    Assistant Manager - Finance

    Main Duties:

    • Preparation and/or review of the monthly and quarterly reports.
    • Preparation of the annual financial statements as per GRAP standards.
    • Preparation of the quarterly interim financial statements.
    • Co-ordinate internal and external audit queries and ensure implementation of audit recommendations.
    • Preparation of risk management reports.
    • Ensure accounting records are accurately maintained (accrual basis.
    • Ensure accurate that debtors and creditors reconciliations, including age analysis are performed on monthly basis.
    • Management of the asset register.
    • Develop and implement internal controls, financial policies and procedures.
    • Monitor and manage staff development and performance against the planned objectives.
    • Manage revenue collection, billing, tracing of debtors, writing off of bad debts.
    • Expenditure management.
    • Preparation and/or review of budget.
    • Completion of the ENE and MTEC databases, including National Treasury annual financial statements template and quarterly reports.

    Requirements:

    • Three (3) year post-matric qualification (NQF L7) in Finance or Accounting.
    • A minimum of three (3) years’ experience in accounting or finance Environment.
    • (2) years proven managerial or supervisory experience in a finance division.
    • Knowledge and experience of accounting or financial systems.
    • Knowledge of risk management.
    • Knowledge of the PFMA, 1999(Act no.1 of 1999), Treasury Regulations, and GRAP Standards.

    Required Skills:

    • People management.
    • Writing and verbal communication skills.
    • Ability to liaise with officials at all levels within the organisation.
    • Critical thinking and financial analysis.
    • Administrative and organisational skills.
    • Ability to work independently and under pressure.
    • Computer literacy with sound knowledge of the full MS Office suite (MS Word, Excel, Outlook, PowerPoint).

    Additional Advantage:

    • Postgraduate qualification (NQF L8) in Finance or Accounting.
    • Experience in the public sector environment.
    • Experience in the compilation of the annual financial statements through or using the Caseware system.

    Assistant Manager - Evaluation and Accreditation, Evaluation and Monitoring

    Main Duties

    • Implementation of a system intended to maintain and extend the monitoring of independent schools, private colleges, and private assessment bodies and reporting thereon, including, but not limited to:  developing and maintaining a database for independent schools and private colleges
    • Developing accreditation, monitoring and evaluation instruments and manuals
    • Assisting in the development of accreditation and monitoring policies and procedures
    • Generating and editing monitoring reports
    • Planning and coordinating, site visits and reporting
    • Arranging and facilitating workshops
    • Establishing and maintaining sound relations with independent schools, private colleges and other relevant stakeholders
    • Strong financial management
    • Performing any other tasks that are reasonably assigned by the supervisor.

    Requirements: 

    • An appropriate recognised three- or four-year post-matric qualification in education.  
    • Current registration with the South African Council for Educators (SACE).
    • Hold a valid driver’s license and have their own vehicle.
    • At least three (3) years’ middle management experience, preferably obtained between 2021 and 2026, in a school, college, or Quality Council environment.

    Required Skills:

    The successful applicant must have proven understanding, knowledge and experience of:

    • All pieces of legislation that inform Umalusi’s work as a Quality Council
    • The uniqueness of independent schools and private colleges
    • The differentiated role of assessment bodies
    • Accreditation, monitoring and evaluation systems and processes
    • Good verbal and written English communication and report writing skills
    • Sound training and facilitation skills
    • Project management, coordination, and strong administration skills.

    The successful applicant must:

    • Be dynamic, self-motivated and self-managing
    • Have the ability to work under pressure as an individual and in a team
    • Be willing to travel regularly and extensively and also to work extra hours
    • and/or after hours
    • Have the ability to work within tight timelines and
    • Have extensive computer literacy skills (Microsoft Office and Microsoft Teams).

    Added Advantage:

    • A post-graduate qualification in education will be an added advantage.
    • Experience as an Umalusi Subject Specialist / Evaluator dealing with evaluation and monitoring of private education institutions will be an added advantage.
