    The African Organization of English-Speaking Supreme Audit Institutions English subgroup (AFROSAI-E) has received financing from the African Development Bank toward the cost of the African Financial Integrity and Accountability Support Project and intends to apply part of the agreed amount for this grant to payments under the contract for a procurement specialist.

    The African Financial Integrity and Accountability Support Project is a response to the challenges posed by Illicit Financial Flows on the one hand and accountability in public financial management on the other hand, which are key elements of several Bank policies and strategies. The project will work to strengthen oversight and accountability to supreme audit institutions it supports by providing them with training, in-country support, peer support and training materials.

    The services required under this project include procurement management for which the expertise of a fulltime procurement specialist is needed to:

    •  Coordinate procurement processes.
    •  Contract and vendor management.
    •  Procurement reporting.
    •  Capacity building and mentoring (building the procurement capacity of the project team through hands-on training).

    The individual will be responsible for providing support to the project in performing all procurement-cycle processes under the project, including but not limited to acquiring consultancy services, non-consultancy services, goods and works related to the project funding and in line with the project Financing Agreement; and for all operational procurement policies and procedures by ensuring their application is consistent, efficient, fair and transparent and that the procurement under Bank-funded project is conducted on a fit for purpose and value-for-money basis.

    The reporting line is to the AFROSAI-E Financial Manager. The position is located at AFROSAI-E’s offices in Pretoria, South Africa, and the individual should ideally be based in Pretoria. The contract period is up to December 2025, when the project ends.

    AFROSAI-E now invites eligible individuals to indicate their interest in providing these services on a full-time basis.
