    Chief Financial Officer

    Minimum qualifications and experience: 

    • Degree in Accounting or finance. 
    • Registered as a CA(SA) with SAICA. 
    • At least minimum of 10 years of experience, with 5 in an executive-level position.
    • Solid working knowledge of investment and capital resource community. 
    • Extensive knowledge and understanding of the Office of Management and Budget control. 
    • Experience in working with information technology staff to manage finance and accounting software packages. 
    • Computer Literate. 
    • Knowledge of investment appraisal including infrastructure investments.

    Responsibilities:

    • Serve as a member of the executive team and will be an architect of the company’s strategy. 
    • Serve as a key in developing and driving operational and financial changes which to contribute to a scalable business. 
    • Oversee the production of monthly reports including reconciliations with funders and pension fund requirements, as well as financial statements and cash flow projections for use by Executive Management, Audit Committee and Council. 
    • Oversee accounts payable and accounts receivable and ensure a disaster recovery plan is in place. 
    • Oversee business insurance plans and medical aid plan coverage analysis. 
    • Oversee the maintenance of the inventory of all fixed assets to ensure compliance with company policy and legislation. 
    • Develop and direct financial plans according to the strategic business plan, company growth, and market opportunities and direction. 
    • Establish and maintain stable cash flow management policies and procedures and ensure cash resources are available for daily operations and business and product development. 
    • Establish and/or oversee all financial and operational controls and metrics within the organization. 
    • Analyse current and future business operations and plans to determine financial effectiveness. 
    • Manage outside lending and equity relationships, as well as relations with investors and shareholders within the investment community. 
    • Prepare and file state, third-party, and other financial reports to ensure compliance with legislation that governs the environment (PFMA, Treasury Regulations, Security Services Act, Companies Act and other applicable legislations). 
    • Evaluate, integrate and manage the company’s financial, administrative and IT and Supply Chain functions. 
    • Establish the performance goals, allocate resources, and assess policies for employees, through other managers. 
    • Develop IT and Supply Chain strategy to support company growth and manage IT and Supply Chain function. 
    • Maintain executive responsibility for financial operations, including working capital, capital expenditures, debt levels, taxes, budget, and general accounting. 
    • Ensure adequate controls are installed and that substantiating documentation is approved and available so that all purchases may pass internal and external audits. 
    • Provide and control RIM operating budget. 
    • Provide support to RIM regarding cost analysis and programme specific requirements. 
    • Monitor Compliance. 
    • Oversee the management and coordination of all the fiscal reporting activities of RIM. 
    • Attend Council meetings. 
    • Play leading role on the audit & risk committee activities. 
    • Monitor banking activities of RIM. 
    • Ensure adequate cash flow to meet RIM’s needs. 
    • Interact with internal and external auditors.

    Senior Manager - Finance

    Minimum qualifications and experience: 

    • Degree in Accounting or finance. 
    • Registered as a CA(SA) with SAICA. 
    • At least minimum of 5 years’ Management experience in Financial Management role. 
    • Solid working knowledge of investment and capital resource community. 
    • Extensive knowledge and understanding of the Office of Management and Budget control. 
    • Computer Literate. 
    • Knowledge of investment appraisal including infrastructure investments. 

    Responsibilities: 

    • Preparation, interpretation and presentation of accurate financial information and monthly management accounts. 
    • Financial reporting in compliance with statutory requirements. 
    • Ensuring that internal and external service level agreements are adhered to. 
    • Preparing cost projections, and annual projections. Monitor and report monthly performances against budget. 
    • Effective and efficient internal and external Client liaison. 
    • Delivering on financial objectives that maximizes return on shareholder value. 
    • Ensure that quality initiatives are introduced within all divisions reporting to this portfolio. 
    • Effective coordination of Risk Management, Fraud and BCP initiatives. 
    • Manage relations and operational issues relating to business partners. 
    • Effective and efficient liaison with external and internal auditors. 
    • Staff Management (incl. staff training, development and performance management). 
    • Developing, implementing and maintaining best practice financial and administrative control.

    Management Accountant

    Minimum qualifications and experience:

    • Degree in Accounting or finance.
    • At least minimum of 5 years’ post Articles experience.
    • Sound experience of budgeting, accounting, forecasting and resource allocation in a devolved organization, preferably within the public sector.
    • Project monitoring.
    • Reporting and financial management in accordance with varied compliance obligations.
    • Financial and contractual matters in a public sector environment desirable.

    Responsibilities:

    • Advise and support managers on financial management issues for the sound and proper management of organisation resources.
    • Liaising closely with cost centre managers and business units to provide a comprehensive accounting support service, including the provision of financial information and analysis to Senior Management and Unit Managers.
    • To coordinate and maintain arrangements for the accurate assessment of accruals including the provision of robust analysis of key variances.
    • To coordinate completion of timely and robust forecasts and commentaries to facilitate the decision-making process and to challenge forecasts to ensure that all relevant business information has been considered, and that reasons for variances are fully documented, communicated and understood, including implications for the balance sheet and cash flow.
    • Leading managers and Accountants in the formulation of financially sound and accurate business plans, presenting alternative financial options whilst maintaining corporate values, operational guidelines, “best practice” and statutory accounting principles, and ensuring that business plan information is recorded accurately in the relevant financial systems.
    • Assist in the closing of the Annual Accounts, supporting the business units where necessary.
    • To provide an assessment on the capital spend for the year and the impact for the following year’s programme on a rolling basis.
    • Ensure that business cases prepared by managers are fit-for-purpose by checking that financial information has been prepared by suitably qualified personnel in accordance with in-house policy, that financial information and related assumptions are correct, and that the business case is feasible in the context of the overall business plan and forecast.
    • Assist in development and implementation of new and existing financial systems.
    • Ensure compliance with all necessary financial procedures (including appropriate budget delegation arrangements and procedures).
    • Evaluate the effectiveness of the management accounting service provided to customers and make recommendations for improvement. Implement any plans to improve customer service levels as directed.
    • People management and development.
