    Manager: Collective Bargaining Services

    This position will be reporting to the Senior Manager: CBS
    REQUIREMENTS OF THE POST

    • 3-year Degree / National Diploma in Administration / Industrial Relations / Education (NQF level 7)
    • At 5-8 years of public administration/education experience with at least 2-3 years at a managerial/supervisory Level.

    KEY PERFORMANCE AREAS
    Strategic Planning

    • Develop and implement the strategic and performance objectives of the
    • Collective Bargaining Services (CBS) Department.
    • Monitor and evaluate the achievements of the CBS strategic and performance objectives, ensuring alignment with the Council’s mandate.
    • Establish strategic and supportive objectives of the Secretariat to realise the vision and achieve the goals as set out by the Council.
    • Coordinate the strategic interface between the Council’s programmes and its
    • Task Teams to ensure alignment and effective implementation.
    • Provide expert technical support and advisory services to the Council on all matters relating to Collective Bargaining

    Operational Planning

    • Manage processes relating to the monitoring, evaluation, and reporting on the status and implementation of ELRC collective agreements.
    • Prepare and submit proposals on the collective agreements that require review, amendment, or repeal.
    • Draft and quality-assure official correspondence, reports, submissions, agenda and minutes of the meetings.
    • Provide strategic and administrative support in the review and updating of committee work procedures.
    • Oversee and provide secretarial support services for Council, Governance, committee and Task Team meetings, ensuring effective governance and compliance.
    • Coordinate and manage special projects of the Council in line with approved objectives and timelines.
    • Review and approve correspondence and documentation prepared by subordinates to ensure accuracy and quality standards.
    • Receive Provincial Collective Agreements and facilitate their placement on the bargaining agenda for consideration and ratification.
    • Lead the periodic review and improvement of committee work procedures to enhance efficiency and governance standards.

    Financial Management

    • Prepare and manage the annual budget and mid-year budget review for the CBS Department (National)
    • Monitor and analyse departmental budget variance reports, ensuring corrective measures are implemented where necessary.
    • Ensure that procurement processes are aligned with approved budget allocations and that expenditure is properly authorized and controlled in accordance with Council policies.

    Risk Management

    • Identify, assess and manage departmental risks, and implement appropriate mitigation measures and internal controls.
    • Monitor the effectiveness of risk controls and submit quarterly risk management reports in line with Council governance requirements.
    • Implement and track internal and external audit recommendations relating to CBS: National, ensuring timely corrective action and compliance.

    Human Resources Management

    • Manage and assess the performance of subordinates in accordance with corporate governance principles and the Council’s performance management framework.
    • Provide supervision and leadership to CBS staff nationally, as required, ensuring alignment with departmental objectives and standards.
    • Oversee all HR-related functions within the department, including discipline, grievance handling, dispute resolution, performance management, coaching, mentoring, time and attendance, and training and development.
    • Support and guide staff in identifying, analysing, and resolving operational and performance-related challenges.
    • Monitor and ensure compliance with applicable HR legislations, regulations, policies, and procedures.

    The successful candidate will be required to enter into a Performance Contract with the Senior Manager: CBS on an annual basis.
