State Accountant: Management Accounting (2 posts), Ref No. DOI 65/2026 at Western Cape Department of Infrastructure

REQUIREMENTS :

• An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification) in Accounting, Financial Management, or a related field; A minimum of 3 years relevant experience in management accounting, budgeting, or a financial project management environment.
• Competencies: Knowledge of the following: Public Finance Management Act (PFMA) and Treasury Regulations; Management accounting principles (budgeting, monitoring and reporting); Government financial systems (e.g. BAS, LOGIS, SCOA); Applicable legislative, regulatory and governance frameworks; Financial analysis, data management and reporting methodologies.
• Skills in the following: Financial analysis and reporting; Budgeting and forecasting; Computer literacy (intermediate or advanced MS Excel, MS Word, MS Outlook); Numeracy and analytical thinking; Planning and organising; Communication (written and verbal); Problem-solving and decision-making; Data management and reconciliation; Report writing and presentation; Stakeholder engagement; Ability to work under pressure and meet deadlines; Attention to detail and accuracy. 

DUTIES :

• Provide Budget Planning and Preparation; Provide Budget Support and Financial Control; Calculate Adjustments Estimate and Main Budget Development; Maintain Financial Governance, Compliance and Stakeholder Support.
