    Chief Operations Technology Officer

    Key performance areas

    • Strategic Engineering Leadership - Develop and implement the Operations Technology (OT) strategy in alignment with ATNS strategic objectives and business requirements; Conceptualise and define the ATNS operations engineering services model considering end-user requirements, benchmarked global, regional, national Air Traffic Management (ATM) concept plans, and supporting ATNS strategic objectives; Influence the development of communication, navigation, surveillance and air traffic management system (CNS) concepts and plans nationally and regionally over a 20-year timeframe by articulating and promoting the ATNS agenda to ICAO, international and domestic associations and other stakeholders; Ensure effective interpretation of global, regional and national air navigation plans while taking due cognisance of user requirements ensuring that the national ATNS systems and infrastructure meet international standards; Instill the core vision, mission and values of ATNS within the engineering environment, and ensure that activities and outputs are congruent.
    • Operations Technology Management - Develop OT strategy and roadmap for efficient ATM and operations; Align OT strategy with air navigation and safety goals and objectives; Ensure management of total engineering quality, planning, design, specification and acquisition support; Deploy, integrate and operationalise OT systems; Ensure OT security, safety, governance and compliance in ATM; Monitor and optimise OT performance in ATM; Ensure the effective operation and maintenance of CNS/ATM OT systems; Ensure effective support of OT users and operators in ATM. Lead operations technology planning and adoption to ensure availability of the required systems and infrastructure to ensure safe and effective aviation operations;
    • Develop an operations technology plan with relevant planning periods that take into account obsolescence of technology and equipment and the replacement thereof; Design and develop effective OT safety and security systems to ensure safe and secure operations systems and technology; Monitor and optimise OT performance to meet user requirements as measured by system availability, reliability, stability, security and other associated service levels in ATM; Provide strategic direction for operations technology and infrastructure maintenance, security, disaster recovery, and ATM end-user support; Ensure effective integration and implementation of engineering service plans that meet benchmarked capability in order to meet user requirements, measured by system availability and reliability and other associated service levels; Initiate and direct business-driven engineering projects; Ensure project management disciplines are implemented; Ensure projects are managed, that resources are appropriately allocated, and that deadlines are achieved.
    • High-tech Infrastructure/CAPEX and Implementation - Lead and/or contribute to the mapping of the short-, medium-, long-term and high-value (multi-million rand) operations technology plans of ATNS and the implementation thereof from conceptualisation, feasibility, technical formulation, acquisition, operation, to maintenance; Perform contract management of high-tech suppliers and Original Equipment Manufacturers; Ensure the availability of the required systems and infrastructure that will enable safe and effective aviation operations.
    • Development of Technical Standards - Lead and direct the development of technical standards to meet engineering service requirements and project deliverables; Anticipate changes in engineering standards and requirements; Implement changes, and drive equipment, organisational and other requirements to meet new technical standards.
    • Service Excellence - Establish technical service delivery SLA’s; Ensure technical service delivery is achieved in line with identified engineering standards; Ensure the analysis and development of engineering services and standards in line with emerging trends and developments; Keep abreast of technical maintenance developments.
    • Commercial Revenue Streams - Consult the organisational strategy and deliverables to determine CNS-specific products and services requirements; Manage the development of CNS-related and collaborative products and services to meet identified opportunities; Ensure that the products and services meet market demands and take appropriate action where necessary to prevent possible losses.
    • Governance, Compliance, Risk Management & Reporting - Ensure a robust governance environment by leading the development, maintenance, monitoring and continuous review of Operations Technology policies, processes, procedures, and service level agreements; Ensure full compliance with all relevant legal, regulatory standards, and ATNS frameworks; Prepare strategic level reports to EXCO, the Board and other key stakeholders; Identify strategic and operation business risks and develop and implement appropriate mitigation; Ensure all identified risks are appropriately and timeously measured, corrected, and managed in accordance with the ATNS Risk Management Framework.
    • Stakeholder Relations Management - Develop, manage and maintain mutually beneficial relationships with key stakeholders including regulatory bodies, airports, professional institutions, and service providers to ensure ongoing alignment and collaboration; Monitor service delivery levels to ensure the provision of service excellence and user satisfaction.
    • Financial Management - Manage expenditure in line with business objectives and priorities within approved financial parameters; Develop the divisional budget in conjunction with Finance to ensure financial sustainability; Manage operations costs in accordance with the mandate matrix (delegation of authority; Ensure accountability and reporting on all costs incurred against the approved budget including monthly deviations; Manage the overall Operations Technology budget in accordance with financial policies and processes.
    • People Management - Ensure the optimal development, deployment, and management of human resources in order to meet the required targets and objectives; Manage staff in accordance with Human Capital policies, processes, practices and the disciplinary code; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to Human Capital; Promote high levels of safety, discipline, output standards within a motivational climate so that performance and other outputs are achieved; Manage performance outputs of employees through the performance management system, and take corrective action promptly and effectively; Facilitate change in the Operations Technology environment through ATNS change management processes; Mentor and coach staff as required, and ensure the transfer of knowledge to ensure ongoing performance improvement; Implement transformation initiatives within Operations Technology to ensure an inclusive environment and a representative staff complement; Drive employee engagement and retention within the Operations Technology environment.

    Minimum requirements

    Qualifications Requirement

    • Masters level qualification in Business Management or related field is required.
    • Bachelor’s degree in electronic/electrical (Light Current) Engineering or equivalent is required.
    • Registration as Professional Engineer with the Engineering Council of South Africa.
    • Formal Leadership and Business Management training as an added advantage.

    Experience Requirement 

    • At least ten (10) years engineering experience in an aviation environment or similar of which seven (7) years should have been at senior management level.
    • Air traffic navigation experience will be an added advantage.

    Systems Engineer: Planning

    Job description

    • CNS and ATM Systems Planning - Participate in the preparation of the ATNS CAPEX plan using your area of expertise and inputs from other ATNS departments as regards ATM operational needs, equipment obsolescence and research and development outputs; Participate on an ad-hoc basis in the preparation of the ATNS submissions to the ATNS Regulating Committee;             Participate in ATNS user consultation meetings; Review ITU-T agenda items and provide input to ICAO specifications; Develop an understanding of the ATM community and the CNS and ATM technology needs.

    Minimum requirements

    Formal Qualifications

    • BSc or BEng Degree in Electronic / Electrical/ Computer Engineering
    • Professional Engineer registration with ECSA or eligibility to register as a Professional Engineer and
    • Systems Engineer Professional will be an added advantage.
    • Registered as a Candidate Engineer with ECSA will be an added advantage.

    Experience

    • Minimum three years post-qualification experience in electrical/electronic engineering
    • Sound understanding of CNS/ATM technologies
    • Sound knowledge of International Civil Aviation Organisation Standards and Recommended Practices as applied to communication, navigation or surveillance systems
    • Experience in, and in-depth knowledge of planning, specifying, acquiring and implementing engineering projects

    Manager Air Traffic Services: FALE

    Major Activities

    • Provide operational leadership to the Air Traffic Service Unit to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy.
    • Provide operational Air Traffic Service Unit input and insights into the operations and long-term ATNS strategy.
    • Participate in the development, implementation, and articulation of the regional strategy and value proposition to the organization aligned to the operations and business strategies.

    IT Security Specialist

    Job description

    • Monitoring – Conduct continuous scanning and security monitoring of all IT cybersecurity domains, i.e., networks, Firewalls, Anti-virus, Mobile devices, and Patch management. Monitor IT security governance with ATNS to ensure standards are maintained. Perform continuous threat and vulnerability management monitoring. Monitor compliance with ICT Security policies, processes, and procedures. Identify, analyse, and assess potential security risks and develop effective mitigation plans and actions to avoid or minimise their occurrence. Make recommendations based on monitoring outputs to improve the organisation's security posture. Participate in an integrated IT security forum. 
    • Security policies and frameworks – Ensure that the IT security architecture meets all cybersecurity requirements. Manage dependencies across business areas and ensure that IT security components are aligned. Develop and implement organisation-wide policies, programmes, and ongoing practices to preserve the availability, integrity and confidentiality of information resources in compliance with applicable security governance and standards. Identify and implement suitable tool sets to manage the IT security environment 
    • Cybersecurity – Operate and control the Information Security Management System (ISMS). Implement key Information Security projects as required. Conduct information gathering on internal and external security intelligence for the investigation of security incidents. Investigate, respond to and take action on information security incidents. Responsible for writing incident reports and submitting them to Senior Management for decision-making purposes. Selects, applies, and ensures adherence to good information security practices. Ensure internal and external suppliers and partners implement security to the required standard and maintain positive relationships with vendors. Ensures that all IT risks are mitigated and addressed. Responsible for investigation into incidents related to recovery of deleted files, analysing and interpreting data linked to crime, analysing mobile telephone records and uncovering links between events, groups and individuals through the pursuit of data trails. Maintains detailed records of investigations to be used as evidence in internal disciplinary hearings as well as the court of law. 
    • Governance- Manage IT security events/incidents effectively, ensuring compliance with the IT security policy. Manage and comply with all IT policies, processes, procedures and standards relating to IT security systems. Manage configuration and change-control records for IT security system activities. Develop metrics that allow the enterprise to gauge the success of security system investments. Monitor and report on IT Disaster Recovery exercises conducted with the business across all IT systems to ensure business continuity and make recommendations to support continuous improvement. Develop the Disaster Recovery Plan in accordance with business requirements and review it regularly to ensure its relevance and effectiveness. Conduct/ review and sign off on IT Security audits 

    Minimum requirements

    Minimum Formal Qualifications: 

    • Degree or diploma in Computer Science, IT or Engineering
    • Certification as an Information Systems Security Professional (CISSP) is required
    • Certification as an Information Security Manager (CISM) is required
    • Certification as an Information Systems Auditor (CISA) is required
    • Other related certifications will be accepted instead of any one of the abovementioned ones when necessary

Establish governance and oversight mechanisms to ensure architecture compliance, solution quality, and adherence to best practices
    • Interoperability and Enterprise Data Flow Optimisation - Lead initiatives to enable seamless interoperability across systems, platforms, and business domains, ensuring efficient data exchange. Identify and address data silos, redundancies, and inefficiencies in data movement across the enterprise. Define and implement standard integration patterns and protocols, including APIs, messaging, and streaming technologies. Enable secure and efficient data exchange with external stakeholders, partners, and regulatory bodies. Drive continuous optimisation of data flows to improve performance, reduce latency, and enhance data accessibility
    • Governance, Compliance, Standards, Risk Management, Security, and Reporting - Develop, implement and communicate relevant policies and processes to enable effective management of data. Implement data practices in the organisation in line with regulation and ensure compliance. Identify key risks and develop and implement effective mitigating plans and actions. Ensure compliance with data privacy regulations (e.g., POPIA, HIPAA) and industry-specific requirements. Ensure that effective data recovery plans are in place to ensure business continuity in case of a disaster or potential threats. Provide the required documents to support effective auditing processes. Ensure adherence and compliance with the ATNS regulatory framework. Integrate and enforce data governance principles within data integration processes, ensuring data quality, lineage, and traceability are maintained. Define, implement, and monitor adherence to data integration standards, policies, and best practices across the organisation. Ensure that all data integration activities comply with data protection, security, and regulatory requirements, including POPIA and relevant aviation standards. Collaborate with data governance and security teams to ensure consistent data classification, metadata management, and access control practices. Support audit and compliance activities by ensuring transparent, traceable, and well-documented data flows and processes
    • Stakeholder Relationship Management and Strategic Advisory - Develop and manage strategic relationships with key IT product and service providers. Conclude SLAs with the various business Units to ensure business expectations are managed. Manage and provide regular reports on SLA compliance while identifying inefficiencies. Develop, implement and communicate the function’s policies and procedures to enable efficient management of data. Build and maintain strong relationships with business units, operational teams, and executive stakeholders to understand data integration needs and priorities. Provide expert advice and guidance on data integration capabilities, risks, and opportunities, supporting informed decision-making. Facilitate collaboration across IT, data, and business teams to ensure alignment and successful delivery of integration initiatives. Communicate strategy, progress, risks, and value delivered through structured reporting and executive engagement. Act as a trusted advisor to leadership, ensuring data integration is recognised as a key enabler of organisational performance and innovation
    • Financial Management - Provide input into the development of the departmental budget. Manage delegated expenditure in line with business objectives and priorities, and within approved financial parameters. Report expenditure including any possible deviations to the budget on a monthly basis. Ensure compliance with the PFMA and ATNS Finance policy and Delegation of Authority. Provide the required supporting documents to enable effective auditing processes
    • People Management and Capability Development - Manage staff in accordance with Human Capital policies, processes and practices. Ensure that new employees have been properly on-boarded prior to commencing work. Conclude clear performance management contracts with the team and ensure effective management thereof. Lead and manage a high-performing data integration and engineering team, ensuring clear direction, accountability, and delivery against organisational objectives. Drive workforce planning, recruitment, and retention, ensuring the right skills, capacity, and role alignment to meet current and future demands. Oversee performance management processes, including goal setting, performance reviews, and accountability for delivery and outcomes. Develop and implement capability development and upskilling initiatives, ensuring the team remains current with evolving data integration technologies and practices. Foster a culture of innovation, continuous improvement, and engineering excellence, encouraging adoption of modern practices and tools. Promote collaboration and knowledge sharing across teams and business units to strengthen enterprise-wide data capabilities

    Minimum requirements

    • B.Eng. or BSc in Computer Science or related field such as Electronics/Electrical/Computer Engineering/Data Management/ Computer Studies/Information Technology/ Data Analytics/ Data Management/ Information Systems/ BCom Informatics or related field
    • Postgraduate degree in Computer Science or related field such as Electronics/Electrical/Computer Engineering/Data Management/ Information Systems/ Computer Science/Computer Studies/Information Technology/ Data Analytics/ Data Management/ Information Systems will be an advantage

     Required Experience 

    • Minimum 7 years’ experience in, data engineering, data integration, ETL/ELT, data warehousing/ data lakes, enterprise data platform development, and data pipeline development including data pipeline orchestration, integrating data across multiple systems, working with structured and unstructured data, and supporting enterprise data platforms such as data warehouses or data lakes within an operations environment preferably air traffic services/ air traffic management, of which at least 3 years must be leading data engineering, data integration, ETL/ELT or data warehousing/lakes teams and delivering data platform initiatives
    • Experience with working with large and complex datasets, and delivering data solutions within enterprise data platforms, with exposure to leading or coordinating data engineering activities
    • Demonstrate experience in various programming languages such as Python/C#/SQL/Java
    • Proven experience in data management, familiarity with database technologies and knowledge of data administration functions
    • Familiarity with various tools and technologies to oversee and lead data management initiatives effectively

    • Change Impact Assessment - Assess impact of proposed changes to business capabilities, processes, and services. Minimise risk of disruption, identify dependencies, and ensure readiness for transformation. Provide architectural insights to support change control processes

    Minimum requirements

    Formal Qualifications 

    • Bachelor’s degree in information technology, Information Systems, Business Administration or a related field
    • Professional certifications preferred (e.g., CBA, TOGAF)

    Desired Qualifications and Experience

    • Minimum 5 years of experience in business analysis or system architecture
    • ICT Governance and Compliance (e.g. COBIT, ITIL)
