    Leadership Learning & Talent Cluster Lead

    Job description

    Overall job purpose

    The LL&T Cluster Lead will develop and execute an integrated Learning and Leadership Development strategy and lead the delivery of this strategy across the Cluster in conjunction with Cluster HR and the Cluster Academy Manager.

    Key Accountabilities

    • Accountability: Effectively manage Business Interfaces
      • Build and maintain strong relationships with the business and develop an understanding of business strategy and objectives, identifying the implications for people capability development within the Cluster
      • Provide pro-active advisory support and performance consulting to the Cluster
    • Accountability: Effectively manage HR Interfaces
      • Collaborate with the HR Business Partners and Talent Specialists to define comprehensive solutions
      • Participate in joint decision making to re-prioritise activities and spend, in line with emerging Cluster priorities, within the approved demand plan and budget – to meet Cluster needs
    • Accountability: Lead and manage the LL&T Strategy
      • Give input into the design of the LL&T strategy for your cluster to ensure that the Barclays Africa regional requirement is taken into account at the Global conceptual level
      • Works collaboratively with the LL&T Cluster Learning team to drive the implementation of LL&T initiatives across Barclays Africa
      • Oversee the Regional implementation and landing of Group initiatives in the Region and act as the feedback loop to the Group on impact and lessons learnt
      • Engage, influence, and advise senior HRBP’s within the cluster on LL&T Cluster learning strategies
      • Deliver and implement the Cluster LL&T strategy in conjunction with HR and Cluster Academy across Barclays Africa
      • Drive integrated demand planning and budgeting within the Cluster in conjunction with Academy Managers
      • Lead the Cluster LL&T function ensuring each area of the business has the tools to achieve its people development objectives
      • Responsible with Cluster HR and Academy leadership team for effective performance, governance, strategic direction, budget management, risk management and operations of Cluster LL&T
      • Identify opportunities for other LL&T services to be provided to the cluster, such as Coaching, Mentoring and Organisational Effectiveness offerings
    • Accountability: Effectively manage the LL&T Operational Activity
      • Manage Cluster LL&T’s budget, operations and services
      • Ensure collaborative relationships with Academy
      • Ensure In-Country technical learning demand is met by the Cluster level Academy
      • Collaborate with Regional structures to support the landing of Group and Regional projects within the Cluster
      • Optimally balance the resources in the team, and also utilizing the BP capacity to deliver and contribute to this team’s ability to make an impact to the overall business agenda
      • Develop a high performing team by embedding formal performance development and informal coaching
      • Determine development needs for the team itself and ensure that identified training requirements are budgeted for and executed
      • Interview and recruit new members of the team, including determining appropriate compensation levels with input from Human Resources.
      • Create effective workforce and recruitment demand plans to ensure that current and future business requirements can be met
      • Review and update the department’s organisation structure and role description on at least an annual basis to ensure that they are fit for purpose and contain all the accountabilities of each team member
      • Approve leave requests for team members and create leave plan to ensure adequate coverage.
      • When required, initiate disciplinary processes for team members calling on support from Human Resources when required
      • Resolve grievances raised by team members and escalate only if required
    • Accountability: Effectively manage the Talent Management implementation plan
      • Assist with job family talent strategies that may indicate a Group wide co-ordination and alignment requirement with the HRBP
      • Assist with Talent identification, verification and monitoring methodologies
      • Working with the HRBP understand the talent development opportunities based on needs identified from the Cluster
      • Conduct Talent reviews as required or according to the Talent calendar
      • Assist the HRBP to compile and monitor effective succession plans for key value roles in the cluster – emphasizing transformation and development plans to accelerate readiness

    Education and Experience Required

    • B Degree in Industrial Psychology or Human Sciences
    • B Degree in Commerce, Business Administration, Finance or Banking
    • Ten (10) years broad Human Resources experience
    • Three (3) years’ experience managing/leading a Learning functional area
    • Five (5) years’ experience leading a team of professionals / specialists
