    Monitoring and Evaluation Assistant (District Level)

    Overview

    The Monitoring and Evaluation (M&E) Assistant works as an integral part of Jhpiego South Africa’s team on a Voluntary Medical Male Circumcision (VMMC) service delivery project funded by CDC. The M&E Assistant may be appointed to serve one or two districts, as such applicants must be prepared to be based at any of the stipulated district areas.

    Under the guidance and technical oversight from the M&E Officer, the Monitoring and Evaluation Assistant will carry out monitoring and evaluation (M&E) activities for VMMC program(s) in the Jhpiego South Africa portfolio. This will include the implementation and management of monitoring and evaluation systems, as well as support for targeted programmatic learning activities. The M&E Assistant will work closely with program and technical staff to ensure high quality, timely, efficient, and complete data collection, analysis, reporting, and use across the Jhpiego South Africa portfolio. The M&E Assistant will support all efforts related to M&E activities, including development and monitoring of data collection systems, collection and management of data, ensuring data quality, analyzing data to be used to inform programmatic decision-making, and supporting timely, high quality reporting to donor agencies

    Responsibilities

    • Implement M&E strategies and frameworks, in collaboration with program staff and counterparts;
    • Assist in planning and implementing systems for data collection, storage, analysis, and use;
    • Ensure that data collection systems are in place, functional, timely and efficient;
    • Train staff, consultants, and technical partners such as MOH colleagues in data collection tools and processes;
    • Travel to program sites and trainings to assist in monitoring of program activities;
    • Develop mobile and paper-based data collection tools and processes for data collection and management;
    • Create, manage, and enter data into databases to capture, clean, and manage high-quality program data;
    • Support design and implementation of targeted assessments, including development of data collection tools and processes, to inform program activities;
    • Support analysis and synthesis of data to inform programming, including contributing to writing of reports and briefs;
    • Prepare data for and write reports capturing program results, success stories, challenges and lessons learned, including timely reporting to donor agencies;
    • Assist MER team with data quality assessment (DQA) activities and capacity building efforts, where applicable;
    • Organize and file M&E data and files according to storage guidelines;
    • Participate in program learning activities, and contribute to data entry, management, and analysis, where appropriate;
    • Other duties as necessary and as assigned.

    Required Qualifications

    • Diploma in public health, epidemiology, health informatics, statistics, information technology or other related health or social science field;
    • At least 1 year of applied skills in implementing M&E activities for public health programs;
    • Strong technical skills in monitoring and evaluation, including demonstrated skills in Microsoft Excel, and proficiency in conducting program monitoring and assessments, and analyzing data;
    • Experience collecting, entering, cleaning, and validating data;
    • Knowledge and experience in documenting program learning and writing reports;
    • Experience with data quality verification and assessments;
    • Proven computer skills in Microsoft Word, Excel, PowerPoint, and Outlook;
    • Experience extracting and analyzing routine health information from DHIS;
    • Knowledge or experience with mobile data collection tools (cell phones, tablets) preferred;
    • Knowledge of South Africa national, provincial and district health management information system;
    • Knowledge or experience with USG, PEPFAR, and VMMC programs preferred;
    • Team player able to work in high-pressure environment and manage multiple activities and priorities simultaneously;
    • Good interpersonal and communication skills;
    • Ability to lead and work effectively with an interdisciplinary team with minimal supervision;
    • High level of attention to detail and excellent organizational and time management skills;
    • Proven computer skills in Microsoft Word, Excel, PowerPoint, Outlook;
    • Fluent spoken and written English;
    • Ability and willingness to travel nationally.
