    Strategic Information Manager

    The Strategic Information (SI) Manager will be the lead technical expert responsible for all strategic information responsibilities related to the USAID-funded Children, Adolescents, and Families in the HIV Epidemic Activity in Limpopo Province, including all monitoring, evaluation, analytics, and reporting of performance and results.  S/he will lead all efforts to strengthen monitoring and evaluation, and performance reporting within the activity, which includes overseeing support to sub-partners to monitor, document and analyse the performance of their HIV services and activities to ensure data quality.  S/he will liaise with relevant technical advisers, and counterparts responsible for district and provincial-level strategic information and monitoring, evaluation, and support coordination with national Management Information Systems (MIS).   
    The position will be based in Limpopo.

    Key Performance Areas: 

    Data management: 

    • Develop and manage programme specific M&E framework and plan including systems requirements.
    • Manage programme evaluations including synthesis of information and dissemination towards improved knowledge sharing/management. 
    • Develop and adapt M&E system in line with programme priorities and MEL framework.
    • Support m2m’s internal quality improvement initiative, Project BIO, as it relates to all aspects of the programme
    • Conduct weekly review data to ensure correctness and completeness.
    • Generate data reports based on entered data on a periodic basis and as required.
    • Ensure receipt of all monthly M&E and other reporting forms from all sites 
    • Support data management in relation to periodic evaluations and operations research
    • Update data systems to capture additional information based on programme and donor needs.


    Data quality monitoring: 
    Lead routine data compilation, monthly, quarterly and annually.
    Lead implementation of all M&E activities; development of tools, capacity building, site supervision, data collection and reporting.  
    Review data to ensure completeness and accuracy in data entry, follow up on missing data and data reporting forms, and implement data quality controls
    Facilitate data utilisation including guiding routine performance monitoring ensuring provision of analytical data to inform effective QA/QI 
    Lead SIMS activities for project

    Reports/ Documentation: 

    • Lead programme M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making.
    • Work with M&E colleagues to provide relevant data and information required to compile donor and internal reports. 
    • Provide data and information whenever required to document lessons learned and special reports.
    • Prepare and deliver presentations for donors and Ministry of Health.
    • Maintain filling system to ensure secure and organised storage of site reporting forms and other related M&E documents. 
    • Coordinate the supply, production, and distribution of printed and digital M&E tools for all m2m sites in programme
    • Assist the team as required including running reports of data used for programme review and planning.
    • Provide strategic information for evidence-based programmatic and strategic decision-making in relation to programme performance monitoring, planning, resource mobilisation, strategic positioning and programme design.

    Capacity Building & Management: 

    • Provide technical and analytical input to the Chief of Party, Technical Specialists and Programmes team to support program design in the programme.
    • Lead in-person and virtual training sessions of site staff on data documentation, indicators, monthly data compilation and data quality check techniques. 
    • Conduct on site supportive supervision visits to identify gaps and challenges faced by site staff and offer onsite training, mentoring and support for improved data collection and management. 
    • Collaborate with the programme team to formulate roll-out plans for new data collection tools.
    • Facilitate M&E training components during pre-service training and in-service training.
    • Establish effective systems and innovative strategies for retaining both new and old clients within the data base in the programme.
    • Provide line management, supervision and support to M&E team.
    • Develop M&E technical expertise for programme team to ensure adequate capacity to support programme activities. 
    • Conduct ongoing capacity building for programmes and frontline staff.


    Partnership: 

    • Strengthen relationship with MOH and other partners at municipal, provincial and national level to ensure access to other alternative data sources.
    • Lead interactions with other PEPFAR USAID Implementing partners to share key lessons and good practices for improved data collection and management.
    • Engage with PEPFAR / USAID M & E teams for improved data management and quality assurance/quality improvement.

    Qualifications and Experience:

    • A bachelor’s degree in a relevant discipline (e.g., public health, statistics, or demography) 
    • Minimum of five years’ experience work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance- based programs funded by PEPFAR.
    • Experience with large scale PEPFAR /USAID -funded projects and/or high value bilateral or multilateral awards is highly desirable. 
    • Experience using and training programme staff on digital M&E tools.
    • Demonstrated ability to be the senior subject matter expert in data analytics. 
    • Proven experience in managing and processing data, including conducting data quality audits in the health sector, experience with HIV/AIDS programmes and PEPFAR reporting requirements is preferred.
    • Demonstrated ability to portray complex data sets in easy-to-understand formats including data visualisations 
    • Demonstrated ability to prepare robust data extraction from internal and external information systems.
    • Demonstrated ability to perform complex data quality analyses and make recommendations based on findings.
    • Demonstrated working knowledge of South Africa’s health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.
    • Excellent knowledge of M&E systems development, best practices, innovations and international developments in HIV.
    • Knowledge of DHIS2, Commcare, SPSS, Epi info, Epi-data or Stata packages (at least one of these)
    • Computer skills and experience using MS Excel, Outlook and Access are a requirement.

    Senior Capacity Building Advisor

    The Senior Capacity Building Advisor will be the lead expert for capacity-building activities and management of partnerships in the USAID-funded Children, Adolescents, and Families in the HIV Epidemic Activity in Limpopo Province. This includes designing the programme framework and overseeing implementation by partner organisations, as well as building institutional capacity with government departments and partners. 

    The position will be based in Limpopo.  

    Key Performance Areas: 

    Programme framework conceptualisation and design: 

    • Conduct preparatory and planning meetings for the development of strategies and programme framework with government and key stakeholders. 
    • Conduct scoping exercise of Implementing Partners (IP’s) programmes  

    Program Implementation: 

    • Coordinate and conduct stakeholder entry and sensitisation meetings at national /facility /community  
    • Lead in the development of strategy and supporting documents, including implementation guidelines and training curricula. 
    • Oversee and monitor dissemination of strategy. 
    • Conduct supervisory visits with implementing partners. 
    • Conduct quarterly performance reviews and learning meetings among implementing partners. 
    • Provide regular updates to stakeholders. 

    Institutional capacity development and technical advisory services: 

    • Support DOH, DSD to identify institutional strengthening needs and develop individualised capacity development plan. 
    • Provide capacity development support through direct assistance, including one-on-one TA, mentoring, and development or adaptation of tools/job-aids. 

    Monitoring and Evaluation: 

    • Assist the M&E team in the design of monitoring and evaluation systems to ensure the impact of capacity building activities. 
    • Define key indicators for all programme implementers aligned with DHIS2.  
    • Ensure for the routine and timely collection, collating, aggregation and reporting of data. 
    • Develop QA/QI processes and supportive supervision tools to strengthen programme 

    Job Requirements

    Qualifications and Experience: 

    • Masters degree/postgraduate qualification with minimum 8-10 years of experience in provision of capacity building and institutional strengthening of government -led systems and community based organisations  
    • Proven experience in building and strengthening health /social service workforce and service delivery models for social and behavioural change interventions aimed at vulnerable populations. 
    • Experience working closely with the Depts of Health and Social Development in Limpopo 
    • Experience working with USAID /PEPFAR programmes strongly preferred. 
    • Solid understanding of capacity building principles, proficiency with theories, methods and technology in capacity building field methodologies/approaches  
    • A flair for developing innovative approaches in institutional strengthening and capacity building to scale up and improve the quality of HIV programmes.  
    • Ability to assess and diagnose capacity building needs and implement tailored approaches to optimise performance of TA/local partners, with aim of achieving USAID/award objectives.  
    • Demonstrated flexibility, adaptability and ability to perform in high pressure environment.

    Senior Programme Manager

    The purpose of this position is to manage the large-scale delivery of packages of minimum services for Orphaned and Vulnerable Children and Adolescents (OVCA) under the USAID-funded Children, Adolescents, and Families in the HIV Epidemic Activity in Limpopo Province. The position will be responsible for the optimal delivery of our expanding programmatic /service delivery models and serve as the key/strategic lead for OVC/DREAMS programming. 
    The Senior Programme Manager will serve as the lead technical expert for the project’s direct service delivery project components (OVC/DREAMS), ensuring continuous SI approaches, innovations, and learnings are integrated, including promoting use of a programmatic QA/QI and sustainability approach. S/he will also oversee technical implementation of sub-partner activities.

    This position is based in Limpopo

    Key Performance Areas: 
    Programme implementation: 

    • Lead OVC programme portfolio, including responsibility for management of large-scale community-based programming (OVC and DREAMS) and ensure coverage in the programme area as per USAID targets.
    • Actively participate in and co-lead workplan development, monitoring of project milestones, and project reporting - with inputs from Programme Senior Management Team SMT/HO/stakeholders - in line with donor mandates, targets and technical guidance.
    • Accountable for project milestones and results in line with set service and impact targets.
    • Lead implementation and cascading of programmatic innovations, including hybrid/virtual service delivery approaches and evidence-based interventions (using Android tablets and web-based platforms).
    • Support implementation of quality assurance/quality improvement (and including joint supervisory systems) with district-based coordinators.
    • Co-design and execute effective plans/strategies to support donor-led audits, progress reviews, and quarterly reporting, in collaboration with the programme managers and support staff.
    • Provide programmatic leadership of quality assurance/quality improvement in collaboration with technical support teams.
    • Lead programmatic aspects of project evaluations and knowledge management in collaboration with the SMT, m2m Dept. Programme & Tech. Support, and external stakeholders. 
    • Direct and manage use of project resources and finances in line with implementation plans and within approved budgets and evolving strategies. 
    • Ensure adequate project implementation controls, processes and procedures to promote compliance and stewardship of resources. 
    • Co-design and support implementation of strategies, processes, tools, and virtual/hybrid systems for capacity building of frontline cadres
    • Other managerial duties as assigned.

    Supervision: 

    • Ensure robust line management of direct reports responsible for coordination/management of district-based team.
    • Provide ongoing coaching and mentorship of project teams and ensure high levels of motivation and productivity for large team of frontline workers.
    • Ensure adequate project implementation controls, processes and procedures to promote compliance and stewardship of human/financial resources. 
    • Ensure robust line management of key implementation team members. 
    • Coach and mentor project teams and build and maintain a highly effective and motivated team. 

    Technical Support: 

    • Facilitate the development and implementation of the annual programme plan including goal setting and work-planning for programme improvement. Provide inputs for target setting.
    • Provide programme implementation guidance and support where needed to the programme service delivery teams in order to achieve quality targeted results.
    • Lead the adaptation and implementation of programme/intervention/innovation frameworks and activities with clearly defined objectives, outcomes and roles and responsibilities.
    • Prepare and submit regular reports that describe programme progress and achievements.
    • Work closely with M&E to initiate site service quality assessments and other programme quality improvement processes to maintain the provision of high-quality services.
    • Coordinate data use for programme decision making.
    • Periodically travel to various sites to support implementation and QA/QI processes.
    • Contribute to internal working groups and sharing of inter- and intra-country learnings.

    Stakeholder engagement: 

    • Perform donor and stakeholder relationship management and development, including representation of m2m in key strategic forums, as delegated.
    • Provide input into and support preparations for high-level site visits.
    • Maintain and grow stakeholder relationships, including representation of the organisation in key strategic technical working groups.

    Job Requirements

    Qualifications & Experience:

    • University degree or master’s degree (preferred) in Public Health, Social/Health sciences, Management or equivalent
    • Minimum of progressive 7+ years of related work experience in the field of public health and/or international development including deep familiarity with HIV/AIDS and PEPFAR-funded programming 
    • Proven ability to work as a team leader, with various direct reports and as a team member with multidisciplinary teams. 
    • Experience with large scale PEPFAR /USAID -funded projects and/or high value bilateral or multilateral awards is highly desirable. 
    • Excellent experience with managing project cycles including conceptualisation and implementation, monitoring and evaluation.
    • Sound experience in working in a senior leadership/ management and/or technical advisory role.
    • Demonstrated experience in quality assurance and quality improvement, including senior role in mentoring and provision technical support to project teams.
    • Excellent knowledge in best practices/innovations in public health and case management models
    • Extensive knowledge of South Africa’s health systems and demonstrated ability to build and maintain strategic relationships with key stakeholders/strategic partners. 
    • Excellent working knowledge of and experience in using MS Office suite. 
    • Ability to think creatively and systematically at all project levels.
