Description
- Set the strategic and operational direction of the Research Unit in ensuring business and industry needs driven research
- Plan, lead and manage the development and implementation of the identified research agenda
- Develop and review the research business case for approval or recommendation for external research requirements
- Prepare reports, guidelines or other documents aimed at disseminating the results and outcomes of research projects for programming, policy and advocacy
- Maintain research data gathered from other institutions and ensure that knowledge generated is secured, shared and applied where applicable
- Develop research related position/discussion papers to inform SAMSA strategy, policies and programmes
- Develop work performance standards and define the quality of work to be delivered
- Conduct relevant micro and macro-environment and impact analyses to inform the strategic direction
- Manage projects effectively through robust integrated planning and interaction with clients
- Manage financial, human and other resources
- Develop and manage performance compliance requirements (e.g. annual business plan, reports and ad-hoc requests)

- Represent SAMSA at local and international maritime engagement platforms

Requirements
QUALIFICATIONS
- Postgraduate Qualification in Maritime Studies\Economics\Transport\Public Administration or any related qualification (NQF 8)
- Relevant Masters Qualification (NQF 9) would be an added advantage
KNOWLEDGE AND EXPERIENCE
- 7 years research experience, of which at least 3 years should be at a managerial/supervisory level
- Must have experience in analysing, conducting and supervising research

KEY PERFORMANCE AREAS
- Registration & Licensing of ships: Determine and define the principal dimensions, tonnages and technical specifications/ characteristics of a vessel for approval by the Naval Architect, for the process of ship registration and licencing of vessels.
- Naval Architecture: Assess and comment on technical plans of vessels for the approval of the Naval Architect Vessel Plan Approvals.
- Legislation/Regulations: Identify shortcomings in existing legislation and generate proposed amendments of existing or the drafting of new legislation from a technical perspective. Draft Marine Notices, Circulars, guidance documents and procedures in support of existing legislation for the approval of the Naval Architect.
- Administration: Assist in archiving and knowledge management. Attend committee meetings to contribute to technical and operational outcomes as requested by the Naval Architect.
- Casualty Investigations: Under the direction of the Naval Architect, assist surveyors with investigations into casualties of a specific technical nature where naval architectural input is required.

- Bachelor of Science in Mechanical Engineering with MSc in Naval Architecture or Bachelor of Science in Naval Architecture
- Preference will be given to candidate registered with ECSA and/or SAIMENA

HR Strategy and Business Plan
- Provide authoritative, specialist expertise and advice to internal and external customers based on the broader People Strategy and the implementation thereof.

Requirements
QUALIFICATIONS
- The minimum job requirements are NQF level 6 which is equivalent to the National Diploma in Human Resources or related qualifications
- NQF Level 7 would be an advantage.
EXPERIENCE
- 5 – 7 years Human Resource Generalist Experience
- Sound knowledge of BCEA, EE, LRA, WSP
- Registration with the SABPP or similar professional body would be an advantage
