    Senior Finance Manager (Contract)

    Purpose of the position:

    • Primary point of contact to oversee all financial aspects of the organisation. Responsible for the overall financial management for all projects across the organization including: project book-keeping, reporting, budgeting, stakeholder engagement, administration, sub-recipients/sub-partners and staff management.

    Minimum Requirements    

    • Honours Degree in Accounting / Business Management / Admin or equivalent
    • CA(SA) registration with SAICA
    • Must have minimum 5 years’ experience in a senior finance role
    • Must have minimum 5 years payroll management experience
    • Strong understanding of the non-profit sector
    • Experience working with large international donors such as CDC, USAID, Pepfar and Global Fund
    • Extensive knowledge of legal and regulatory frameworks
    • Advanced Excel skills (financial modelling experience a must)
    • Strong analytical, communication, and problem-solving skills
    • Advanced Excel, SAP and Electronic banking systems knowledge required
    • Clear criminal record

    Duties and Responsibilities    
    Leadership and staff management

    • Serve as the primary point of contact for all financial related tasks for the organisation
    • Provide leadership and vision and develop policies to achieve the organisation’s goals of sound financial management practices
    • Supervise staff from and provide regular constructive feedback
    • Execute the fiduciary responsibilities in accordance with ethical standards, statutory requirements and sound corporate governance practices
    • Provide support to the board as an invited member to board and/or sub-committee meetings as required

    Financial management and accounting

    • Supervision and management of project bookkeeping including cashbook processing and journals
    • Ensures the preparation of bank processing and reconciliations and reviews
    • Ensure the reconciliation all project and statutory accounts
    • Ensures accuracy and completeness of all project revenue and expenses
    • Ensures reconciliation of creditors and debtors
    • Prepares ad hoc reports, reconciliations and analysis as required
    • Ensures that the finance team meets all deadlines set
    • Provides financial management support to program managers
    • Provides assistance to departments for finance related activities as and when necessary (e.g. procurement, travel and logistics etc.)
    • Ensures the accurate financial capturing and reporting of all sub-partner expenses
    • Ensures timeous release of electronic payments in accordance with policy
    • Overall maintenance of the electronic financial system and related processes (e.g. SharePoint)
    • Review and sign off of payroll
    • Work closely with HR to support any relevant processes that overlaps with finance
    • Work closely with support units (procurement, travel, assets) to support any relevant processes that overlaps with finance

    Auditing and reviews

    • Ensures the submission of SARS returns (VAT, PAYE, UIF) and the accounts are up to date
    • Oversees the preparation and execution of the statutory organisational audits
    • Oversees the preparation and execution of funder specific audits

    Stakeholder engagement

    • Build and maintain professional relationships with key influencers, funders, technical experts, government departments, healthcare providers and other organisations
    • Create confidence in the organisations governance and financial management structures
    • Be agile and responsive to the changing priorities and needs of funders, whilst maintaining sound financial management practices

    Policies and procedures

    • Revise and/or formulate policies as needed
    • Ensure that policies and processes are promoted
    • Ensure that there is uptake, application and execution of all relevant policies

    Oversee and manage the full payroll department and function

    • Support the system development and system management to enable payroll to perform their duties
    • Monthly review and sign off on payroll

    POPIA Privacy Champion

    • Assist the Information Officer and Deputy Information Officer with TB HIV Care’s privacy compliance programme by ensuring the following (for the relevant department):
    • Conducting organizational security and privacy and impact assessments
    • Privacy by design and assurance
    • Supplier/Contractor/Supplier/CBO’s and SR’s Compliance (if applicable)
    • Development of a data processing register

    Operations Manager (Temp contract in line with funding)

    Purpose of the position:

    • The Operations Manager will organise and oversee the daily operations of the organisation. The overall aim is to ensure operational efficiency and support to the programmatic needs of the organisation, whilst ensuring compliance with policies and procedures.

    Minimum Requirements    

    • Honours degree in business management/administration or equivalent mix of qualifications and experience
    • Minimum of 5 years’ experience in a similar position with
    • Strong data analysis skills coupled with knowledge and experience of relevant legal frameworks
    • Experience and knowledge of the public sector, specifically large international donors (CDC, USAID, PEPFAR, Global Fund) would be advantageous
    • Advanced proficiency in Microsoft packages as well as a Procurement system
    • Valid code 08 driver’s licence
    • Clear criminal record

    Duties and Responsibilities    
    Management

    • Supervise staff from different departments
    • Drive process and system improvements to ensure the organisation proactively adapts within a changing environment
    • Collaborate with the QI/A department to contribute towards a total quality management system (TQMS)
    • Evaluate overall performance by gathering, analysing and interpreting data and metrics

    Procurement / Travel / Assets 

    • Manage the procurement processes based on policies
    • Ensure compliance with procurement policies for supplier vetting
    • Coordinate material and resources allocation
    • Create and maintain monitoring mechanisms and manage adherence to organisational standards
    • Plan and monitor the day-to-day running of organisational processes to ensure smooth progress
    • Overall management of systems that support the operational processes
    • Work closely with the HR department to ensure that staff are fully equipped upon starting and while under employ

    Policies and procedures

    • Assist the Information Officer and Deputy Information Officer with TB HIV Care’s privacy compliance programme

    Stakeholder and contract management

    • Manage relationships and agreements with vendors and suppliers
    • Ensure smooth functioning of the contract approvals and processes within the organisation
    • Creates and maintains a mechanism to monitor service provider contracts (e.g. leases, telecommunications, 30-day accounts etc.)

    Financial/budget management and auditing

    • Prepare, manage and execute budgets relating to the departments
    • Provide support in developing budget requirements to ensure organisational continuity to programmes
    • Provides support to ensure all operational aspects of audits are timeously and accurately responded to

    Popia Privacy Champion

    • Assist the Information Officer and Deputy Information Officer with TB HIV Care’s privacy compliance programme by ensuring the following (specific to the relevant department):
    • Conducting organizational security and privacy and impact assessments
