Job description
Air Traffic Flow Management -
- Balance the demand for SA airspace with available capacity by facilitating collaborative decision making with relevant aviation community members and airspace users; Apply tools to implement delay programmes that limit cost implications to airspace users due to abnormal capacity situations; Optimise flight profiles and routes during adverse weather conditions affecting airspace operations; Implement most effective ATFM Plan for any given period of time, taking into consideration all factors and variables;
- Monitor the entire airspace for sector/fix/aerodrome and route traffic loading; Interpret weather conditions and the effect thereof on air traffic flow;
- Perform planning for airspace usage for purposes of slot allocation: Strategically: Researching, planning and coordinating activities by analysing the evolution of forecast demand, historical data and identification of potential new problems and evaluating possible solutions.
- Pre-tactical: Analysing and deciding on the best way to manage available capacity resources and need for implementation of flow measures. Ensure the operational plans are in place for special and high visibility airspace events and slot allocation is prepared for the next day.
- Tactical: efficient execution of the plans on the day of the event by updating the Daily Airspace Plan according to actual traffic and capacity; Compare user required trajectories against system preferred trajectories; Assist ATSU’s in planning for and managing future workload in light of forecast increased traffic flows within South African Airspace. Compile and distribute the Demand Forecast and Daily Airspace Plan;Facilitate the CAMU CDM sessions daily and as operational circumstances require.
Flexible Utilisation of Airspace (FUA) -
- Ensure equity and fair access to airspace for all airspace users; Negotiate airspace usage for Special Events; Negotiate with the SANDF on pre-tactical and tactical levels of airspace usage ensuring flexible use of airspace (FUA); Assist the Central Airspace Management Unit in compiling AIP SUPP and Notice to Airman (NOTAM); Facilitate the distribution, activation and cancellation of flexible use of airspace (FUA applications); Conduct post FUA event analysis and report writing.
Central Airspace Management Unit Operations (CAMU) -
- Roster staff in line with business needs; Verify that staff have the required formal training; Plan, implement, assess and amend procedures when required; Participate in the delay management process when required; Act as Watch Manager: ATFM when required; Extract traffic data for trend/post event analysis.

System Design and Planning -
- Review user requirements and provide specialist input; Translate user requirements into functional specifications and assist ETS CNS with technical design specifications; Recommend architecture deployment planning methodologies in support of ETS engineering projects delivery; Support the total asset management framework and policy for specific system area of responsibility;

Capacity Planning -
- Analyse and recommend system capacity forecast models based on utilisation trends;Assist in proper planning for capacity expansion projects as well as support the change control process.
3rd Line/Advanced System Support Nationally and Internationally -
- Provide 3rd line support for disaster recovery, test and evaluation and simulator datasets, as well as technical services fault management where required; Obtain the input required from technical services to analyse and make recommendations on all escalated operational system faults and potential problems affecting system performance; Analyse diagnostic information from technicians and system engineers;
- Test and validate changes, including software releases, to the system specific data-base, prior to implementation; Conduct tender evaluations on various systems that might have an impact on any operational system; Plan, together with engineering, and co-ordinate and evaluate all radar flight trials with Operations;
- Develop and manage electronic operational systems version control tracking for database and operational changes together with internal and external clients; Develop testing methods for the effective evaluation of system and equipment performance; Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure that specified requirements are met;
- Ensure and validate integrity of new scripts and procedures to be implemented by technicians as per change control policy; Provide guidance to technicians and support engineers on correct fault escalation and develop necessary training programs in areas of gaps;

Licensing of ATS Personnel -
- Track, update and maintain a database for all ATS personnel licenses and monitor compliance. Track, update and maintain a database for all ATS class 3 medicals and monitor compliance. Track, update and maintain a database for all ELP and monitor compliance. Notify all licensed ATS personnel and Line Management of the annual recurrency renewal date within the specified timelines.
- Notify all licensed ATS personnel and Line Management of their validation renewal date within the specified timelines. Notify all licensed ATS personnel and Line Management of their class 3 medical renewal date within specified timelines. Assist with medical assessment appointment bookings for licensed ATS personnel and communicate such confirmations with the licensed personnel.
- Ensure that all applications/relevant paperwork is accurately completed prior to processing for SACAA consideration. Process and submit all license applications (new and renewals) to the Licensing Coordinator within the allocated timelines and when instructed to the SACAA for approval.
- Coordinate with the ATA on completion of rating courses to ensure that all the required license paperwork is received. Track submitted license applications against the relevant expiry date (AC/AP/Medical/ELP) to ensure ATS personnel does not operate illegally.
- Coordinate with RUS to ensure only licensed personnel are rostered for operational duty, where ATS personnel are not legal to operate, inform RUS and Line Management. Monitor compliance of all ATS staff with relevant licensing regulations and directives. Act as custodian for the relevant Quality procedure for ATS licensing. Submit all regional/unit/pool license applications to the license coordinator for submission to the SACAA for approval and where applicable directly to the SACAA.
Processing of ATS personnel medical account payments -
- Process and manage purchase orders for all medical accounts. Request invoices from all relevant suppliers/services providers/doctors to ensure adherence with the finance payment dates. Compile and submit monthly medical expenses to the Licensing Coordinator. Act as custodian for the relevant ATNS Quality Procedure on the processing of payment on medical accounts as part of ATS licensing.
Stakeholder Relations Management -
- Develop and maintain sound working relationships with key relevant internal and external stakeholders. Liaise and interface with relevant internal and external stakeholders such as suppliers, clients, representatives from regulatory authorities, internal support departments, and staff as required, conveying information accurately and competently whilst maintaining the required level of confidentiality and discretion.
- Maintain effective communication channels at all times to keep the Licensing Coordinator, Manager Operations Planning, Training and Support and any other Manager (Head/Regional MATS/MATS/ATSU) informed of important issues whether in the office or travelling.
Quality Management -
- Act as custodian for the relevant ATNS Quality Procedure on the processing of payment on medical accounts as part of ATS licensing. Monitor and ensure that Continuous Improvement Reports (CIRs) are continuously followed up on.

- Participate in the development of the technology governance framework, namely the model, methodologies, policies and processes to support effective TI governance; Provide governance-related inputs and insights into technology and information planning processes;

Preventative Maintenance -
- Application software, hardware, and network support (help desk and related functions). Performing all relevant maintenance activities on equipment and systems as per relevant Integrated Logistics Support Plan (ILSP), Station Standing Instructions (SSI), Original Equipment Manufacturer (OEM) and System/Software Supplier recommendations.

Create rosters on the ATS Resource Tool -
- Plan and populate unit and pool rosters in accordance with the prescribed guidelines, considering leave, training, shifts, etc., which should include Annual Proficiencies, Post Leave Checks, etc. and validity of ratings/medical/ELP. Engagement with the Licensing Coordinators to ensure licensing information on the RUS platform/accessible trackers is kept current.
- Issue or publish (on the accessible platform) roster request submission dates when instructed ensuring that individual requests are considered where possible. Plan the search and co-ordinate the transit of SAR facilities to the scene - .
- Obtain and evaluate all data on the emergency; Remain informed of prevailing environmental conditions; Develop the search action plan, (and rescue action plan as appropriate), i.e., allocated search areas; Ensure that communications can be carried out rapidly with operating units, and that high precedence messages can be routed quickly;
- Designate the OSC, dispatch SAR facilities and designate on-scene communications frequencies; Inform the RCC chief of the search action plan; Co-ordinate the operation with adjacent RCC’s when appropriate; Arrange briefing and debriefing of SAR personnel; Evaluate all reports from any source and modify the search action plan as necessary;

- Review historical incidents and apply lessons learned to identify and correct weaknesses; Monitor resource readiness standards to minimize resource unavailability; Monitor geographic sites of SAR facilities to ensure optimal placement for projected distress incidents; Assessing emerging technologies and other environmental changes and opportunities;

Technology Continuity –
- Contribute to the definition of standards, controls and governance for technology service continuity planning and execution across ATNS, and monitor and ensure that there are plans for service recovery in the event of a crisis; Conduct and document annual service continuity tests and report the risks associated with any deviations from the test plan;
- Ensure that service providers are delivering appropriate service continuity support able to maintain critical ATNS services, and support the development and implementation of service continuity processes across the technology environment; Support the assessment of the business criticality of systems and work collaboratively with the Business Continuity Team to ensure that service and business continuity plans and tests are aligned and inform each other; Monitor the Disaster Recovery and Business Continuity Plan for TI which includes ATNS Communication, Navigation and Surveillance;
- Improve and present the Service Continuity Test Schedule to the Business Continuity Team ; Report on any exceptions to the schedule and raise the relevant risks as necessary to inform compliance reporting processes; Review change proposals for ATNS to ensure that Service Continuity arrangements are included and tests are planned as part of the process; Review project proposals to ensure costs are built into business cases for future Service Continuity and Business Continuity tests associated with the project; Understand the service risk appetite and associated RPO/RTO for ATNS’s critical services;
- Support each Service Continuity Testing team in producing a set of improvement measures (as required) following each Service Continuity Test; Track all improvement measures resulting from Service Continuity Testing and report to management; Develop and/or review the TI DR Plan and in DR test preparation, execution and report distribution; Monitor and evaluate the effectiveness of recovery plans and update as required; Ensure that DR plans for the delivered services in scope are complete, consistent and up to date;

- Design, coordinate and execute BCP/DR annual test exercises for critical business processes, and produce test reports including lessons learned.
