Job Purpose
To provide efficient HSE support within the boundaries of the Region, to ensure that the employer adheres to the provisions of the Occupational, Health and Safety Act, with relevant regulations and the National Environmental Management Act, and relevant bylaws in the area where the employer has operations.
Departments and clients must be supported in the interpretation, training and application of the various safety legislation, instructions, standards (ISO 45001 and ISO 14001), and regular monitoring to ensure the standard of compliance, must be carried out.
Minimum Job Requirements
Formal Qualifications Required
- Matric Certificate (Essential)
- SAMTRAC or NEBOSH International General Certificate (NQF 5) (Essential)
- Incident investigator and Risk assessor training
- NDip in Safety Management, Environmental Management or other relevant field (Desireable)

Job Related Experience Required
3 to 5 years:
- Safety, Health and Environmental Management System experience
- HSE Officer position held in a medium to large construction environment

- Understanding the Acts and regulations application to SA and industry
- Understanding of HSE legislation and regulations
Key Outputs:
Health, Safety and Environmental Management
Contribute towards Establishing, implement and maintain a ADC HSE Management System
- Review, maintain and develop action plans in accordance with accepted standard(s) and operational Requirements.
- Remain conversant with HSE legislation and other requirements applicable to HSE aspects of the organisation.
- Ensure that standards, procedures and operational controls are complied with on a day-to day basis.
- Communicate and engage with line management and staff regarding new and revised HSE policies, plans and Procedures.
- Obtain information and populate HSE Documents and Data information sheets per ADC HSEW Management System
- Ensure that Legal appointments and functional appointments are done
- Assist and ensure that ADC operational & infrastructure teams are equipped with an updated Safety file(s) inline with ADC safety standards as well as clients requirements where applicable
- Ensure Monthly reports are completed in accordance legislative requirements - HSE facilities Inspections, Portable Ladders, Hand Tools, Portable Electric Tools, Vehicles and Fleet, Fall Arrest Equipment, Project Management, First aiders and Fire Fighters
- Identify, establish and maintain links with interested and affected parties e.g. customer, clients, DOL inspectors and contractors.
- Monitor and advise stakeholders on the development, implementation, auditing of the HSE management system.
- Conduct internal HSE audits in the Region
- Coordinate and schedule quarterly OHS ACT 85 Safety meetings and Ad Hoc HSE Meetings
- Report to management on the performance of the HSE Management system, to facilitate continual improvement.
- Ensure that contractors and staff are compliant towards ISO14001 and ISO45001 standards
- Provides a healthy, safe and environmentally conducive working environment at Africa Data Centre facilities (defined by geographic work location, however may include facilities outside of such at times) and points of presence using pragmatic and cost-effective initiatives
- Keeps up to date with SA legislative requirements and ensures legislative compliance by the whole company through relevant Line Manager. As well as achieving business objectives.
- Conduct Internal audits / assessments such as fire assessment audits, Compliance audits and other related HSE audits (ISO 45001 and ISO 14001 including Fire Assessment Audit, Compliance audit & other HSE audits as required)
- Reporting as required for Projects and Operations. (Weekly & Monthly)
Contractor Management
- Perform Monthly HSE audits on all Contractors and Sub Contractors
- Perform Monthly reporting of Contractor HSE performance, incidents and non-conformances
- Contribute towards Evaluating and vetting of new and existing contractors, annually and when required
- Follow-up on the Non- Conformance reports to non-compliant contractors
- Manage and Enforce contractor compliance to ADC HSE specifications and client HSE requirements
- Ensure that Contractors are audited monthly and obtain minimum average of 85% compliance rating
- Conduct ADC induction on contractors and staff
- Conduct random HSE observations and site inspections on contractor workforce
- Conduct Contractor Facilities HSE inspections
- Conduct Contractor Job Safety Observations and Reporting (PTO)
- Provide guidance and advise Contractors in the compilation of Client Safety Files to meet the standard
- Conduct and facilitate Risk Assessments \ Method Statements
- Initiate and conduct Monthly Contractor HSE Meetings
- Contractor Training on Risk Assessments and Method Statements
Occupational Health and Safety
Incident, emergency, training, preparedness
- Conduct and coordinate HSE Incident Investigations
- Record keeping - incident register for assets and a register for injuries
- Ensure preventive, periodic and emergency maintenance of fire protection equipment and alarm systems.
- Assist with the maintenance of fire equipment & Fire equipment registers
- Manage the identification and facilitation of HSE training through developing a training matrix for the regions
- Conduct internal training on Safe Work Procedures for staff
- Ensure the completion of electrical, HVAC, water, illumination registers
- Update organograms first-aid and emergency teams to ensure adherence to the company's emergency plans and evacuation procedures.
- Conduct Emergency Response Team Training
- Emergency Drill Reporting
- Issue and training on the use of the required PPE
Environmental Management
- Ensure that contractors and staff are compliant towards ISO14001 standards
- Represent HSE on regional level with the certifications of ISO standards,
- Conduct Environmental awareness training on contractors and staff
- Ensure contractors Waste Management programs are in place and that waste is disposed of in a correct manner
- Non-conformance reports enforced escalated to management
- Manage waste disposal and recycle are done on the region.
- Facilitate the update of the Environmental Risk register.
- Coordinate the monthly Contractor Environmental Meetings
- Conduct monthly Contractor Environmental Audits
Wellness
- Assist with the implementation of Wellness programs.
- Monitor absenteeism and recommend mitigation measures
