MINIMUM REQUIREMENTS:

• B.Bibl / B.LIS / B. Tech: LIS / B. Inf (Hons) or PGDip LIS or equivalent 4-year post matric qualification

Computer literacy

• Registered member of LIASA
• 2 – 3 years practical experience in a public library including supervisory experience and experience as part of the academic program

KEY PERFORMANCE AREAS:

• Co-ordinate and control the activities, provision of materials and the presentation of displays and events in the Reference Section.
• Participate in meetings and present information, opinions and advice through reports on the status and service delivery standard of the Reference Section.
• Supervise staff directly in the execution of duties.
• Make recommendations to the Senior Librarian on the solving of operational problems identified.
• Co-ordinate and execute specific procedures associated with the acquisition, organization and communication of information at the Reference Section.
• Co-ordinate specific activities associated with promoting reference awareness and interest and provide information to users.
• Apply specialized skills and knowledge to identify the level of public awareness of the Reference
• Services and provide guidance to the public

As a member of the Senior Management team, your portfolio will take responsibility for the following functions: Waste Management & Pollution Control, Parks & Recreation, Community Development, Library Services, Sport Facilities & Development and Environmental Health Management.

Requirements: 

• A relevant NQF level 8 qualification at an acceptable institution 
• A minimum of 7 years relevant experience at senior and middle management level, of which at least 2 years must be at a senior management level
• Through knowledge of municipal and other applicable legislation 
• Knowledge of the statutory requirements pertaining to the position 
• Compliance with the minimum competency requirements for Senior Managers as laid down in Government Notice R493 dated 15 June 2007 or alternatively as per the exemption as laid down in the Government Gazette 40593 dated 03 February 2017
• The required core competencies and minimum competency requirements as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers as promulgated in Government Gazette 37245 dated 17 January 2014 
• Good knowledge and understanding of relevant policies and legislation 
• Good knowledge and understanding of institutional governance systems and performance management 
• Must have extensive knowledge of the public office environment 
• Excellent communication and facilitation skills in at least two of the three official languages of the Western Cape. 
• An appreciation of the centrality of the IDP for effective service delivery. 
• A high degree of aptitude to strategic/ operational planning and management, decision-making, leadership, innovation and motivation.

• Strategically manage the operations of Waste Management & Pollution Control, Parks & Recreation, Community Development, Library Services, Sport Facilities & Development and Environmental Health Management.
