    Senior Procurement and Bids Officer

    The Finance and Operations Directorate of the South African Medical Research Council, which includes Finance, Operations, Supply Chain Management (SCM) and IT, plays an integral support function in enabling the organization to fulfil and achieve its vision in ‘building a healthy nation through research’.

    Envisaged for appointment, are dynamic, experienced, competent, dedicated and motivated persons who can take initiative and function responsibly and effectively under pressure.

    Core Requirements:

    • Relevant National Diploma in Purchasing
    • Knowledge and application of PFMA and Treasury Regulations, Practice Notes, Circulars and other relevant legislative framework
    • A valid and unendorsed Code B driver’s license or higher.
    • 2 – 3 years’ relevant experience in Supply Chain Management Environment
    • National Treasury CSD Knowledge
    • Preferential Procurement Regulations, NT Practice Notes, Circulars and other relevant
    • Professional engagement with senior stakeholders;
    • Sourcing, preferably within (scientific) a research environment Medium to high proficiency of computer skills;
    • Report writing, computer, organizing and communication skills.

    • JDE Knowledge and SCM ERP systems.

    Responsibilities:

    • Acquisition Management
    • Evaluation of RFQ’s/RFP’s as per SCM norms/standards
    • Internal /External Stakeholder Management
    • Vendor Management
    • Set-up of Standard Specification Documents for Acquisition under R 1 Million VAT Inclusive
    • Procurement of Goods/Services through Contract Management
    • Supplier Performance Review and Monitoring
    • Assist in Bid Management Process
    • Checking and monitoring compliance to legislation
    • Organizational and national policies, regulations, framework and guidelines applicable to SCM
    • Managing and administering supplier contracts impacting on daily procurement activities

    • Ability to prioritize tasks and meet deadline
    • Good interpersonal skills and excellent problem solving skills
    • Knowledge of and skills in supplier evaluation
    • Ability to process, issue and analyze procurement RFQs
    • Analytical thinking, planning and organizing skills
    • Ability to meet demanding deadlines
    • Excellent follow-through
    • Strong administrative skills
    • Ability to perform with limited or no supervision
