    HSEQ Officer

    Job description

    Key Purpose

    Responsible for the implementation and co-ordination of the HSEQ Systems of Engen Terminals/Depots thereby ensuring compliance to legislation and Engen’s HSEQ policies and procedures.

    Specific Outcomes Incidents/Accidents

    • Support including leading investigations and outcomes related actions (spillages, contaminations, accidents) & ensure it is recorded as such on iHSE in the required format within the required timeframe.
    • Support including leading investigations and outcomes related to minor damages to Engen assets (gantry, etc), Transport Contractor vehicles & Customer Sites.
    • Record all the above on iHSE in the required format within the required timeframe & follow up on Line Managers/Supervisors to ensure actions are closed timeously.
    • Proactively undertake Potential Problem Analysis (PPA) for all activities that may have significant negative impacts as determined by Risk Assesment Procedure (RAP).
    • Institute use of 4Whats for all activities prior to issue of Permit to Work (PTW) * Ensure that Lessons Learnt form incidents are desseminated across the network
    • HEMP and RAP
    • Conduct risk assessments for allocated Engen site(s) on a regualr basis.
    • Review site’s HEMP and RAP document to ensure accuracy, relevancy and completeness thereof.
    • Report and provide feedback on deviations and findings detected.
    • Identify improvements areas and recommend solutions to either contractors or Engen.
    • Follow-up of deviations and findings report on a monthly basis.
    • Escalations to Management as applicable
    • HSEQ Inspections (Engen Depot / Transport /Workshop / Offices & Engineering Contractors)
    • Conduct formal HSEQinspections and Job Observations on Safe Working Procedures to ensure adherence to standards and regulations.
    • Ensure Permit to Work is issued to the required format & Standard
    • Ensure AGT is done if & when required
    • Identify improvements areas and recommend solutions.
    • Follow-up on deviations and findings and report these on a monthly basis.
    • Conduct Job Safety Analysis (JSA) in conjunction with Contractors for all significant activities as determined by RAP.
    • Emergency Action / Contingency Plans (ERP)
    • Review the Engen & Transport Contractor Emergency Response Plan for all applicable Engen sites to ensure accuracy, relevancy and completeness thereof.
    • Formally report back in writing on findings during inspections, in relation to the ERP
    • Identify shortcomings and recommend improvements.
    • Co-ordination of Emergency exercises according to agreed frequency & scope
    • Training and Legal Compliance
    • Review the Legal Appointments and Training Records to ensure accuracy, relevancy and completeness thereof (Safety Reps, First Aiders, Firefighters, AGT & PTW)
    • Appointment letters on file
    • Dates valid for appointments
    • Request training where applicable
    • HSEQ AUDITS
    • Participate and support Haulier Contractor self audits as required
    • Support the Shell Global Haulier Audits
    • Take lead on informing staff of requirements needed to adhere to standards and systems.
    • Follow-up on deviations and findings and report on a monthly basis. (Part of Engen's month-end requirements).
    • Ensure HSSE case is a living document & site relevant
    • Regularly review the HSE audit monitoring tools (HSSE Case, HEMP and RAP) and update as necessary
    • Road Transport Management Standards and Systems
    • Review the Journey Plans / Strip Maps / RRA’s for accuracy, relevancy and completeness thereof.
    • Assist and inform staff of requirements needed to adhere to standards and systems.
    • Every shift performs 2 compliance spot checks, which is monitored by this position.
    • Report and provide feedback on deviations and findings detected.
    • Identify improvements areas and recommend solutions.
    • Follow-up on deviations and findings and ensure corrective action immediately.
    • HSE Officers from Alberton & Islandview are to join the Road Transport Forum meetings alongside the HSSE Terminal/RT Advisors, drawing input from all other HSE officers & acting as a conduit of communication on issues & improving initiatives
    • Customer and Stakeholder Management
    • Ensure Departmental alignment with customer and stakeholder policy and procedure
    • Support Customer Incident investigations *Engage Internal customers and stakeholders on service/delivery needs
    • Support relations with external stakeholders
    • Contractor Management
    • Ensure Contractor SLA's in place and adhered to
    • Manage relations with service providers *Participate in contractor pre-qualification
    • Compliance to Performance Contract
    • Regular feedback on performance deliverables
    • Accountable for IDP
    • Identify development areas and take initiative to close gaps
    • Manage workload/time to enable execution of IDP

    Education & Experience

    • Grade 12
    • HSEQ Diploma (advantageous)
    • 5 years HSEQ Operations / Depots experience
