    Div Acquisition Council Secretariat

    Position outputs:

    Review submissions to the DAC for factual correctness, policy compliance and adherence to strategic direction

    The holder of this position has the responsibility to:

    • Conduct a robust review of all submissions submitted to the DAC for comprehensiveness, correctness, and policy compliance, of all facts presented as well as obtaining all substantive documentation.
    • Ensure that only those submissions that meet the minimum quality standards, are presented to the DAC;
    • Ensure that there is compliance with the Goods and Services Manual on the process to award business.
    • Make recommendations to the SCM function and the Chairperson of the DAC, if in the Secretariat's opinion any submission to the DAC conflicts with the Government's or Transnet's strategic direction.
    • Analyze the sourcing processes employed in soliciting bids for adherence to Transnet's policies and procedures
    • Confirm the correctness, efficiency, and effectiveness of the tender evaluation process, and the selection of the successful bidder.

    Tendering Process

    The Secretary of the DAC is required to:

    • Officiate at all public tender opening sessions and is responsible for the smooth and judicious running of the process;
    • Ensure that proper corporate governance, fairness and transparency prevails in the process pertaining to the online receipt, opening and recording of bid submissions.
    • Ensure that the annual DAC calendar is communicated to all DAC members and that members diaries are scheduled accordingly.
    • Ensure that the DAC packs are distributed timeously before each DAC meeting.
    • Ensure that all DAC members are appointed in writing in line with the DoA and that all appointment letters and acceptances are correctly filed.
    • Keep copies of all documentation pertaining to the matters tabled (full audit trail).
    • Ensure that all members attending a meeting of the DAC are provided the means of declaring any interest in matters serving before the DAC meeting.
    • Ensure that confidentiality and document security are observed at DAC and secretariat level and ensure that the

    Chairperson and Members declare any conflicts of interest at the start of each DAC meeting - also ensures that members who have a personal interest in any matter serving before the DAC, are recused when that matter is being deliberated.

    • Execute any other special duties imposed by the Chairperson of the DAC, the SCM Policy, the Goods and Services Manual or the senior Manager: Governance and Compliance.

    Other Responsibilities

    The Secretary is required to:

    • Act as a knowledge center for the Regional Acquisition Secretaries across all the TPT 3 Regions by giving advice on a daily basis. Considered as a subject expert and as such, to be the "information bureau" in respect of knowledge and interpretation of the Goods and Services Manual, applicable legislation, regulations and supplementary policies which have a bearing on the role and functions.

    TPT’s acquisition councils, its chairpersons and members.

    • Provide advice on Procurement governance and process issues to Transnet Port Terminals (Head office and all Ports).
    • Be TPT's designated authorized contact person in relation to all Tender related enquiries
    • Co-ordinate the quarterly DAC Secretariat Forum meetings.
    • Provide effective formal and informal advice/training to TPT SCM, end users , RAC Secretaries and EXCO members.
    • Furthermore, it is important to note that with the implementation of the Market Demand Strategy {MDS), there has been an increase in the demands of the DAC Secretariat. This is particularly important as there has been a marked increase in the number and value of tenders which must be administered by the Secretariat.

    Qualifications & Experience:

    • Unless the applicant can demonstrate that he/she has developed the necessary competencies through experience, a relevant bachelor’s degree in either Finance or Commerce is required. A Supply Chain Management qualification is preferred;
    • At least 5 years' experience in tender or contract administration.
    • Previous experience to the workings of evaluation or adjudication committees, tender boards or acquisition councils will be an advantage

    Knowledge

    • Detailed knowledge of the Transnet Goods and Services Manual and other Procurement related Policies, Procedures, Standards, Tender Processes and Contract Templates;
    • In depth knowledge of Supply Management/Procurement processes and systems;
    • Working knowledge of meeting procedures;
    • Advanced reporting, communication, presentation, organization and negotiation skills for interaction with procurement staff and DAC members;ROC Requirements:

    • Minimum of 5 Years’ Experience with Applicable Bachelor’s Degree Years of Experience with a formal qualification:
    • Min 5 years’ relevant experience in a large enterprise, preferably with 1 yr supervisory or specialist experience

    Snr Specialist: Application Support

    Position Purpose:

    • The Senior Specialist Application Support is an experienced professional who leads and directs the effort to create a work environment that exploits consumerization trends and encourages digital dexterity through the skilful use of technology.
    • Oversees the effective support of all applications and will be responsible to manage the daily activities of the technical support team.
    • Lead and direct the maintenance and support of the SAP ERP environment and provides technical support to SAP end-users.
    • The Senior Specialist Application support will be responsible for the maintenance and continuous improvement of the following SAP modules.
    • SAP FI
    • SAP PM/MM
    • SAP CO
    • SAP CL
    • FAS
    • SAP SD and all other SAP modules in productions
    • The Senior Specialist Application support will also oversee the modernisation of the SAP environment including any upgrades to new versions of SAP such as S4/HANA.
    • The Senior Specialist Application Support will also provide technical support and maintenance for all non-SAP systems that are in production. This includes but is not limited to the Microsoft stack of technologies.
    • This position requires exercising independent judgment to perform the responsibilities described herein.
    • The position also requires a strategic thinker who can integrate the organisations strategic direction with supporting roadmaps for process digitalisation and automation.

    Position outputs:

    • Has responsibility and accountability for championing all system support activities in line with the organization’s digital transformation objectives.

    • Will liaise with existing and new vendors that provides a system support services to Transnet. This will also include the negotiation of contracts for services providers.
    • Define, build, and manage the non-SAP CoE functions in line with all non-SAP systems in production.
    • Leads a team of highly skilled system developers and is responsible for career planning and departmental performance management.
    • Interfaces with the various functions including the PMO, Architecture, Networks and Security when new solutions are being built and deployed.

    Qualifications & Experience:

    • A Bachelors Degree or equivalent in an Information Technology related discipline is required.
    • An honours degree in IT or Management is advantageous.
    • Minimum of 10 years’ experience working in IT product development and support functions.
    • Minimum of 5 years experience managing IT specialists.

    Specialist:Technical Assurance Security & Privacy Assurance Audits

    Position Purpose:

    • Manages and executes the strategic three year and annual internal audit plans, in accordance with the International Professional Practices Framework (IPPF) and provides assurance on the status of internal controls across Transnet Operating Divisions focusing on Technical - Security and Privacy Assurance audits.

    Position outputs:

    Implements the Internal Audit Strategy

    • Aligns the company strategy as it relates to ICT and Advanced Manufacturing, and align it to the Internal Audit Assurance & Advisory Strategy, processes, procedures and roadmap.
    • Implements the Technical Assurance strategy and roadmap in line with company policies and procedures.
    • Leads and manages resources to ensure implementation of audit and advisory strategy and roadmap.
    • Aligns the internal audit processes and procedures to the portfolio’s risk assessments.
    • Provides input into business risk assessments, industry and global benchmarks to be used as basis for the Strategic Internal Audit and Advisory Plan.

    Executes the Strategic Three year rolling Internal Audit Plan

    • Ensures ongoing alignment of Transnet risk exposures as they relate to governance, risk management, operations, and information systems, to the portfolio.
    • Supports the development and ensures execution of the Technical Assurance strategic three-year internal audit plan for the Technical Security and Privacy Assurance portfolio, which is risk-based and aligned to Transnet’s risk profile.
    • Provides regular input into the strategic three-year Internal Audit plan to ensure that it appropriately responds to emerging risks.
    • Ensures compliance with all PFMA and regulatory requirements in the execution of audits.
    • Manages and executes Technical Security and Privacy Assurance audits that will embrace effectiveness, efficiency, economy of business processes in order to add value.
    • Supervises the teams to ensure timely execution of Internal Audit Plan.
    • Provides ongoing assessment of the adequacy and effectiveness of the system of internal control and risk management for relevant portfolio to input into the overall annual written assessment report to the Audit Committee, the Board and other Board committees.
    • Provides real-time assurance where necessary to ensure successful implementation.
    • Supports the performance of continuous auditing on high-risk areas.
    • Executes Internal Audit Plan in accordance with approved internal audit budget, internal audit methodology and quality standards for the Technical – Security and Privacy Assurance portfolio.
    • Executes regular follow up reviews to ensure timely implementation of management actions across all ODs.

    Advisory Services to strengthen the system of Internal Control

    • Attends various Governance Forums within the Operating Divisions to make relevant recommendations with regards to process and performance enhancements and strengthening the system of internal controls.
    • Evaluates business risks on a quarterly basis and aligns Technical Security & Privacy advisory projects accordingly.
    • Undertakes and executes advisory projects that will have high impact on the business.
    • Supports the development of Internal Control Frameworks for the portfolio.
    • Supports and provides input into the extensive use of benchmarks in order to derive value add on performance audits.
    • Supports the integrated/combined assurance activities.

    Utilizes Data Mining and Analysis to identify risks and trends

    • Aligns all approved data mining and analytics to the Internal Audits processes and procedures and ensures that they are risk based.
    • Aligns, optimizes and embeds CAATS in all internal audits where applicable.
    • Provides monthly reports to EM Technology Assurance and internal structures where required (e.g. TLT and TOT) with exception reports and trends on various key data to support reporting of audit outcomes and aligns the audit plan on an on-going basis.

    Supports Stakeholder Relations

    • Makes input into client needs and expectations for inclusion in the overall TIA stakeholder management plan.
    • Supports implementation of the stakeholder management plans across all divisions.
    • Ensures compliance to the approved stakeholder management plan for the Technical Assurance portfolio.

    Quality Assurance and Improvement Programme

    • Supports the implementation of the TIA QAIP initiatives within the portfolio.
    • Compiles, reviews and produces internal audit files that adhere to the Quality Assurance standards and the approved internal audit methodology.
    • Advises the TIA EM Technical Assurance and other Transnet Senior Officials on various assurance processes within the portfolio.
    • Supports the role of TIA in Integrated/Combined Assurance as far as it relates to the portfolio.
    • Supports the embedding of Integrated/Combined Assurance framework within own area of responsibility as far as it relates to TIA.

    Qualifications & Experience:

    • Bachelor’s degree in Computer Science/Engineering or other relevant to the audit profession.
    • Postgraduate in Computer Auditing CISM/ Certified Ethical Hacker and freight logistics or operations will be an advantage.
    • Minimum 8-10 years’ experience in a Management role of which at least 3 years in the internal audit environment.
    • Work experience in a large organisation will be an advantage.
    • People management experience will be an advantage.
    • Experience in transport/logistics industry will be an advantage.
