Turn Over Package (TOP) Engineer at GE

Role Summary

The TOP Engineer is responsible for managing the internal turnover process, of systems and subsystems, between ERECTION and COMMISSIONING on site under the responsibility of the Commissioning Manager(COMM).

Essential Responsibilities

• Make sure that the personnel assigned to him/her and himself/herself are fully acquainted with the directives, site-specific rules, safety regulations and environmental protection measures and that they perform their work accordingly
• Reviews the complete TOP documentation provided by the Commissioning Technology Group and makes updates or corrections to the before mentioned documentation according to the commissioning needs on site
• Implements a TOP progress control tool and updates this on a weekly base
• Informs the PTW Engineer about each package turned over to commissioning. Reviews periodically the schedule of the system TOPs together with the Commissioning Manager and Overall Construction Manager/Construction Manager and the site planner. Provides periodically information to keep the schedules updated
• Checks together with the Commissioning Lead’s and Commissioning Manager’s early in advance the completeness of each package in the field before each turnover
• Makes invitations to turnover walk downs to all involved parties
• Verify with the Site Quality Manager that for each TOP, the necessary quality documentation from erection is complete and prepares the TOP certificates and ensures that all involved parties have signed after the turnover
• Compile individual punch-lists for each TOP and passes each of them to the COMM for categorization before a transfer to the SQM for implementation in the Master Punch-list Data Base, according to the directive “SMF-007 - Recording and handling of punch list”
• Follows-up the work-off of the remaining punch items with the erection team leaders
• Informs the Commissioning Manager at an early stage about TOPs, where it is obvious, that the planned TOP date can’t be kept
• Reports TOP related progress to the COMM, the OCM and the SIM
• Conduct the weekly Turn Over meeting with the OCM,COMM, and CM’s and issue the weekly report
• Execute any tasks related to the TOP E scope of work as instructed by the COMM

Qualifications/Requirements

• Bachelors of Technology: Mechanical Engineering
• At least 2 years practical experience in one of the following power plant disciplines: construction, commissioning, operation or maintenance
• Must have valid authorization to work full-time without any restriction in the role’s location
