    Head of Project Delivery Office

    Required Skills and Competencies

    1.  Demonstrated experience in programme management, project delivery, strategic planning, implementation monitoring, and organizational performance management.
    2. Demonstrated ability to resolve complex organizational challenges through facilitation, negotiation, stakeholder engagement, conflict resolution, and delivery-focused problem solving in multi-stakeholder environments.
    3. Strong knowledge of Results-Based Management (RBM), KPI development, performance measurement frameworks, and institutional accountability systems.
    4. Experience in developing and managing implementation plans, performance dashboards, governance tracking systems, and organizational reporting frameworks.
    5. Proven experience in risk management, issue resolution, dependency management, and organizational performance improvement.
    6. Strong analytical, problem-solving, and strategic thinking capabilities.
    7. Demonstrated ability to coordinate cross-functional teams and facilitate organizational collaboration.
    8. Excellent report writing, presentation, communication, and stakeholder engagement skills.
    9. Ability to manage multiple priorities and work effectively under pressure.
    10. Strong knowledge of project management software, dashboard applications, data visualization tools, and Microsoft Office Suite.
    11. Ability to exercise sound judgment, discretion, confidentiality, and professionalism.
    12. High level of integrity, accountability, initiative, and commitment to results.
    13. Ability to work effectively in a multicultural and multinational environment.
    14. Proficiency in one African Union working language. Knowledge of one or more additional AU working languages is an added advantage. 

    Education and Experience:

    1. University Master’s Degree in Project Management, Public Administration, Business Administration, Strategic Management, Development Studies, Economics, Monitoring and Evaluation, Health Systems Management, International Relations, Organizational Development, or related fields from a recognized institution.
    2. Professional certification in Programme Management, Project Management, PRINCE2, PMP, MSP, PgMP, CAPM, Results-Based Management (RBM), Balanced Scorecard, or equivalent professional qualifications shall be an added advantage.
    3. A minimum of eight (8) years of progressively responsible professional experience in programme management, project delivery, strategic planning, organizational performance management, institutional reform, governance implementation, monitoring and evaluation, organizational development, or related fields, of which at least three (3) years must have been at supervisory or management level within national, regional, continental, or international organizations.
    4. Experience in multilateral institutions, public sector organizations, international organizations, development agencies, health sector institutions, or African Union organs shall be an added advantage.

    Programme and Implementation Officer

    Required Skills and Competencies

    1. Demonstrated knowledge and experience in programme and project implementation, monitoring, and reporting.
    2. Knowledge of Results-Based Management (RBM), performance management frameworks, and implementation monitoring methodologies.
    3. Demonstrated ability to prepare concise, well-structured executive briefing notes, stakeholder engagement summaries, and decision-support materials by synthesizing complex information into clear, actionable recommendations for senior leadership.
    4. Experience in maintaining implementation trackers, action matrices, performance dashboards, and reporting systems.
    5. Experience supporting senior executives in preparation for high-level meetings, governance engagements, strategic negotiations, or stakeholder consultations shall be an added advantage.
    6. Ability to collect, validate, analyze, and interpret implementation and performance data.
    7. Strong analytical, problem-solving, and organizational skills.
    8. Experience supporting monitoring and evaluation activities and performance reviews.
    9. Ability to manage multiple priorities and meet deadlines within a dynamic environment.
    10. Excellent report writing, presentation, communication, and stakeholder engagement skills.
    11. Proficiency in Microsoft Office Suite, project management software, data analysis tools, and dashboard applications.
    12. Ability to work independently, exercise sound judgment, and maintain confidentiality.
    13. High level of integrity, accountability, initiative, and commitment to results.
    14. Ability to work effectively in a multicultural and multinational environment.
    15. Proficiency in one African Union working language. Knowledge of one or more additional AU working languages is an added advantage.

    Education and Experience:

    1. University Bachelor’s Degree in Project Management, Public Administration, Business Administration, Strategic Management, Development Studies, Economics, Monitoring and Evaluation, Statistics, Health Systems Management, International Relations, Organizational Development, or related fields from a recognized institution.
    2. A certification in Project Management, Results-Based Management (RBM), Monitoring and Evaluation, PRINCE2 Foundation, PMP, or related professional qualifications shall be an added advantage.
    3. A minimum of five (5) years of progressively responsible experience in programme management, project implementation, planning, monitoring and evaluation, performance management, organizational development, governance implementation, or related fields within national, regional, continental, or international organizations.
    4. Experience working within public sector institutions, multilateral organizations, development agencies, health sector programmes, or African Union institutions shall be an added advantage.
