    Investigator X2 - Enforcement Department (Pretoria)

    Purpose of the Job: 

    • To conduct forensic regulatory investigations within the financial services industry (financial markets, insurance, collective investment schemes, hedge funds, pension funds and financial and advisory services) and to take responsibility for the regulatory and enforcement action, following from such investigations. Persons appointed to these positions will report to the Senior Manager. 

    Key Performance Areas:

    • Create and execute clear, focused, and efficient investigation plans with reasonable timelines.
    • Conduct quality investigations (gathering all relevant, admissible evidence and proper analysis of the evidence);
    • Take responsibility for the execution of all enforcement actions, including the drafting of all enforcement documentation presentation to enforcement meetings, debarments, withdrawal of licences and administrative penalties.

    Analyst : Retirement Funds Conduct Supervision Department (Pretoria)

    Purpose of the Job: 

    • To regulate and supervise retirement funds through monitoring compliance with the Pension Funds Act, Regulations, Conditions and Financial Sector Conduct Authority’s (FSCA) policy to safeguard the interest of both the members of the funds through the analysis of S14 transfer applications, withdrawals, amendments, extension applications and exemptions related thereto. The person appointed to the position will report to the Manager.

    Key Performance Areas:

    • Evaluate, analyse and review applications for the transfer of business between retirement funds;
    • Ensuring that legislation and the rules of funds are complied with when granting section 14 approval; 
    • Review and analyse applications for the withdrawal or amendment of approved section 14 applications and make recommendations to the Manager;
    • Assisting with the regulation of retirement funds in as far as section 14 transfers are concerned;
    • Deal with the administration and analysis of applications for extensions;
    • Identifying systemic risk to the industry and make necessary recommendations;
    • Assist with enquiries from administrators, funds and members (treat customers fairly);
    • Undertaking projects at the request of the Manager or the Departmental Head.

    Specialist Analyst - Retirement Funds Conduct Supervision (Pretoria)

    Purpose of the Job: 

    • To supervise retirement funds through the conduct of supervisory on-site inspections.
    • These investigations assist the Conduct Authority to gain insight on the operations of the fund; to detect and measure conduct risks associated with the operation of the fund and its office bearers; and to identify the extent of the fund’s compliance with the law, especially as it relates to fair outcomes for its members and beneficiaries.  The person appointed to the position will report to the Manager. 

    Key Performance Areas: 

    • Demonstrate sound knowledge relevant to the employee’s work, including applicable law, the nature of the various types of retirement funds and the risks associated with the governance, management and operation of retirement funds and providers of products and services to retirement funds;
    • Work with colleagues to identify and evaluate  risks, and formulate and revise strategies for risk-based supervision, implement them, report in writing on incidents of  non-compliance and make recommendations on the steps, if any, that should be taken in regard to those incidents;
    • Conduct on-site inspections and desktop reviews on retirement funds to address any non-compliance with financial sector laws;
    • Make recommendations after the completion of a report or other document detailing findings to the organisation, to retirement fund office-bearers and others with an interest in the business of retirement funds on ways to remedy problems identified in the course of surveillance by this office and ways to improve the conduct and performance of retirement funds for the benefit of their members and other stakeholders;
    • Attend to complaints, referrals from other departments, unclaimed benefits, arrear contributions related matters, reportable irregularities and any other projects as assigned by the manager or the Head of Department for the advancement of the supervisory mandate of the department or the Conduct Authority; and
    • Fulfil such other duties as may reasonably be assigned to from time to time, taking into account the nature of the work, skills and experience and the needs of the Conduct Authority.

    • The candidates must demonstrate the following skills and attributes: An excellent command of both spoken and written English and proficiency in the use of Microsoft Office and computerised workflow systems.     Senior Analyst : Economic Analysis and Market Research Department (Pretoria)

    Purpose of the Job:

    • To provide support to FSCA departments, particularly the supervision departments by reviewing the disclosure, advertising and marketing strategies of the financial institutions as well as supporting related supervisory thematic reviews. The person will also be responsible for conducting market research activities, on-going media scanning and monitoring financial sector advertising and marketing approaches.

    Senior Manager : Enforcement Department (Pretoria)

    Purpose of the Job

    • To lead and manage a team of investigators and assistant investigators that are responsible for investigating contraventions of financial sector laws and executing all concomitant enforcement decisions. The appointed person will report to the Departmental Head: Enforcement Department.

    Specialist Analyst - Market Surveillance and Data Analysis Department (Pretoria)

    Purpose of the Job

    • To enable data-driven insights and apply the elements of cognitive science for planning and policy development, design and create the scripts/algorithms capable of reviewing alerts, use data as a tool to solve market surveillance business problems and make solutions through application of math, business, technology, design thinking, and behavioral sciences, and identify and document defects and provide updates as needed.

    Senior Analyst - Prudential Supervision

    Purpose of the Job:  

    • To monitor and assess compliance by retirement funds and fund administrators with applicable legislation particularly in regard to  their financial soundness through the analysis of financial statements, statistics and reports, to identify risks to the financial  soundness of retirement and to make recommendations and/or propose enforcement measures in order to mitigate such risk and to contribute towards the formulation of improvements in regulatory standards and supervision measures.
    • The person appointed to this position will report to the Manager.  

    Key Performance Areas:

    • Analysis of financial statements, statistics and reports of registered retirement funds;
    • Conduct peer reviews of analysts work in consultation with management;
    • Guide liquidators through the liquidations on funds in terms of legislation;
    • Deal decisively with enquiries, queries, extensions, exemptions, etc. in terms of departmental deadlines and policies; and
    • On request, participate and assist colleagues in the Conduct Supervision section of the Retirement Funds Division to plan the on-site visits scheduling and conducting the on-site visits and reporting on findings and recommending corrective actions on other tasks related to financial statements, statistics and reports.

    Requirements

    • B. Com Hons (CTA). The candidate must have at least 5 years’ relevant working experience.
    • A good knowledge and exposure of the Pension Funds Act is a prerequisite.
    • The candidate must have successfully completed articles and working experience in the retirement funds industry and/or financial sector would be an advantage.

    Desktop Technician (Fixed Term Contract) ICT Applications, Infrastructures and Operations Department (Pretoria)

    Purpose of the Job:

    • To provide first point of contact for IT services and assist clients with hardware and software related technical issues and to provide on-site or remote IT technical assistance including troubleshooting of IT issues. The person appointed to this position will report to the Infrastructure Manager.

    Key Performance Areas:

    • Manage the FSCA ICT service desk function as an entry point or single point of contact (SPOC) for business users.

    • Create new user and computer profiles and retire old users and computer profiles from the user computers.
    • Escalate application related queries to other ICT departments whilst adhering to approved governance frameworks.
    • Manage, maintain and support of the audio-visual equipment in the boardroom and all collaboration solutions.
    • Provide management of the FSCA printer services in the FSCA environment.
    • Install and configure security end point protection and mail encryption solution and ensure that they are always set up as per the FSCA’s policies and principles.

    Ct Security Engineer : Assurance Ict Security Department (Pretoria)

    Purpose of the Job: 

    • The ICT Security Engineer: Assurance, will play a critical role in safeguarding the organisation's information and cyber security posture.
    • This position is responsible for conducting security assurance activities, including maturity assessments, governance and policy reviews, and supply chain information security due diligence.

    Requirements

    • A diploma/degree or equivalent in Computer Science or Information Technology, and relevant information security certification such as ISO/IEC 27001 Lead Implementer, ISC2 SSCP or ISACA CISM are preferred. A minimum of 3 years of experience in information security, with a focus on information or cyber security assurance, governance and security risk management are required.
    • Knowledge of industry regulations and frameworks including but not limited to the ECT Act, POPI Act, ISO/IEC27001, NIST CSF, COBIT and understanding of ICT security policies, standards and procedures advantageous.
    • Strong technical knowledge and experience with Linux based operating systems (i.e redhat, centos or debian based) is required.
