    Security Control Officer

    • The main purpose of this position is to plan and supervise the day-to-day security operations of the operational security personnel at the Durban Cash Centre facility of the South African Reserve Bank (SARB).

    Detailed Description
    The successful candidate will be responsible for the following key performance areas:

    • Manage the facilities protection function at the Durban Cash Centre.
    • Conduct thorough inspection rounds and other security measures to ensure compliance with all relevant legislation.
    • Monitor the implementation of, and compliance with, applicable policies and procedures.
    • Conduct workplace assessments.
    • Manage the assignment of firearms for the shift.
    • Ensure that operational security staff members comply with , and are fit for deployment.
    • Manage the performance and development of team members.
    • Provide administrative support to the management structure of the Security Operations Division at Durban Cash Centre.
    • Provide management information for the purposes of decision-making.
    • Proactively broaden knowledge of own functional area, displaying a willingness to make improvements in the unit (including methods and practices).

    Job Requirements
    To be considered for this position, candidates must be in possession of:

    • a Diploma in Security Management or an equivalent NQF6 qualification;
    • five years’ experience in a national key point facility protection environment;
    • two years’ experience in facility operational security supervision, including security systems, procedures and personnel;
    • sound knowledge and understanding of a national key point security environment, emergency and incident management, control room operations and key control as well as relevant legislation;
    • a level of medical, physical and psychological fitness that is commensurate with the inherent requirements of the position; and
    • a Private Security Industry Regulatory Authority (PSIRA) Grade B certificate.

    Additional requirements include:

    • ability to manage a work team on a sound business and security footing, and lead and direct a work team in carrying out prescribed duties;
    • ability to use initiative and function effectively and calmly in an emergency situation;
    • proficiency in English;
    • computer literacy and conversant in the Microsoft Office suite of applications, including the electronic mail (Outlook) system;
    • ability to be constantly vigilant, alert and resourceful;
    • ability to work shifts;
    • security management training and experience;
    • national key point training;
    • competence in handling firearms (9 mm pistol, semi-automatic rifle and shotgun);
    • a favourable security clearance; and
    • a valid Code 8 driver’s licence.

    Bank Analyst

    • The purpose of this position is to perform prudential oversight of designated registered banking entities that form part of a financial conglomerate group through a combination of on-site and off-site monitoring, analysis and supervision, thereby contributing to the financial soundness and sound governance of such banking entities, and ultimately the safety and soundness of the financial conglomerate.

    Detailed Description
    The successful candidate will, among other duties, be responsible for the following key performance areas:

    • Conduct supervisory oversight of designated banks, banking groups, banking subsidiaries and branches of designated banks (collectively referred to as ‘banks’).
    • Assess and analyse the strategies and business models of banks.
    • Analyse and assess the business portfolios of banks.
    • Analyse and form a supervisory view of the risks facing banks and the impact thereof on their risk profiles.
    • Analyse and assess the adequacy and appropriateness of business and risk management practices applied by banks as well as the alignment thereof with industry best practices.
    • Analyse and assess the evolving economic and operating environment and the impact thereof on banks’ risk profiles.
    • Identify and monitor emerging risks and the potential impact thereof on the banking sector and individual banks, in particular .
    • Develop and apply analytical methods to analyse and interpret risk-based regulatory data submissions.
    • Assess compliance with the Banks Act 94 of 1990, the Regulations relating to Banks and the Financial Sector Regulation Act 9 of 2017.
    • Prepare detailed reports based on the outcome of the analysis performed.
    • Prepare detailed formal feedback to banks following on-site reviews and prudential meetings held with banks’ management, executives, boards and board subcommittees.
    • Plan, arrange, prepare for and conduct on-site reviews and prudential meetings with banks’ management, executives, boards and board subcommittees.
    • Present the outcome of ongoing analysis and supervisory assessments to senior management of the Prudential Authority and representatives of banks.
    • Maintain permanent electronic records in respect of banks.
    • Manage correspondence pertaining to banks.
    • Undertake ad hoc projects as assigned by management.
    • Perform duties as a relationship manager by, among other things, undertaking frequent, often high-level liaison with banks and other interest groups, such as the external auditors of banks.

    Job Requirements
    To be considered for this position, candidates must have:

    • a postgraduate qualification in Finance, Accounting, Banking, Economics or Risk Management, or an equivalent NQF 8 qualification; and
    • five to eight years’ relevant working experience in a regulatory environment or the financial sector .

    • knowledge and understanding of the Basel Committee on Banking Supervision’s supervisory framework;
    • knowledge of prudential supervision and the supervisory framework applied in South Africa;
    • knowledge of basic risk management standards and practices applied by banks and banking groups;
    • an understanding of key issues and risks facing banks and banking groups;
    • an in-depth knowledge of the business of banks;
    • an understanding of the business models applied by banks as well as the financial and operating environment of banks; and
    • knowledge and understanding of corporate governance and risk management best practices and standards.
