    Program Manager: SIPs Program

    KPA’s - ACTIVITIES/TASKS

     Stakeholder Engagement

    • Liaise with key stakeholders (i.e., the PICC/ISA, DWS, provincial structures, and the various project partners) on an ongoing basis to build resilient professional relationships.
    • Arrange and undertake project site visits, project partner meetings, SIP Coordination Forum meetings, and ad-hoc task team meetings, as may be required.
    • Maintain a stakeholder contact database on an ongoing basis.

    Project Progress Monitoring

    • Undertake regular field visits to projects and monitor on-site project progress.
    • Prepare quarterly project progress reports using inputs from implementing agents, including conducting trend analysis as required.

     Identifying & Addressing Project Challenges or Bottlenecks

    • Investigate and highlight obstacles to project implementation in association with project partners.
    • Explore possible interventions and provide advisory for fast-tracking projects in collaboration working with SIP Coordinators, implementing agents and the PICC/ISA.

     Integration across SIP Projects 

    • Identify and provide advisory on opportunities for synergistic integration of project elements both within the SIP and across other SIPs.
    • Facilitate, in association with project partners, skills development and localization.

    Support to SIP management and governance

    • Prepare and make regular presentations on program coordination to the SIP Technical Committee, key project partners, including a broad spectrum of stakeholders.
    • Make strategic contributions to the sessions and deliberations of the PICC/ISA Governance Structures (i.e., Technical Task Team, Manco, etc) as required.

     
    Publication, presentation, and dissemination of knowledge-based products.

    • Present professional papers at national and international conferences and author articles in peer-reviewed publications.

    MINIMUM REQUIREMENTS

    • Bachelor of Engineering Degree / Bachelor of Technology Degree. A Bachelor's degree or equivalent qualification in Engineering.
    • Minimum 7 years of relevant working experience in an infrastructure project environment, with at least 3 years in a project management role or program management role. Project advisory experience would be an advantage.

    Project Manager

    THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS ARE:

    • Manage the overall risk relating to the implementation of the project.
    • Implement appropriate project agreements.
    • Manage the coordination and integration of implementation functions.
    • Continually identify, monitor, manage, mitigate and report on project implementation risks.
    • Proactive management of staff.
    • Establish and maintain effective relationships with all high-level stakeholders.
    • Strategic positioning of projects within the organisation.

    MINIMUM REQUIREMENTS

    • Honours or equivalent in the Built Environment.
    • Professional Registration within the respective discipline.
    • Understanding and being able to speak fluently the area language (isiXhosa) is preferred.
    • Project Management qualification is an added advantage.
    • 10 years’ experience in the built environment sector.
    • 5 years of which must be at management level.
    • Bulk raw water project experience is an added advantage.
    • Clear understanding of project implementation disciplines.

    Senior Cost Controller

    THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:

    • Develop and maintain a governance based integrated project cost control system.
    • Prepare monthly, quarterly, and annual forecast-based cost reports to provide as input in internal and stakeholder reporting processes.
    • Monitoring and tracking of project risks and changes against the approved integrated project cost baseline and the project charter budget commitments.
    • Project management of change process against cost baseline documents and contractual commitments.
    • Contract administration and payment of invoices on time.
    • Maintain high standard of cost reporting and ensure that the project health status is reflected through accurate tracking and reporting of changes and risk and the remaining contingencies and risk allowances.
    • People Management.
    • Manage project cost risk registers.
    • Participate in progress meetings with service providers.
    • Assurances and audits.

    MINIMUM REQUIREMENTS

    • B Degree/B Tech in Engineering, QS/BCom
    • 8 years of Project Cost Control or QS Experience

    Project Engineer

    THE KEY PERFORMANCE AREAS OF THE ROLE IN FOCUS, ARE:

    • Participate in the procurement of professional services and construction contracts Prepare monthly, quarterly, and annual forecast-based cost reports to provide as input in internal and stakeholder reporting processes.
    • Responsible for the management of engineering activities and interfaces in the professional services and construction contracts Project management of change process against cost baseline documents and contractual commitments.
    • Ensure integrated engineering, environmental and contractual solutions within the project objectives Maintain high standard of cost reporting and ensure that the project health status is reflected through accurate tracking and reporting of changes and risk and the remaining contingencies and risk allowances.
    • Manage project engineering risks within the EPWR framework
    • Maintain and develop internal and external liaison
    • Ensure the project team follows safe working practices and follow HSE plans and procedures.
    • Develop, mentor and coach subordinates to ensure performance and delivery of project objectives.

    MINIMUM REQUIREMENTS

    • B Engineering
    • 8 years’ experience in implementation of large-scale bulk water engineering projects of which 3 years must be at supervisory level and have included the management of associated contracts and budgets
