    Transmission Powerline Supervisor

    SUMMARY

    400 kV & 330 kV Powerline Construction Supervisor for a project in Zimbabwe

    The incumbent must have powerline site experience in the field of construction, supervision and progress monitoring of EHV Powerlines (a Voltages > 220 kV is essential). 

    The candidate is required to have at least 10 years in the power utility sector or major construction industry, with relevant experience in the field of EHV Powerlines and experience of at least three powerline projects, at voltages larger than 220 kV. 

    The Candidate is required to have extensive knowledge of High Voltage Regulations and safety when working on powerline project sites.

    The incumbent will function in an onsite Extra High Voltage Powerline construction project environment, and as a result will require experience in the construction, installation, stringing, inspection and testing/commissioning of extra high voltage powerlines. 

    The appointee will need to travel extensively and needs to be 4X4 driving certified, be certified in first aid and preferably defensive driving course as well.

    The role will require occasional inspections and working at heights, hence, the candidate cannot suffer from vertigo or have a fear of heights.    

    QUALIFICATIONS AND EXPERIENCE

    Qualifications

    • A minimum of a N6 Technical Diploma (or higher, i.e. National Diploma, B Tech), Mechanical or Electrical Engineering. 
    • Extensive knowledge of Operational High Voltage Regulations used by High Voltage Power Utilities.  This includes demonstrable operational experience where candidate has worked as the authorized person, either issuing of High Voltage permits or as responsible person, responsible for taking permits and overseeing people working under the permit.  

    Experience and Competence

    • 10 Years relevant experience in HV substation projects. (Essential/Minimum), preference given to experience in EHV (above 220 kV)
    • Fully competent in reading structural steelwork drawings and erection plans
    • Operational experience in the various aspects of EHV construction and operation for powerlines, including the practical adherence and enforcing of the regulations
    • Strong background on EHV line stringing and construction using cranes, riggers, safe working conditions and good knowledge working from heights on powerlines as well as (MOST NB – strong knowledge of powerline construction safety and earthing)
    • Fully competent with computers and the various Microsoft Office packages and software tools required for day to day reporting and feedback as well as a working knowledge of Gantt Charts.

    KEY OUTPUTS AND RESPONSIBILITIES

    • Daily reporting back to Hatch T&D R.E. including reports when required.
    • Oversee all Powerline works, as Owners Representative for the Client and support the Client site team
    • HAZOP participation, capturing and monitoring of Powerline NCRs.
    • Keep records of powerline construction progress, draw up project memo’s, raise and manage all powerline NCRs
    • Witness delivery, installation, and construction up of all EHV Powerline Equipment and associated foundations over the entire length of the 370km. (Will need to travel on his own and much of the travel will be off-road).
    • Participate in powerline construction meetings, construction program meetings and provide inputs to operational implications, with EPC Contractor and Client.
    • Provide safety oversight, site problem resolution, attending powerline related site meetings with EPC and Client.
    • Provide safety assurance role as OE (with strong background on EHV line stringing and construction using cranes, riggers, safe working conditions and good knowledge working from heights on powerlines as well as MOST NB – strong knowledge of power line earthing)
    • Witnessing and support all Powerline Inspections, Site Acceptance Testing (SAT) and Commissioning of the EHV Powerlines.
    • Provide safety oversight, site problem resolution, attending substation related site meetings with EPC and ZPC.
    • Assess EPC end-user operations and maintenance support documentation and procedures.
    • Provide project deliverables imposed by the Project Manager, including planning and progress monitoring deliverables.
    • Interfacing with client and EPC on daily basis and reporting on various project activities at various sites.
    • Responsible for safety of all Hatch Site Personnel visiting the line construction sites as well as Safety Observations and Assessments of the EPC works and advising Client.
    • Provide safety assurance role with strong background on substation construction using cranes, riggers, safe working conditions and good knowledge working from heights on gantries.
    • Most importantly strong knowledge of HV Regulations for EHV substations, safe working practices, permits and especially earthing.

    Other

    • The role requires regular travelling between Bulawayo and Hwange and occasional travel to Kwe-Kwe.
    • Valid Passport and good physical health.
    • A valid driver’s license and 4x4 certified.
    • Be fully vaccinated against COVID-19.
    • Candidate must preferably be under the age of 45, due to potential tower climbing requirements, must not suffer from vertigo and not be afraid of heights.
    • Displays and actively promotes behavior aligned to Hatch’s goal of achieving a total safety culture by:
    • Leading in investigation of all serious incidents reported and ensuring that all follow-up actions are carried out.
    • Participating in audits of work areas.
    • Attending all identified safety training.
    • Acting as a mentor for the implementation of Hatch safety standards to contractors.
    • Ensures governance on projects in compliance to Hatch and Client policies and procedures.
    • Carries clear responsibility and accountability for delivery of the project goals as set down by the client/project manager.

    Mobilisation, Rotations & Contract Duration

    • Will need to Mobilize to site (Zimbabwe) by end June
    • The rotation periods are currently set for 6 weeks on-site and 2 weeks off for Rest and Recuperation (however this may change due to COVID19 movement requirements).
    • Project duration is minimum 14 months but may be as long as 20 (has to be committed to full duration)
