Job description

RVSM AND PBCS (Performance Based Communication Surveillance) -

• Manage a database of Africa-Indian Ocean (AFI) and South Atlantic (SAT) region aircraft approved by the respective AFI state authorities for operations at reduced vertical separation minimum levels in that region with the aid of the Regional Monitoring Agency (RMA) forms and contact with National Program Managers in the AFI Civil Aviation Authorities. Manage the transfer of approval data from the Africa-Indian Ocean region to other global RVSM regional monitoring agencies by direct contact and email. Manage an Africa-Indian Ocean region database containing the results of height-keeping performance monitoring and all height deviations of 300ft or more within the AFI region airspace.
• Manage a database of large height deviations. Manage reports of the height deviations of non-compliant aircraft which are of a magnitude equal to or greater than the required criteria. Analyze data to detect height deviation trends and take appropriate action. Undertake such data collections as required by APIRG. Establish or add to a database on the height-keeping performance of: the aircraft population, aircraft types or categories; and individual airframes. Monitor the level of risk as a consequence of operational errors and in-flight contingencies. Establish a mechanism for collation and analysis of all reports of height deviations of 90m (300 ft) or more resulting from the above errors/actions. Determine, wherever possible, the root cause of each deviation together with its size and duration; calculate the frequency of occurrence.
• Assess the overall risk (technical combined with operational and in-flight contingencies) in the system against the overall safety objectives (see 2.1 of Doc 9574); and initiate remedial action as required. Circulate regular reports on all height-keeping deviations, together with such graphs and tables necessary to relate the estimated system risk to the Target Level of Safety, employing the criteria detailed in the principles and objectives of monitoring are described in Chapter 6 of Doc 9574, for which formats are suggested in Appendix A of the quantitative aspects of system performance monitoring in Doc 9574 for the AFI and SAT Region. Conduct annual safety assessments related to RVSM safety.
• Monitor airline operator compliance with state regulatory approval requirements. Initiate necessary remedial actions if RVSM requirements are not met. Provide a service to clients including engineers and technicians and develop their knowledge of ARMA and RVSM through webinars and information on the ARMA website. Ensure global standards are met by AFI states, ANSPs and airlines.
• Ensure aircraft meet the required communication performance (RCP) and required surveillance performance (RSP) specifications in accordance with provisions in the following: Annex 6 — Operation of Aircraft; Annex 11 — Air Traffic Services; Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM, Doc 4444); Regional Supplementary Procedures (Doc 7030). Ensure compliance to Amendment 7 of the PANS-ATM (Doc 4444) which made changes to the 30 nautical miles (NM) lateral and 30NM/50NM longitudinal separation standards. Lead and guide the regional implementation of Performance Based Communication and Surveillance (PBCS) in the AFI states.
• Conduct safety oversight for Performance Based Communication and Surveillance for 48 AFI States on a daily basis and 6 South Atlantic Region States. Maintain a database for RVSM and PBCS approved aircraft in the region. Conduct refresher courses for RVSM and PBCS focal points to Air Traffic Controllers, pilots, engineers, civil aviation authorities, etc.
• Conduct technical checks on RVSM registered aircraft on the continent for purposes of renewal, on request, etc. Train new personnel on conducting the technical checks on RVSM Aircraft. Report to ICAO Headquarters, WACAF and ESAF Offices and South Atlantic Ocean Group on RVSM safety levels, PBCS implementation status, and air operators’ regional compliance.
• Write Technical Working Papers and present to ICAO Montreal Office, SAT Group and AFI Group regarding all RVSM and PBCS matters for the AFI and SAT Region. Report non-compliance such as large height deviations, not meeting height keeping checks, as well as countries not providing RVSM and PBCS data, at all ICAO Meetings • Maintain the RVSM Height Monitoring Program from initiation to certification.

Governance, Risks, Compliance & Reporting -

• Manage and implement a relevant governance framework to support aviation safety. Identify operations risks, recommend mitigation and review effectiveness and implementation of mitigation plans and actions. Monitor the level of risk as a consequence of operational errors and in-flight contingencies. Ensure compliance with relevant regulation, legislation, and internal policies and safety standards. Consolidate input from all relevant stakeholders to prepare management reports for the Chief Customer Solutions Officer. Generate and provide ad hoc reports and information as required

Stakeholder Relations Management -

• Build, manage and maintain sound relationships with key stakeholders. Participate in industry and Regulatory forums and workgroups on a local, national and regional level. Provide inputs and guidance in ICAO, CANSO, EUROCAE, ATM/CNS Committees/forums and other relevant planning groups, sub-groups, working groups and task forces.

Financial Management -

• Manage delegated expenditure in line with business priorities and objectives, and within approved financial parameters. Provide inputs into and prepare the ARMA CAPEX and budget. Ensure compliance to Finance policies and processes. Report all costs incurred against the approved budget as well as any possible deviations thereto.

RVSM Height Monitoring -

• Conduct height monitoring for all aircraft that use the African airspace to ensure compliance with ICAO SARP safety regulations. Investigate height-keeping performance of the aircraft in the core of the distribution.  Maintain the technical requirements for the collection and analysis of height keeping monitoring performance data.
• Plan and execute height-monitoring flights with the enhanced GPS Monitoring Unit (E2 GMU). (The flights shall provide at least thirty (30) minutes of level flight within the area of coverage of the differential GPS and meteorological data within the AFI Region). Analyze height-keeping data recorded on all flights in the designated region.
• Dispatch the data electronically to CSSI Inc regarding the execution of the flight for analysis of the data, unless there is an interruption of GPS data. Liaise with all airlines in the region for the establishment of height-monitoring missions and the acceptance of mission completion. Provide maintenance sufficient to retain the GMU in working order.
• This will include the purchase, storage and maintenance of a spares pool sufficient to ensure that a failed piece of equipment can be returned to service in less than one month of the failure. Ensure adequate insurance coverage for the GMU whilst in transit and in operation. Ensure ARMA operational staff are trained and have adequate insurance for the work being undertaken

People Management -

• Manage staff in accordance with HC policies, processes and practices. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human Capital. Ensure the scarce skill for height monitoring is maintained with the highest quality and standard. Ensure that scarce and critical skills levels of height monitoring is maintained by all ARMA personnel.
• Promote high performance standards to achieve the function’s performance targets and strategies through implementation of the organization’s performance management system. Ensure the availability of skilled and competent staff in the function to meet the current and future needs aligned to the departmental and overall business strategies. Manage and maintain high performance standards to achieve targets and objectives through application of the HC performance management system and take corrective action promptly and effectively when required.
• Mentor and coach staff as required to ensure continuous development and availability of the always required. Ensure the transfer of knowledge and skills to enable sustainability within AIM from a succession management perspective. Perform talent reviews in accordance with the HC Talent Management process. Drive employee engagement by creating a positive and productive work environment

Minimum Qualifications:

• Approved ICAO Approach Procedural Course
• Aircraft Accident and Incident Investigators Certificate is required
• Diploma in Safety Management is an advantage
• Management/Leadership Diploma is an advantage

Minimum Years of Experience: 

• Minimum 3 years’ experience as an ATCO2 (7 years in total)
• Experience in Height Monitoring Analysis using ADS-B Data and GPS Data is required
• Ability to communicate in French will be an advantage
