Job description

Job Purpose:

• Develop and manage the implementation of the Telecoms strategy to ensure the availability of reliable & excellent condition Telecoms assets and relevant network capacity over the long term based on the Asset Life Cycle and Operational approved strategies.
• Develop and manage telecoms upgrading, replacement & scrapping of assets where applicable.
• Source, implement and monitor Telecommunication systems and tools software including validation, keeping abreast of latest market developments, training and ensuring correct deployment on to projects.
• Develop and monitor the implementation of the maintenance plan (5-year plan), which is provided to telecoms for execution to ensure that assets are maintained in a condition fit and safe for operations within the approved maintenance budgets.
• Define technical telecoms performance norms/ standards, rules and regulation for telecoms maintenance processes and activities to ensure that all telecoms assets are performing within the planned norms and provide remedial action plan/s for any deviations in accordance with Transnet Freight Rail telecoms policy and standards, Railway Safety Regulator and legislation.
• Monitor and review the performance of all telecoms assets (implement technical audits) to determine if their performance is according to the approved maintenance plan, operational performance standards, and modify accordingly where applicable to ensure alignment to the maintenance plan.
• Monitor, analyse and record the unplanned and planned work done on assets, failure rates, material & components, incidents and derailments as a result of technical/telecoms reasons to reduce the ratio of unplanned versus the planned maintenance to ensure compliance to approved maintenance plan/s.
• Identify, recommend and manage the implementation of the re-engineering projects related to telecoms activities to improve the performance and condition of the assets in a cost effective manner.
• Manage availability of capacity within telecoms by coordinating the supply of material versus long term demand to optimise availability and supply of material for operations.
• Compile and manage operating/capital budget (OPEX & CAPEX) for the department to ensure compliance to departmental targets and achieve cost containment.
• Develop and manage a high performance culture amongst staff within the telecoms department through the performance management system to enhance the departmental performance objectives.
• Ensure the manpower planning, expenditure control and co-ordination with the department of telecommunication

Qualifications:

• Post Graduate Electronics/Electrical Light Current Degree
• Registered Professional Engineer (ECSA)
• Project/ Contract Management
• 10 – 12 years’ experience in Telecommunications of which 5 years is spent at Senior Management level
• Engineering Research Methodologies
• Railway engineering & practices will be an added advantage
• Be in possession of a (Code B) Driver’s Licence and be competent and prepared to drive such a vehicle
