    Project Manager (Non-Technical) - Midrand

    Job Description    

    • The Local Government Support Unit (LGSU) have Project Management Units (PMU’s) in various provinces. There are large number of projects that are implemented through the PMU’s.  The purpose of this role, amongst others, is to monitor and report these projects from inception to completion and to manage the projects that are going through Investment Committee approval stage, procurement and implement stages. 

    Key Responsibilities    
    Overall Project Management

    • Monitor and report on Local Government Support Unit (LGSU) projects from inception to completion. 
    • Review the project deliverables prepared by the LGSU team members, agency/mandated programmes and other service providers appointed by the unit.
    • Support with coordination of efforts of all parties involved in the projects including professional service providers, contracts, sub-contracts and labour.
    • Implement the LGSU project/s objectives and goals of the teams and assign accordingly.
    • Oversee technical support to projects across the municipalities.
    • Build the internal capacity to oversee the roll out of the support to the PMU’s support to municipalities, including the reporting protocols to the structures of the Bank, Government and private sector partners.
    • Developing monitoring and reporting systems internal to the DBSA and between the DBSA and external parties.
    • Accountable for daily administration and implementation of the programme activities.
    • Ensure statutory and regulatory compliance.
    • Promote industry best practice in managing projects and programmes to ensure successful delivery.

    Project Planning

    • Develop project work plans and make revisions as and when the need arises.
    • Confirm project activities are scheduled.
    • Prepare all programme/project cost activities.
    • Confirm milestones with stakeholders and customers

    Project Control on Cost, Time and Quality

    • Put in control measures for managing project schedules, costs, time and quality.
    • Conduct periodic monitoring visits to project site(s).
    • Monitor project milestones to ensure project completion within time, budget and quality.
    • Oversee project accounting including management of project budgets against actual costs, approval of progress payments, tracking of team expenses and minimizing the exposure to risk.

    Procurement Management

    • Provide support to LGSU team in the preparation of the required procurement documentation and submissions for the appointment of Consultants/Service Providers and / or goods and services.
    • Review procurement submissions and ensure that all is in line with the PFMA, relevant legislation and according to DBSA Procurement Policy.
    • Monitor the procurement process from start to completion.

    Project Implementation Support of PMU’s

    • Work with various stakeholders and coordinate all programme interventions.
    • Overall responsibility for the Project Manager’s function is to provide projects coordination and management of all processes and functions, thereby ensuring that:
    • The Parties to the contract have complied with legal and tender formalities.
    • The project teams are performing at the required pace to complete the projects by the specified time.
    • The project teams have timeously been issued with all the relevant information.
    • The project teams are achieving specified quality standards.
    • Non-compliant aspects of the works are promptly dealt with as they arise.
    • Potential claims for revision of the date for practical completion is handled timeously.
    • Potential claims for an adjustment of the contract value are promptly dealt with.
    • The programme is concluded as specified, administrative and other compliance certificates are recorded, and all parties paid in due course.
    • Identifying potential risks.
    • Monitoring risks.

    Project Communication & Reporting

    • Support the Head LGSU with reporting and compliance to the Oversight Committee, thereby timeously collating project status reports.
    • Ensure an effective communication system is in place to provide timeous feedback for management, client and customer.
    • Following site monitoring visits and attendance of project meetings, issue status report and action plans.
    • Provide oversight and guidance on the quality and accuracy of the reporting compiled by the PMU’s and compile and provide monthly progress reports.
    • Conduct project close out reviews.
    • Prepare and provide documentation/reports/presentations, amongst others, for Management, Exco, Board and Board sub-Committees for information or decision-making purposes.

    Project Contract Management

    • Ensure contracts are managed in a way that is fair to all parties.
    • Monitor performance by identifying and resolving areas of concern.
    • Actively measure progress against the contract’s performance.
    • Ensure adherence to the contract conditions and timelines.
    • Develop a process whereby project/programme lessons learnt are stored in a digitalised and encrypted format for ease of access and use by business and end users.
    • Maintain the LGSU database and ensure that all information is stored securely.  Maintain an information repository on LGSU projects/programmes.
    • Ensure that LGSU activities, outputs, outcomes and resource requirements are appropriately considered and included in the organisation’s business planning and budgeting process.
    • Any other duties assigned in furtherance of the LGSU strategy.

    • Number of LGSU Projects completed within time, cost and quality
    • Quality of the project and management reports
    • 100% accurate management of all Projects Contracts
    • Quality of LGSU Project database and ease of access to information.
    • 100% of LGSU comprehensive annual service rating for the LGSU unit by clients

    Expertise & Technical Competencies    
    Minimum Requirements

    • Project Management professional with qualifications:  PMI, PRINCE, SACPCMP, ECSA, SACAP or similar or master’s degree in project management
    • Minimum of 5 years relevant experience as a seasoned Project Manager
    • Demonstrated experience in managing and overseeing several projects (50+ projects) from start to completion.
    • Demonstrated ability to capture and put together lessons learnt for business and end user benefit.
    • Knowledge of government, municipalities, development finance institutions, etc.
    • Proven ability of setting up and maintaining the Project/s database and repository of information.
    • Excellent facilitation, project/activity management and written and oral communication skills.
    • Exceptional computer skills – Microsoft suite – Word, Excel, Project Management and PowerPoint
    • Demonstrated capability of developing reports, documents, presentations, etc. for Management, Exco, Board and Board sub-Committees.

    Desired Requirements

    • Project Management experience working in a DFI and or the Banking environment will be an advantage.

    Transacting Specialist X2 - Midrand

    Job Description    

    • The Transacting Specialist is responsible for relationship management and compliance to contract requirements and prevention of risk of on non-performance.
    • Ideation and identification of new equity investment opportunities in key strategic sectors / investment themes;
    • Evaluate the feasibility of investment opportunities / project transactions with a view to ensuring that they are commercially sound prospects for equity financing and are aligned to the DBSA’s strategy and mandate.

    Key Responsibilities    
    Primary Responsibilities

    • Due diligence of opportunities and preparation of investment appraisals for the company’s Exco and Investment Committees;
    • Provide innovative and flexible financial structures for complex transactions;
    • Ensure deal closure by taking responsibility for optimal financial, institutional and legal structuring;
    • Development and maintenance of investment models, portfolio data, and supporting analytics;
    • Identification of key risks facing the portfolio and implementation of mitigating strategies / policies;
    • Position DBSA as a preferred equity investor/partner;
    • Management, oversight, training and development of the investment team;
    • Negotiation and review of equity investment agreements and project documents;
    • Investment management and value addition in portfolio companies in line with the Company’s value add framework and investment approach;
    • Oversee disbursements to approved projects as well as monitor a project’s progress post investment;

    Loan and Equity Portfolio Performance

    • Monitor the loan performance as per agreements and provide regular reports to GE Transacting on the performance thereof.
    • Monitor the defaulters, creditors and maintain good solid relationships with existing clients with the DBSA.
    • Conduct project audits and monitor significant developments that can potentially influence the bankability of projects for the DBSA.
    • Facilitate strong investment performance and value addition in the equity investment portfolio;
    • Coordinate the implementation of equity investments and monitor the performance of equity investment projects through progressive investment and income reports; monitor collection and recording of income on equity investments;
    • Drafting, review and submission of quarterly portfolio reports for the Investment Committee and Investors;

    Covenant Compliance

    • Maintain all credit files to ensure proper adherence to client compliance on agreements to minimize and manage the risk to the Division.
    • Manage all risk aspects of the continent wide financing delivery function, in terms of ensuring appropriate structuring of investment risks and on-going mitigations of operations-related risks.
    • Ensure sound financial capital management through assuming responsibility for stewardship over the capital under management, and as well as efficient utilization of financial resources.
    • Ensure the capturing of learning opportunities post transaction conclusion for continuous improvement and ensuring successful delivery of deals.

    Expertise & Technical Competencies    
    Minimum Requirements

    • A post graduate qualification or equivalent in Business or Finance (CA or CFA), or Engineering, or Economics.
    • A minimum of 10 years’ experience in a similar role in appraising, negotiating and closing infrastructure related Project Finance, Corporate Finance, or Structured Finance transactions in a financial institution
    • Experience with working with Coverage and deal execution teams
    • Experience in presenting to Senior Executives and Management Teams to ensure compliance to contract management in order to prevent risk of non-performance.
    • Fee Income product knowledge and expertise in Debt and Equity investments, portfolio management, guarantee issuance, arranging and distribution.

    Security Officer - Midrand

    Job Description    

    • The purpose of this role is to physically safeguard the DBSA premises, its employees, visitors and assets whilst using the available technology within the campus and adhering to the Private Security Industry Regulatory Authority (PSIRA) and the Heatlh & Safety regulations.

    Key Responsibilities    

    • Guard the DBSA against any safety and security breaches at all times.  
    • Maintain and write detailed incident reports on all irregular incidents that might occur during shifts and keep records thereof.
    • Monitor the movements of visitors and contractors on the campus and ensure that the correct security protocol is followed.
    • Monitor the movements of assets on the campus and ensure compliance with the bank’s asset management policy and procedures.
    • Conduct patrols in line with the laid down standard operating procedures.
    • Effectively keep guard on the DBSA premises using the surveillance equipments within the control room by keeping an eye on the cameras.
    • Log any irregualrities that are picked up through the control room via the surveillance equipment.
    • Report any camera faults or CCTV system issues to the Head of Security and/or the Security Supervisors to ensure that cameras are repaired timeously.
    • Monitor the Access control system to ensure the overall safety of the DBSA premises, assets, employees and visitors.
    • Issue access control cards to employees and contractors and record their personal details on the access control system.
    • Ensure adherence to the Health and Safety procedures of the bank by all employees and visitors.
    • Assist in the safeguarding of property and assets during events within the campus.
    • Liaise with emergency and health services if required for large events.
    • All private assets entering the bank to be recorded on the private asset register.
    • Report safety issues such as vandalism and damage to property to the Head of Security and/ or Supervisor.
    • Keep an eye on the exit and entance of the building to safeguard the assets of the bank and the employees.
    • Be the safety and security ambassador by educating employees and the visitors on safety issues within the bank.

    • 3-5 years’ experience as a security officer.

    • Experience with PSIRA regulations and qualifications.
    • Working Knowledge and experience of the Occupational Health and Safety (OHS) Act No. 85 of 1993 and regulations as amended.
    • Experience with Access Control Security Systems and Procedures.
    • Basic knowledge of MS Word, Outlook, Excel.
