    Senior Manager - Supply Chain Management Grade: D4

    JOB PURPOSE

    • To develop and manage a best practice framework and strategy for the Supply Chain Management function through strategic sourcing; procurement and contract management; governance; effective and efficient delivery of supply chain services to ensure that the organization's requirements are effectively met.

    KEY PERFORMANCE AREAS

    • Develop, review or update SCM policy and procedures that support business strategies in accordance with new or changing environmental policies, standards, regulations and laws.
    • Work closely with Centre Heads, Managers and staff in pursuit of sustainable reductions in total cost of ownership for goods and services procured, with simultaneous improvements in the quality and service levels of the supply base, through effective demand and acquisition management.
    • Provide overall leadership in the management of the SCM unit under the supervision and guidance of the CFO.​
    • Ensure coordination and management of SAMSA procurement/supply chain activities; development of strategic objectives for the supply chain and sourcing policy of the organization; and manage the Travel Office
    • Compile and manage the overall SCM budget in a cost efficient and responsible manner whilst achieving departmental targets.
    • Monitor adherence and compliance with all prescripts, including the Preferential Procurement Framework Act; Black Economic Empowerment; Public Financial Management Act; Supply Chain Management Directives; and Treasury Regulations whenever goods and services are purchased.
    • Manage the sourcing of goods and services (including travel) and ensure adherence to the PFMA, National Treasury, PPPFA, SCM regulations, etc.
    • Ensure purchase orders are expedited.
    • Monitor and evaluate supplier performance.
    • Ensure purchase requisitions are managed to satisfy business needs.
    • Ensure that the supplier database is maintained and up to date (this includes tax certificates, BBBEE certificates, price lists, supplier contact details, etc.)
    • Ensure proper document management in line with the National Archives and Records Management Act and the approved SAMSA policies.
    • Ensure that redundant/obsolete furniture and/or equipment are disposed of in terms of the procurement policy.
    • Ensure that SAMSA always has a valid BBBEE certificate.
    • Plan and oversee the BBBEE verification process.
    • Produce a BBBEE plan for procurement.
    • Co-ordinate the overall BBBEE plan and monitor progress against the plan monthly.
    • Build and manage relationships with all necessary stakeholders.
    • Project and anticipate needs and requirements within SAMSA.
    • Analyse the future demand for items and identify appropriate procurement strategies to meet demand expectations.
    • Compile the Procurement Plan for the Senior Manager: SCM's approval.
    • Submit the approved Procurement Plan to National Treasury in line with NT deadlines.
    • Liaise with each Centre regarding the implementation of the Procurement Plan
    • Assist end users in drafting specifications when doing bids/requests for proposals.
    • Facilitate the tender process i.e. tender advertisements, tender briefings; opening of the tender box; supplier presentations; BSC and BEC meetings; etc.
    • Ensure proper document management in line with the National Archives and Records Management Act and the approved SAMSA policies.
    • Maintain and update the contract register for SAMSA.
    •  Coordinate the drafting of contracts with assistance from Legal.
    • Coordinate the finalisation of contracts and ensure all relevant parties are informed once a contract has been signed.
    • Ensure contract close-out, extension or renewal.
    • Manage supplier performance.
    • Delegate and oversee tasks.
    • Orient and train new employees.
    • Supervise, coach and performance manage staff.
    • Ensure reports required by internal and external stakeholders are produced timeously, as required (Monthly, Quarterly and adhoc)
    • Assist in the investigation of the Irregular, Fruitless and Wasteful expenditure in line with the approved frameworks and guidelines.
    • Assist with the condonement process for the Irregular, Fruitless and Wasteful expenditure.
    • Ensure that a proper filing system is maintained.

    MINIMUM REQUIREMENTS

    QUALIFICATIONS

    • Bachelor's Degree or Advanced Diploma (NQF Level 7) in Supply Chain Management or any relevant qualification
    • Postgraduate Diploma or Bachelor's Degree Honours in Supply Chain Management or any relevant qualification (NQF Level 8) would be an added advantage

    Required certification or Professional Registration

    • ​​Registered with the Chartered Institute of Procurement & Supply (CIPS)

    Preferable

    • ​Public Procurement and Leadership certificate
    • Project Management certificate

    KNOWLEDGE AND EXPERIENCE

    • Minimum seven (7) years work experience in Supply Chain Management, of which at least three (3) years must be at a managerial or supervisory level.

    Manager - Maritime Research Projects Grade: D2

    JOB PURPOSE

    • To plan, manage, support, and promote strategic research and innovation programmes aimed at supporting marine regulations, economic development and growth, innovation, and transformation of the South African maritime sector by collaborating with partners in planning, executing, and managing maritime research in order to unleash full potential of South African maritime sector.

    KEY PERFORMANCE AREAS

    • Plan, manage, support, and promote the undertaking of strategic research and innovation programmes aimed at supporting formulation of appropriate strategies, projects, and policies within the maritime sector
    • Manage the implementation of technology and innovation studies to promote research as a significant contributor to the development and growth of the maritime industry
    • Through research, promote the culture of innovation and transformation for purposes of fostering beneficiation and culture of entrepreneurship
    • Drive technology and innovation research activities and projects
    • Prudently manage resources (e.g. finance, data etc.) allocated for purposes of research projects
    • Develop and manage performance compliance requirements (e.g. annual business plan, regular reports, and ad-hoc requests)
    • Providing reliable Departmental financial projections for budgeting and management purposes
    • Identification of departmental risks, development, and implementation of the mitigation plan to manage departmental risks
    • Undertake ad-hoc work as required and directed by Line Management
    • Engage and promote internal and external stakeholder relations on maritime research.
    • Participate in research collaboration programmes on bilateral and multi-disciplinary partnerships with industry, academia and other relevant institutions impacting the Maritime Sector
    • Interact with different levels of stakeholders for the purpose of developing the industry
    • Build and manage relationships with leading research institutes and other key players locally and abroad to jointly participate strategic initiatives
    • Partner with local and international research institutions, high education institutions and maritime sector in creating a system to share maritime data
    • Actively represent SAMSA in maritime research and innovation engagement platforms both external and internal
    • In collaboration with industry partners, identify, assess, and implement new business innovative maritime opportunities that work towards promoting maritime research
    • Provide input or direction in the ideation and origination of maritime research projects Communicate, share and present research findings to the relevant stakeholders

    Marine Technical Superintendent Grade: D3 Office: Cape Town Maritime Special Projects

    MAIN ACTIVITIES

    Technical Management

    • Ensure that the assigned vessels are technically operational to meet their stated objectives.
    • Ensure that all copies of statutory, SOLAS and equipment certificates (life rafts, compasses, etc) are in date and ready for audit (if required);
    • Monitor the technical status of assigned vessels in relation to Class certification and survey requirements;
    • Ensure that the vessels are maintained in accordance with Company, Statutory and Classification requirements;
    • Maintain good communication with vessel management, as well as internal and external stakeholders;
    • Formulate, manage, and control all aspects of vessel technical budgets and operating costs in support of the Operations Manager at MSP.

    ​General and Business Contribution

    • Identify and source technical and operational services that are required for the vessels to meet operational objectives in the most cost effective and economical manner. This is done in conjunction with SAMSA SCM.
    • Facilitate the specification for the procurement of spares and consumables.
    • Perform evaluations for dry-docking / repair quotes as well as selection of shipyards for repair works, ship maintenance etc.
    • Plan and attend to vessel dry docking(s), repairs and surveys as and when required and determine the relevant repair specifications for dry docking and maintenance.
    • Compile technical reports upon completion of dry docking which shall include summaries of works performed, operational budgets and actual expenditures.
    • Supervise contractors' repair/maintenance solutions on board the vessels; and Perform monthly review of logs and processes on board the vessels.
       

    Classification Society Rules and Regulations

    • Take note of the classification rules and meanings of different notations, especially notations that specify limitations on a ship's performance.
    • Liaise with the classification society so as to ensure full compliance.
    • Monitor and ensure that the vessels are maintained in accordance with Classification rules; and
    • Schedule all mandatory surveys in conjunction with the DPA. 

    Budgetary Inputs

    • Carry out a detailed cost analysis for the prescribed vessels and submit to the Operations Manager at MSP. This should include but not be limited to:
    • Crew costs (to be obtained in conjunction with the Crew Manager).
    • Estimated maintenance and repair costs.
    • Consumables.
    • Vessel insurance (to be obtained in conjunction with Legal Manager).
    • Bunkers (number of operational days to be obtained from the Operations Manager);
    • Cost for scheduled dry docking;
    • Ports and Miscellaneous costs;
    • Catering and Hospitality (to be obtained in conjunction with the Catering Superintendent); and
    • Satellite communication costs (to be obtained in conjunction with the Planned Maintenance Administrator).

    ​ISM, ISPS, and MLC

    • ​To ensure strict compliance with the ISM, ISPS, and MLC in line with the DPA

    DESIRED QUALIFICATIONS AND EXPERIENCE

    • Matric
    • Bachelor's degree/ Advance Diploma in Marine Engineering
    • Chief Engineer >3000kW (STCW III/2 – no limitation)
    • STCW ancillary courses and any other equivalent training.
    • 7 years related work experience in the field of expertise.
    • Sailed in rank of Second Engineer (seagoing experience)

    DESIRED KNOWLEDGE, SKILLS AND COMPETENCIES

    • Knowledge of the ISM Code, ISPS Code and the MLC
    • Planning of scheduled and unscheduled dry docks.
    • Knowledge of the planned maintenance system.
    • Knowledge of all relevant statutory rules and regulations (domestic and international).
    • Technical problem solving
    • Knowledge of budgeting tools
    • Working knowledge of PFMA
    • Project Management.
    • Proficiency in Microsoft Office (PowerPoint, Excel, and Word)
    • Proficiency or experience in online Planned Maintenance Systems for Vessels.
