    Internal Auditor Oct 2025

    Introduction

    • Applications are invited for the position of Internal Auditor x2 (Peromnes Grade 8) based at Head Office, Bruma. The successful applicant will be reporting to the Senior Internal Auditor.
    • Purpose To execute risk-based internal audits in accordance with the three-year rolling internal audit plan, as well as assisting in audit-related matters and projects and to conduct thorough audits of financial, operational, and compliance processes as directed, communicating findings to management.

    Job description

    • Audit Planning and Preparation - Conduct risk assessments and develop audit plans; Identify key objectives and scope of audits.  Plan and execute internal audit projects (including IT) in accordance with defined methodologies.   Engage with audit clients to identify key areas of the process under audit.
    • Audit Execution and Fieldwork - Assess the adequacy of ATNS policies and procedures in addressing identified risks;  Conduct testing of controls and gathering relevant data and evidence.  Analysis data and documentation to assess control effectiveness.  Document audit work, ensuring compliance with audit standards and organisational policies, and contributing to the preparation of audit reports.  Communicate with stakeholders to obtain necessary information.
    • Data Analysis and Reporting - Use data analysis tools to extract and analyse data sets.  Identify and clearly articulate thematic root causes and the impact thereof and recommend changes to business processes that will address the control weakness.  Contextualise findings and recommendations in relation to wider related risk, control and governance issues.  Draft audit reports with clear, actionable recommendations.  Present audit findings to management and stakeholders. 
    • Follow-up and Remediation - Assist in identifying areas for process improvement and may be involved in discussions about potential recommendations to enhance internal controls.  Monitor the progress of remediation efforts and verify the effectiveness of corrective actions. 
    • Internal Audit Activities - Assist the Senior Internal Auditor with other operational and reporting activities as required.  Identify opportunities for innovation in audit as well as client processes and develop practical solution to implement innovative practices.  Represent Internal Audit at appropriate client forums and committees as required.  
    • Establish and maintain collaborative partnerships and a wide relationship network across business units and within Internal Audit.  Ensure that all client queries are dealt with proactively, accurately and within agreed timeframes by the team and yourself.  Share business intelligence through collaboration with business and dissemination of information. 
    • Actively participate in fraud detection efforts by assessing fraud risks, implement fraud detection procedures, and investigate any suspected fraudulent activities.  
    • Investigate whistle-blowing matters referred on time.  Provide input into the Internal Audit strategy and the delivery thereof.  Collaborate with other internal audit teams, external auditors, and departments within the organisation to ensure a coordinated and comprehensive approach to financial auditing.
    • Continuous Improvement and Professional Development- Stay abreast of regulatory changes, industry trends, and emerging risks.  Contribute to the enhancement of audit methodologies and tools.  
    • Contribute towards the maintenance of a Quality Assurance and Improvement Programme for internal audit.  Participate in training programs, certifications, and professional networking activities.

    Minimum requirements

    Minimum Formal Qualifications:

    •   Bachelor’s degree in Accounting, Finance, Internal Auditing or related field
    •   Professional certification (e.g. CIA or CA(SA), SAICA, Chartered Accountant will be an advantage

    Minimum Years of Experience:

    •  At least 3-5 years’ experience in internal/external auditing
    •  Proficiency in audit and IT audit methodologies and techniques, tools including data analytics software, risk assessment, controls testing, sampling and documentation
    • Understanding of financial and accounting principles, including IFRS and financial statement analysis, to evaluate financial controls and assess financial risk
    • Ability to use data analysis tools and techniques to extract, and analyse data sets, identify trends, anomalies, and patterns, and support audit testing and conclusions is required.

    Head of Aeronautical Information Management & Systems

    Job description

    • Strategic Alignment - Develop, implement and manage the Aeronautical Information Management (AIM) strategy which is aligned with the most effective and efficient delivery of air traffic management services
    • Drive delivery of the required projects/initiatives to be in time, within budget and to the required standard; Analyze trends and metrics to inform the development of the required solutions, programs, and initiatives aligned to ATNS business objectives;  Gather and analyze relevant data, trends, and patterns and identify gaps and priorities, particularly in the key AIM products and services to enable efficient aeronautical information management in line with business priorities and objectives.
    • Aeronautical Information Management - Ensure that aeronautical data and aeronautical information necessary for the safety, regularity and efficiency of air navigation are made available in a manner that is suitable for the operational requirements of the air traffic management (ATM) community;  Manage and maintain the AIM system that allows pilots, airline operators and other Aeronautical Information Services (AIS) users to access the latest flight information as well as to submit e-flight plans;
    • Ensure the availability of the required infrastructure and resources to enable effective aeronautical information management for efficient delivery of services that meet and satisfy the requirements of the aviation community, and that is in line with the required standards and practices
    • Manage and ensure adherence to the AIRAC schedule to ensure that pilots, dispatchers, air traffic controllers, air traffic flow managers, flight management systems and aeronautical charts all have the same information and working from the same information base in the face of constantly changing  Aeronautical information due to revision of airspace structures and routes, changing of navigation aids, changes in runway and taxiway information, etc., for efficiency and safety

    • Ensure compliance with standards and recommended practices (SARPs) that govern aeronautical information management;  Formulate and implement policies, processes and practices for effective governance of the AIM environment;  Drive system improvements to ensure availability of the most effective systems and tools to enable efficiency within AIM

    • Stakeholder Relations Management - Develop and maintain sound relationships with key stakeholders to ensure ongoing collaboration and alignment; Ensure AIM stakeholders are managed effectively by the relevant managers.
    • Financial Management - Manage expenditure in line with business priorities and objectives, and within approved financial parameters; Provide input into the development of the AIM budget; Ensure effective management of operational costs to enable efficient utilization of financial resources; Ensure compliance to the financial policies and processes of ATNS; Report on all costs incurred against the approved budget including deviations monthly.
    • People Management - Manage staff in accordance with HC policies, processes and practices
    • Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human Capital; Promote high performance standards to achieve the function’s performance targets and strategies through implementation of the organization’s performance management system

    Minimum requirements

    • Post graduate qualification in Business Management / Leadership

    Years of Experience 

    • Seasoned professional with a minimum 8 years’ experience in developing, implementing, and or managing aeronautical information service delivery, operations or functions, of which at least 5 years must be at middle management level.
    • Full understanding of all AIS disciplines operational management, Global, Regional and National ATM planning mechanisms and processes, and AIS-AIM operational concept.

    Flight Procedure Specialist (Open Ad)

    Major Activities

    • Flight Procedures Data Input and Management - Provision of technical advice during the URS consultation process;  Production of conceptual designs in preparation for and during the URS consultation process;  Facilitating the sourcing of data relevant to procedure design;  Processing of raw data for incorporation into design environment
    • Initializing and preparation of the design environment as required by FPS utilizing correct, verified data;  Facilitate the production of conceptual design charts for stakeholder consultation
    • Assist Charting Specialist in the preparation of base drawings for charting purposes;  Ensuring timeous delivery of projects through monitoring and updating of project managers; Collate and document all relevant information/data associated with the design of flight procedures as part of the preparation of the Procedure Design Package in accordance with SACAA MOP’s Annexure C.
    • Flight Procedures and Airspace Design - Design Flight Procedures and Airspace as per AP005, including ICAO DOC 8168 Vol II and ICAO DOC 9906 Vol I and ICAO DOC 9613 criteria accepting responsibility and accountability that designs are produced in accordance with the relevant criteria and the SACAA Manual of Procedures, that designs are compliant for the safe operation of aircraft;  Adherence to South African Civil Aviation Regulations
    • Production of Design drawings;  Production of detailed Flight Procedure Design reports, tabulations, textual descriptions and supplementary information;  Production of Calculation records;  Consultation, co-ordination and liaison with clients

    Information Communication (AFTN/AMHS) 

    • Manage the planning, execution, and monitoring of Aeronautical Information Communication, ensuring adherence to safety protocols, operational procedures, and regulatory requirements
    • Administer information communications (AFTN/AMHS/SWIM) fault management and network security protocols for Aeronautical Information Communication
    • Monitor distribution and compatibility of information communications for Air Traffic Service (ATS) Messages, Air Traffic Flow Management (ATFM) Messages, NOTAM, Datasets and FF-ICE within the ATM system in accordance with the ATM Information Reference Module (AIRM); Co-ordinate, consult and liaise with clients

    • Manage application development to support Air Traffic Management products (data and information) according to user requirements within the SWIM environment
    • Manage application of artificial intelligence tools to support aeronautical information and data analytics enhancing aeronautical information products development
    • Apply AI technologies to improve the management of aeronautical data, making it more efficient, accurate, and responsive to growing data quantities.

    Systems / Applications & Networks -  

    • Monitor, configure and provide standardized and seamless Aeronautical Telecommunication Network (ATN) services for air traffic services, aeronautical operational control, and other related administrative and operational services for the SADC Region and selected international markets; Conduct oversight on processes and report on information communication network availability (AFTN/AMHS/SWIM) to ensure maximum network availability and compliance with international standards.

    Governance, Compliance, Risk Management & Reporting -  

    • Develop processes, procedures and relevant protocols for governing aeronautical information communication
    • Ensure compliance to all relevant regulation, legislation and standards; Address non-compliance and possible gaps in process effectiveness, to ensure that acceptable reliability standards are met, and that documentation and systems are compliant with regulatory and ATNS requirements; Identify risks and develop and implement approved mitigation plans and actions.

    Stakeholder Relations Management -

    • Develop and maintain sound and mutually beneficial relationships with key stakeholders through continued communication and engagement to support ongoing collaboration and alignment
    • Represent ATNS at relevant national and multilateral forums; Participate in industry and regulatory forums and workgroups on a local, national, and regional level; Provide inputs and guidance to ICAO, CANSO, ATM/CNS Implementation Committee and other appropriate planning groups, sub-groups, working groups and task forces; Build and maintain sound relationships with all relevant business functions and teams within ATNS to enable alignment and collaboration.

    Obstacle Evaluator (Open Ad)

    Introduction

    • Purpose The Obstacle Evaluator is responsible for evaluating the impact of obstacles on Annex 14 Obstacle Limitation Surfaces (OLS) within South Africa in compliance with the latest edition of ICAO documents and national regulations, and documenting and archiving the obstacles and reports.

    Job description

    Obstacle Evaluations -

    • Collect, analyze, attend to applications for obstacles that may impact or influence OLS and conduct Obstacle Evaluations as defined by OP017, ICAO Annex 14, ICAO Annex 15 (eTOD), ICAO Doc 8168 - Volume II, ICAO Doc 9137 - Part 6, and PANS-OPS and coordinate with the regulator (South African Civil Authority) to approve the implementation of those obstacles;  Evaluate obstacles to identify their impact or influence on OLS and classify them accordingly
    • Ensure Aeronautical Data is compliant with its intended use;  Notify and distribute reports generated on entities identified as obstacles penetrating the ICAO Annex 14, ICAO Annex 15 and related surfaces to the relevant departments in ATNS (CNS, Safety, ATM, Ops and PANS-Ops) for further analysis
    • Interact and liaise with clients regarding obstacle evaluation assessments and services to be delivered and ensure continuous tracking and updating on the status of the obstacle evaluation application received from the client

    • Collect and coordinate all manmade and topographical obstacles including eTOD and DTM in addition to the necessary data to be used by the Flight Procedure Designer to design or maintain IFP
    • Consultation, co-ordination and liaison with data providers;  Conduct research into new technology, Obstacle Assessments developments and Aeronautical Navigation advancements;  Maintain documentation as per ISO and ATNS filing system.

    Administration duties -

    • Compile and submit all relevant documentation associated with the conduct of an obstacle evaluation (domestic/international) as per ATNS policy and procedures
    • Collect newly surveyed Obstacle Data and update the necessary documents and files;  Inform and update other Departments on Obstacles and new Obstacle Data;  Production of Annex 14 Obstacle assessments and penetration Reports
    • Production of Annex 15(eTOD) Obstacle assessments Reports;  Compilation of impact assessments reports for Wind Energy Facilities;  Compile proposals for Business Development to forward to clients;  Make boardroom bookings and chair arranged meetings with clients.

    Research -

    • Evaluate Aeronautical Data Quality, applications, and functions within ATNS;  Follow up new and amended ICAO SARPs for implementation as necessary
    • Comply with, and regularly review ISO Procedures in consultation with Head Aeronautical Information Management and System
    • Research new technology, data sources, analytical tools, and Annex 14 and Annex 15 (eTOD) Obstacle Assessments advancements
    • Develop awareness of and familiarity with issues and events regarding Obstacle Evaluations.

    General Duties -  

    • Provide input into training requirements and conduct training for Annex 14 and Annex 15 (eTOD) Obstacle Assessments for identified personnel
    • Provide input into Obstacle Evaluator section budgeting requirements;  Identify manpower and training requirements as per CAR 178.02.3(1), in conjunction with the Head Aeronautical Information Management and System;  Collaborate with the Flight Procedure Designers in aspects of their work that require Obstacle evaluations
    • Amendments, Maintenance and Input to internal Quality Assurance procedures concerning Obstacle Evaluations in accordance with ISO 9001:2015
    • Accountable to Head Aeronautical Information Management and System as applicable completing projects in compliance with defined projected timescales;  Effective Office Management and personnel resources.

    ​​​​​​​Minimum requirements

    • Aeronautical Obstacle Assessment Course or Flight Procedure Design/PANS-OPS course
    • Grade 12 with Mathematics and Science.
    • AIS Core Content Course

    Minimum Experience

    •  Minimum 2 years experience in Aeronautical Obstacle Assessment

    Specialist Technology: Display Systems FACT

    Introduction

    • To ensure that ATNS Communication, Navigation, Surveillance (CNS) display systems are effective and optimal for enabling Air Traffic Control / Air Traffic Management services.

    Job description

    Major Activities 

    • Review user requirements and provide specialist input
    • Translate user requirements into functional specifications and assist ETS CNS with technical design specifications
    • Recommend architecture deployment planning methodologies in support of ETS engineering projects delivery
    • Provide input to RFP specifications and review
    • Participating in FAT/SAT 
    • Serve on the ATNS corporate design authority on engineering for system area of responsibility
    • Analyse and recommend system capacity forecast models based on utilisation trends
    • Assist in proper planning for capacity expansion projects as well as support the change control process
    • Provide 3rd line support for disaster recovery, test and evaluation and simulator datasets, as well as technical services fault management where required
    • Obtain the input required from technical services to analyse and make recommendations on all escalated operational system faults and potential problems affecting system performance 
    • Test and validate changes, including software releases, to the system specific database, prior to implementation
    • Plan, together with engineering, and co-ordinate and evaluate all radar flight trials with Operations
    • Develop testing methods for the effective evaluation of system and equipment performance
    • Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure that specified requirements are met
    • Provide guidance to technicians and support engineers on correct fault escalation and develop necessary training programs in areas of gaps
    • Assume technical and expert lead on proactive problem identification, problem analysis and solution recommendation
    • Draft white papers and position papers on area of specialist responsibility
    • Participate in CNS/ATM forum’s such as ICAO, ITU-T reviewing specification and agenda items
    • Provide expert specialist advice and/or support in technology solution alternatives and support new research solutions
    • Recommend technology direction related to systems OS, database platforms, applications servers and integration technologies Its on systems and equipment as requested and proactively when the need arises
    • Initiate and conduct research and compile documentation for proposed technological changes related to systems
    • Analyse current system functionality and establish gaps
    • Develop methods necessary for process optimisation and automation to improve efficiency 
    • Support key commercial requirements of customers across South Africa, the AFI region and other identified markets
    • Provide specialist advice and support to clients external to ATNS
    • Implement customer requirements as agreed with the customer
    • Develop operational training as required
    • Conduct training programs, guidance and mentoring for technicians and as required
    • Develop and maintain sound relationships with key internal and external stakeholders to support ongoing alignment and collaboration

    Minimum Qualifications:

    • B.Sc. / B.Eng. in Engineering / Electrical / Electronic or related field or BTech in Electrical / Electronic Engineering or B.Sc. in Computer Science
    • Engineering Council of SA Professional registration as an Engineer will be an advantage
    • Post-graduate qualification in Engineering or Technology Management will be an added advantage

    Minimum Experience:

    5 years’ experience in:

    • High-technology electronic engineering environment with in-depth knowledge and understanding of planning, specifying, acquiring, implementing, and supporting CNS and ATM systems
    • Multi-rated ATC, proceduraland radar environment with an in-depth understanding of ATC/ATM processes and procedures
    • Specialised knowledge of ATM/CNS system architechture, administraton and configuration control, as well as a research and development 
    • Knowledge of current systems and future trends, and th interaction between airborne aircraft systems and ATM support options / requirements / efficiency drivers
