    Principal Investment Officer: Corporate Finance and Lending SA

    Job Description    

    • The Principal Investment Officer is responsible for formulating and executing the strategic objectives of the business in collaboration with the Transacting Head, whilst generating deal flow and building a robust pipeline of prospective projects for development financing bankability.

    Key Responsibilities    
    Key Performance Areas:

    Transaction Assessments

    • Evaluate the feasibility of investment opportunities and project transactions with a view to ensure they are commercially viable and align with the DBSA’s strategic objectives and mandate.
    • Enhance the bankability of transactions by identifying and mitigating key risks, collaborating closely with the Chief Investment Office and Financing Operations Team, including Sector Specialists, Country Risk Specialists, and Financial Analysts.
    • Provide technical expertise on transactions for the benefit of clients and the organisation through innovative approaches and strategic thinking.

    Transaction Execution and Credit Approval

    • Collaborate with the team to structure and negotiate detailed deal terms with Treasury, Legal, and Loan Administration teams, ensuring transaction approval.

    • Manage the credit approval process from early review to final decision by the relevant committees.

    • Resolve potential constraints in the lending value chain in collaboration with the Head of Transactions.

    Lead Transaction Execution Functions

    • Lead transaction teams in conducting assessments, executing deals, and driving the credit approval process.
    • Coach and mentor Senior Investment Officers and Investment Officers, guiding them toward achieving transaction bankability and to enhance their skills and performance.

    Relationship Management and Stakeholder Relations

    • Build and maintain strong relationships with clients, global and regional private businesses, banking and multilateral partners and government officials to further develop specific investment opportunities.
    • Manage relationships at various levels with the relevant project stakeholders, partners, and lead promoters, following the project’s development objectives.
    • Maintain communication with clients and manage client relations; ensure that they submit all the Bank’s requirements to facilitate the appraisal process.
    • Provide feedback on the status of their application timeously and advise them on the bank’s processes and procedures, and in liaison with Finance, resolve payment and / repayment-related issues.
    • Ensure continuous communication with clients/ projects that the DBSA has funded to adequately support the division’s monitoring function.
    • Identify clients’ pain points together with the front-line divisions and coordinate DBSA’s solution offerings to address them.

    Qualifications and Experience:

    Minimum Requirements

    • A postgraduate qualification or equivalent in Business (such as an MBA) or Finance (CA or CFA), or Engineering, or Economics.
    • A minimum of 10 years of relevant work experience in appraising, negotiating, due diligence and closing project finance, corporate finance, or structured finance transactions in a financial institution.
    • Experience in leading, initiating and developing new business strategies and opportunities to create a pipeline of development impact projects, ensuring deal flow and bankability.
    • Experience in securing infrastructure investment deals in relevant sectors/geographies in SA and/or Africa and doing business across Africa.

    Senior Head: Municipalities

    Job Description    

    • The Senior Head: Municipalities leads and manages the origination and development of investment opportunities within the municipal infrastructure sector. This role provides strategic oversight to the Head: Infrastructure Planning, Head: Partner A District, and the Head: Financing. Key responsibilities include formulating sector-specific strategies, identifying and evaluating bankable municipal infrastructure projects, and ensuring alignment with the bank’s developmental mandate and investment objectives. The role also assists municipalities with infrastructure planning, drives proactive engagement with municipal stakeholders, cultivates strategic partnerships across the public and private sectors, and spearheads the design of innovative, market-responsive financing solutions tailored to the unique needs of municipalities and districts.

    Minimum Experience

    • Minimum of 12 years’ experience in development finance, public infrastructure investment, municipal finance, or related sectors, with at least 5 years in senior management or leadership role.

    • Leads the origination and early-stage development of infrastructure projects across South Africa and the rest of Africa by identifying, shaping, and structuring innovative project concepts. The role is responsible for translating strategic priorities into a pipeline of viable, high-impact infrastructure opportunities, guiding pre-feasibility and early structuring, and mobilising partnerships and funding to support project development.     Head: Programmes

    Job Description    

    • The Head: Programmes role is a strategic leadership function located within the Independent Power Producer Office (IPPO). 
    • The IPPO was established in 2010 to provide rapid solutions to South Africa’s severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs).  The IPPO was created as a project office hosted by the Development Bank of Southern Africa (DBSA) under a Memorandum of Agreement (MoA) between the then Department of Mineral Resources and Energy (DMRE) now Department of Electricity and Energy (DEE), National Treasury and the DBSA.  The mandate of the IPP Office is to provide specialised services to government, including a) IPP Energy Procurement Management, b) Monitoring, Evaluation and Contract Management, and c) Professional Advisory Services.  The IPPO’s skills, expertise and success in mobilising and delivering on time is recognised domestically and globally.
    • The role has been necessitated firstly for the purpose of leading and directing a significant portfolio of IPP Programmes, implementing appropriate project management frameworks, tools and protocols to improve the consistency and effectiveness of the IPP Office’s project delivery and project outcomes. The portfolio of Programmes include, but are not limited to, Renewable Energy, Battery Energy Storage, Gas to Power, Coal, and Hybrid energy facilities.
    • Reporting to the Head: IPPO, the Head: Programmes will be responsible for leading the delivery and management of the overall strategic objectives of the IPPO's procurement programmes portfolio.

    Strategic development and contribution

    • Develop the Programme Management Department’s 5 year Strategic Plan, aligned to the overall IPP Office strategy.
    • Direct the interpretation and alignment the Programme Management Department’s strategy into overall business plans and budgets to enable the achievement of the IPP Office goals.
    • Ensure Integration of multi-dimensional functions within the programme management function.

    Job Description    

    • The Project Manager role is a project management function located within the Independent Power Producer Office (IPPO).  The IPPO was established in 2010 to provide rapid solutions to South Africa’s severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs).  The IPPO was created as a project office hosted by the Development Bank of Southern Africa (DBSA) under a Memorandum of Agreement (MoA) between the Department of Electricity and Energy (DEE), National Treasury and the DBSA.  The mandate of the IPP Office is to provide specialised services to government, including a) IPP Energy Procurement Management, b) Monitoring, Evaluation and Contract Management, and c) Professional Advisory Services.  The IPPO’s skills, expertise and success in mobilising and delivering on time is recognised domestically and globally.
    • The role has been necessitated firstly for the purpose of effectively managing and delivering various power producing projects including, Renewable Energy, Battery Energy Storage, Gas to Power, Coal, and Hybrid energy facilities; a number of which are in various stages of the project life-cycle.
    • Reporting to the IPPO Head of Programmes, the Project Manager will be responsible for the day-to-day management of procurement programmes including, but not limited to, planning, organising, execution and completion. 
    • The Project Manager will further identify, mobilise and manage the appropriate personnel, project resources, ensure appropriate governance is maintained throughout, and manage all stakeholder relation expectations.

    Key Responsibilities    
    The Project Manager will be responsible for:

    Managing project execution (conceptualisation, design of procurement process, bidding documentation preparation, evaluation and appointment of Bidders and close out reports)

    • This will involve Project/Programme planning and maintenance, execution and control and managing the execution of IPPO mandates within agreed timelines:
    • Design, develop and manage the programme/project schedule with programme/project stakeholders as well as support plans that inlcude but are not limited to resource plans, change management and configuration and risk management and providing guidance on these related project areas.

    Senior Legal Advisor (IPP Office) x 2

    Job Description    

    • The Senior Legal Advisor role is a legal advisory function located within the Independent Power Producers Office (IPPO).  The IPPO was established in 2010 to provide rapid solutions to South Africa’s severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs).  The IPPO was created as a project office hosted by the Development Bank of Southern Africa (DBSA).

This is a Fixed Term Contract position until March 2031 aligned with the mandate of the MoA.     Supply Chain Manager (IPP Office)

    Job Description    

    • The IPP Office is responsible for facilitating the procurement of energy from Independent Power Producers and supports the Department of Electricity and Energy (DEE) on various mandates. This role is responsible for the management of the procurement of goods and services as well as Transaction Advisors for the IPP Office as well as to facilitate aspects of the DEE’s procurement processes.
    • The incumbent will co-ordinate and control Supply Chain Management processes, aligning procedures, systems and controls, executing applications to address the identification, acquisition or disposal of items, monitoring the stock control applications and maintaining records of outcomes, supporting and contributing to fair, equitable, transparent and cost-effective procurement practices that is consistent with policies and laid down requirements encapsulated in legislative frameworks.

    Acquisition, Appointment, Contractual Agreements and Disposal

    • Ensure appropriate processes and bid systems are applied to solicit responses in the form of quotations from suppliers/ vendors or service providers.
    • Ensure adherence to SCM SOPs related to bid documentation, site meetings, briefings, tender opening, registering, recording and evaluation of bids.
