    Fiscal Affairs Manager

    Develop and implement Excise and Anti Illicit trade engagement campaigns according to the Excise and Anti Illicit Trade strategy for South Africa. Monitor national and international developments which influences national excise and illicit trade policies, and support creation of positions and advocacy material aligned with Regional/Global policies and priorities.

    Principal accountabilities:

    • Managing the Anti Illicit Trade campaign in SA and in close collaboration and alignment with the Area Fiscal Affairs Manager 
    • Monitoring of excise, international trade and governmental revenue developments in South Africa
    • Actively monitors the external environment for excise, tax and trade developments and keeps the business informed
    • Support developing excise and anti-illicit trade strategy for South Africa
    • Implementing engagement campaigns according to the strategy, including on tax structures and systems, ,
    • Engaging with 3rd parties, Governmental bodies, associated economic organisations, and other stakeholders according to the key stakeholder map
    • Provides effective and timely support with the development of supporting advocacy, positions, communications materials and reporting mechanisms

    Knowledge, skills and experience:

    • The job holder should have a relevant four-year degree and minimum 2 – 4 years’ experience in a consultancy or in-house function in the areas of either legal, political, tax and trade or government affairs.
    • Good understanding of excise systems and impacts on varying portfolio constructs
    • Good knowledge of pricing and excise drivers, like elasticity and affordability
    • Good understanding of supply chain processes
    • Understanding of Macro and Socio demographic developments
    • Working knowledge of fiscal affairs and trade blocs
    • Understanding of risk and risk management processes

    Skills & Experience

    • Experience in a global Consultancy, FMCG or similar dynamic operating environment
    • Indirect taxation, International Trade, Pricing
    • Commercial perspective is key, and therefore the incumbent should ideally have various excise systems and their interaction with pricing and a brand portfolio
    • The incumbent must also be able to communicate effectively with internal stakeholders
    • Analytical skills, Ability to make complex subjects simple
    • Ability to build and sustain networks cross-functionally
    • Presentation skills
    • Ability to write lucid and concise summaries

    Senior Regulatory Engagement Manager

    Act as the SAA Senior Regulatory Engagement Manager PRRP Expert and conduct development, implementation and execution of strategies and plans to ensure that: we maintain our rights to operate in a complex and technical regulatory environment; mitigate the impact of the technical regulations on our products, business activities and cost of regulatory compliance; promote credible technical and scientific positions to regulators and credible 3rd parties; encourage governments to develop evidence-based regulations supporting commercialization of current and potentially reduced risks products such as Vaping and Oral Products.

    Responsibilities:

    • Develop scientific and technical positions related to regulatory reports, product compliance, regulatory negotiations, and product portfolio.
    • Proactively engage with scientific community to raise awareness of PRRP’s and rally credible groups/individuals that will support our Transforming Tobacco agenda through collaborations and engagement efforts.
    • Monitor, analyze and anticipate activities from regulators and regulatory changes impacting products and business activities
    • Lead and manage required changes to business activities for ensuring compliance to new technical regulatory requirements
    • Negotiate best technical position or required compliance activities with regulators
    • Mitigate regulatory compliance costs
    • Represent BATSAA on industry technical and national / international ISO standardization committees
    • Collaborate to the development of positions and submissions to governments
    • Manage the regulatory reporting’s and testing budget
    • Provide advice and education on product/ product science and technical regulations across the organization.

    Strategy:

    • The ambition is to support the broader revenue agenda and win through in market disruptions (excise increases, growth/trade/brand initiatives and in response to competitive activities)
    • Support the design & definition of our guiding Principles as the industry continues to change and new category integration becomes an integral part of BAT’s core business
    • Build a complete scientific engagement plan that will identify key stakeholders and action plan that will increase awareness of BAT SAA Transforming Tobacco agenda and our increase involvement in PRRP’s

    Knowledge, skills, experience:

    • Bachelor's degree in biological or health sciences. An advanced or additional business degree is an asset
    • Proven regulatory leader with 10+ years’ experience in the pharmaceutical or life sciences field
    • Excellent knowledge and proven experience in implementing complex regulatory requirements in sciences industry (or pharma)
    • Experienced in managing challenging negotiations with Health Authorities
    • Ability to drive change and translate environmental changes into actionable plans. Superior verbal and written communications skills to effectively convey complex concepts and issues at the highest levels of stakeholder groups and industry
    • Superior influence and persuasion skills necessary to build stakeholder coalitions in advancing and defending BATSAA commercial and policy agenda through stakeholders in the complex multi-stakeholder environment
    • Strong interpersonal skills, negotiation skills, active listening, and relationship management skills
    • Understanding of Health Authorities Regulatory requirements, including interpretation of relevant policies and guidelines at Federal and Provincial Levels
    • Excellent organizational and project management skills.
    • Experience in writing and implementing compliance policies, procedures is essential.
    • Strong background in regulatory compliance management.
    • Strong leadership skills and ability to work successfully in a cross-functional environment.
    • Ability to balance short and long-term goals
