    Team Leader Technical Officer

    INDUCTION

    • Bureau Veritas Testing and Inspections South Africa is recruiting a Team Leader Technical Officer based in Morningside, and reporting to the Communications and Marketing Support SAF.
    • Role Purpose Statement: The job incumbent is responsible for all the administrative work relating to the VOC mandates. His duties are to co-ordinate the functions of each staff member and to communicate and implement the policies established by the GSIT Regional Centre Manager. He/She performs the job within the framework of the BV   Quality Assurance System, ISO 9001, ISO 17020, the Code of Ethics, Three absolutes (Safety, Financial Control & Ethics) and the BV Group policy.

     

    MINUMUM REQUIREMENTS

    • Technical education Certificate or degree level in Engineering or standards background or experience (at last 6 months) in VOC procedures or equivalent
    • PC skills
    • Management skills
    • Basic knowledge about product conformity assessments
    • Knowledge of types of discrepancies (detected during document review, inspection and/or testing)
    • Master review of conformity documents
    • Ability to deal with difficult situations.
    • English proficiency
    • Communication skills
    • Cargo Inspection procedure

    JOB REQUIREMENTS

    ACCOUNTABILITIES

    • Verification of Conformity Documents as per the Global procedures and country requirements.
    • Ensure the Technical Officers are responsible for the efficient and timely execution of the expertise assigned. It includes the responsibility of complying with the IO CBCA (VOC) Expertise procedure (GIS PR 113)
    • Implementation of VOC procedures and instructions and contribution in the improvement of RSA IO local and global procedures
    • Follow-up of VOC procedures and check quality of workflow. Among others, main actions to be performed through SIEBEL are (or other System when applicable) Query for Expertise to be performed as per VOC Guideline 39 – ***How to follow up your files through Siebel and Tableau.
    • Continuous acquisition and maintenance of technical knowledge of the VOC procedures
    • Coordination of work for enhanced productivity of VOC based on BV Quality plan.
    • Alert the RSA IO VOC Manager when a particular concern is identified, such as a fraudulent practice (fake documents, falsified documents, counterfeits…)
    • Providing instructions for inspection and testing when applicable (including selection of PICL/PCS), review of Control test reports (when control testing has been requested)
    • Management of Registration and Licensing (these tasks may be delegated to specifically appointed senior Technical Officers only)
    • Raising specific conformity concern when it does not look to be addressed in the procedures
    • Ensure the TOs are vigilant when critical issues have been detected in the past (exporter/importer flagged as risky in Siebel, rejected laboratory list. Etc.. and update/alert Team VOC Manager
    • Acquisition and maintenance of a good knowledge of the VOC market.
    • Ensure there is timeously co-ordination and communication between BV technical services/PIC/CC and the customer.
    • Coordination with LO/HO for VOC activities.
    • Explain technical issues to exporters / importers, if required.
    • Refer to connections for any update of VOC procedures/specifics and other VOC contracts site if available. Refer to WTO / ISO websites.
    • Close contact with Clients especially in case of claims / Inspections and CoC issuance
    • Reporting of discrepancies and difficulties met in reaching quality goals / time schedules to IO Manager.
    • Distribution of procedures and technical instructions to the team
    • Distribution and delegation of responsibility to each staff member
    • Provide technical support to team
    • Contact with laboratories: authentication of some test reports if you have any doubt
    • Study of local regulations and standards to understand better the background of local exporters
    • Preparation and Maintaining the VoC Data bases (route A/registration/ licensing/control testing/ monitoring files, test report library etc…).
    • Technical support to PICs under Regional Centre in VOC activities (review of inspection reports, files, review of non-conformities detected during inspection/testing…).
    • Arrange training for new staff or updates (when necessary)
    • Assist team with CDR due to absenteeism/annual leave/study leave etc.
    • Monitoring of TOs as per the procedure (OMR, FMR and PMR)
    • Perform additional tasks as and when required by Management
