ contentious issues.
    •  Ensure distribution of monthly reports. 
    •  Present reports to various forums
    •  Keep abreast of technical updates relating to IFRS and ensure compliance where relevant

     Compile and co-ordinate month end statistics for MTN SA for Revenue Interconnect and International Roaming Operations Department 

    Customer Relations and Satisfaction

     

    •  Meet with competitors to build relationships 
    •  Provide expert advice with regards to wholesale billing on a company-wide basis
    •  Take part in ad hoc projects, and provide specialist advice
    •  Assist in the design of business models for other departments to determine the impact on other areas of the business and to facilitate scenario planning
    •  Assist in legal disputes between operators
    •  Monitor and assist with the resolution of all wholesale billing queries 
    •  Align service delivery to changing market segments

    Quality Management and Improvement

     

    •  Provide continual input to define the business requirements of wholesale billing system enhancements.
    •  Data modelling of existing and new interconnect operators agreements 
    •  Automate manual processes wherever possible
    •  Ensure that all of the wholesale department’s policies, processes and procedures are implemented and maintained
    •  Develop and manage new processes and procedures arising from the implementation
    •  Manage the parallel processing of data on old version and new system
    •  Proactively interpret and apply all business rules and determine their impact on the revenue cycle 
    •  Identify and take corrective action to minimise revenue leakage
    •  Embed technological and organisational change into day-to-day processes, to proactively minimise the possibility of revenue leakage

    Project Management 

     

    •  Develop and drive the execution of agreed projects 
    •  Drive the implementation, tracking, monitoring and compliance of Projects
    •  Contract management in line with Procurement Policies
    •  Co-ordinate project reporting
    •  Ensure effective implementation of the integrated project management model 
    •  Risk management

    Business Analysis

     

    •  Perform Business Analysis MTN SA Business Analysis in line with the methodology and guidelines
    •  Identify ways to fine tune policies, processes and systems in line with changing work practices
    •  Determine, document, and review requirements for projects within the scope of the value stream or impacting processes and systems 
    •  Design, analyse and document workflow and make appropriate recommendations that will positively impact operational effectiveness
    •  Identify Business Improvement and Optimisation opportunities that will result in improvement of process performance 

    Minimum Requirements 

    •  B.Com (Accounting/ Financial Management) or equivalent 
    •  5 years’ experience in a telecommunications environment with at least 3 years interconnect billing experience with experience in supervising/managing others and at least 2 years International Roaming experience
