Graduate Engineer: Land Use Management at Roads Agency Limpopo SOC (RAL)

(PATERSON GRADE C5)

REQUIREMENTS

•  B-tech or Degree in Urban/Town Planning or Regional Planning and Land Surveyor
•  Registration with SACPLAN/ SAGC/relevant body as(candidate).
•  3 years’ experience (roads).
•  Driver’s license.

KEY PERFORMANCE AREAS AND MAIN TASKS (BUT NOT LIMITED TO)

•  Receive application – acknowledge receipt after checking requirements regarding guidelines.
•  If required, visit site to inspect.
•  Take DPS coordinates.
•  Ensure compliance with guidelines.
•  Ensure other applications are lodged through Regional Roads Board.
•  Compile document with relevant information for Roads Board.
•  Acknowledge receipt of all applications.
•  Inspect before final comment to applicant (if applicant meets requirements).
•  Receive letter to commence work and submit to Operations.
•  Inform applicant to e.g., put notices on affected portion of provincial road.
•  Arrange Regional Roads Board meeting.
•  Write letter to brief Board regarding progress of application.
•  Attend meetings: Take minutes of decisions regarding applications.
•  Write memo to MEC on behalf of CEO and submit for signature.
•  Arrange with printing works (Pretoria) for printing of publication.
•  Buy Provincial Gazette.
•  Inspect and verify compliance.
•  Draft final letter of approval to applicant if no objections.
•  The Board appoints a commission to investigate if there are no objections by other road users.
•  Attend to investigation.
•  Draft investigation report for submission at next meeting.
•  Identify illegal structures and accesses and refer illegal cases to Manager for attending.
•  Check accesses according to Roads & Ribbon Development Act & NPRA Act.
•  Implement performance and risk management in accordance with Roads & Ribbon Development Act, NPRA Act etc.
•  Write letters of invite to meetings and write Memos to MEC for appointment of applications.
•  Take minutes at meetings and ensure proper functioning of Regional Roads Boards.
•  Process payment of Board Members.
•  Process leave forms and monthly travel claims.
•  File records.
•  Supervise/control staff and attend to HR issues.
•  Report for all districts on e.g., access to roads, wayleaves, subdivision of land, proclamations etc.
•  Attend to any other relevant and reasonable tasks as and when required.
