    Second Engineer Officer

    Position Purpose

    • To represent the fleet department in overall responsibility and accountability whilst operating in port limits for all aspects of the maintenance and operating of propulsion engines, other engines, deck machinery, refrigeration and sanitary equipment, aboard the vessel by coordinating and directing subordinates whilst complying with statutory laws, company policies and safety regulations, thereby ensuring maximum dredger availability

    Position Outputs

    • Plan, compile and control annual lay-up maintenance to ensure that expenditure remains within the parameters set by the fleet department
    • Training and development of cadet engineers and ongoing training of certificated engineers to enhance marine engineering skills and practices

    Snr Manager: Finance Projects Support

    Position Purpose

    • To provide strategic project management and financial analytical support for the CFO's office, specifically driving the execution of high-impact finance initiatives that enable TRIM's financial sustainability and rail reform mandate. The role is accountable for:  Private Sector Participation (PSP) Transactions – Leading financial modelling, scenario analysis, and deal structuring for corridor concessions and public-private partnerships.  Budget Facility for Infrastructure (BFI) Funding – Managing the end to-end lifecycle of BFI applications to National Treasury, including post approval tracking, expenditure monitoring, and compliance reporting.  Cost Optimisation and Revenue Enhancement – Driving initiatives to reduce operating costs, improve efficiency, and maximise revenue across TRIM's operations.  Special Projects – Providing execution capacity for ad-hoc strategic finance projects as directed by the CFO. The role works in close collaboration with the Senior Manager: Finance Systems (who reports to the Head: Strategic Finance Projects) but remains focused on financial analysis, deal structuring, and project execution rather than systems implementation. This is a permanent role required to support TRIM's continuous evolution, including the PSP pipeline, ongoing BFI cycles, and the sustained focus on cost competitiveness as open access develops.

    Position Outputs

    • Private Sector Participation (PSP) Financial Analysis and Structuring  Lead the financial modelling and scenario analysis for PSP transactions, including corridor concessions, PPPs, and other private-sector partnership structures.  Develop and maintain complex financial models to evaluate PSP proposals, including discounted cash flow (DCF) analysis, NPV, IRR, payback periods, and risk-adjusted returns.  Conduct sensitivity and scenario analysis to assess the impact of key variables (tariff levels, volume forecasts, capital costs, interest rates) on PSP viability.  Prepare business cases and investment memoranda for PSP transactions, presenting findings to TRIM Exco, Group Investment Committee (GIC), and Board.  Support the negotiation of PSP agreements, providing financial analysis and modelling expertise to the commercial and legal teams.  Coordinate with external advisors, lenders, and potential bidders during the PSP procurement process.
    • Budget Facility for Infrastructure (BFI) Funding Management  Lead the preparation and submission of BFI funding applications to National Treasury, ensuring alignment with TRIM's strategic priorities and infrastructure requirements.  Develop comprehensive business cases and motivation documents for BFI funding, including cost-benefit analysis, economic impact assessments, and project implementation plans.  Track and monitor approved BFI funding to ensure expenditure aligns with approved budgets, milestones, and Treasury reporting requirements.  Prepare quarterly and annual BFI progress reports for National Treasury, including financial expenditure, project progress, and outcomes achieved.  Ensure compliance with all BFI conditions, including procurement requirements, audit provisions, and performance targets.  Liaise with National Treasury officials on BFI applications, amendments, and reporting, maintaining a professional and responsive relationship. Manage the drawdown process for BFI funds, ensuring timely submission of drawdown requests against verified expenditure.
    • Cost Optimisation and Revenue Enhancement Initiatives  Lead the identification, evaluation, and implementation of cost optimisation initiatives across TRIM's operations, working with regional finance heads and operational teams.  Develop financial models to quantify potential cost savings and track actual savings realised against targets.  Lead revenue enhancement initiatives, including pricing reviews, commercial opportunity assessments, and new revenue stream identification.  Prepare business cases for cost and revenue initiatives, presenting to TRIM Exco and Group Exco for approval.  Establish and maintain a cost and revenue initiative tracker, reporting progress monthly to the CFO and Head: Strategic Finance Projects.  Benchmark TRIM's cost structure against industry peers (local and international) to identify improvement opportunities. Drive the implementation of approved initiatives, ensuring accountability, timelines, and measurable outcomes. 
    • Strategic Finance Project Management  Manage the end-to-end execution of strategic finance projects as directed by the CFO, including project planning, stakeholder coordination, risk management, and reporting.  Develop detailed project plans, timelines, and budgets for finance projects, ensuring alignment with TRIM's strategic objectives.  Coordinate cross-functional project teams (finance, operations, commercial, legal, ICTM) to deliver project outcomes on time and within budget.  Prepare project status reports, presentations, and Board submissions as required.  Identify project risks and develop mitigation strategies, escalating material risks to the Head: Strategic Finance Projects and CFO.  Ensure proper documentation and handover of completed projects to business-as-usual owners.
    • Financial Modelling and Analytical Support  Develop and maintain sophisticated financial models to support decision-making across a range of strategic initiatives (tariff scenarios, funding options, investment proposals).  Conduct ad-hoc financial analysis as requested by the CFO, including scenario planning, sensitivity analysis, and commercial viability assessments.  Prepare high-quality presentation materials (PowerPoint, Excel models) for Exco, Board, Treasury, and Regulator submissions.  Perform data analysis using tools such as Power BI, Excel (advanced), and other analytics platforms to derive insights and support recommendations. 
    • Stakeholder Management and Collaboration  Build and maintain strong working relationships with National Treasury (BFI unit), DBSA, IDC, and other funding partners.  Collaborate with the Senior Manager: Finance Systems to ensure project requirements are translated into systems enhancements where applicable. Work closely with TRIM's regional finance heads to understand operational cost drivers and identify optimisation opportunities.  Engage with external advisors, consultants, and PSP bidders as required for project execution. 
    • Reporting and Governance  Prepare and present monthly project status reports to the Head: Strategic Finance Projects and CFO.  Track and report on cost savings and revenue enhancement performance against approved targets.  Maintain a BFI funding register tracking all applications, approvals, drawdowns, expenditure, and reporting deadlines.  Support internal and external audits (AGSA) by providing required documentation and evidence for PSP transactions, BFI funding, and cost initiatives.  Ensure all project documentation is maintained in a central, auditable repository.

    Qualifications and Experience

    •  Bachelor’s degree (BCom, Business Science, Financial Management) and an Honours or postgraduate degree or Diploma in Accounting or Financial Management.  Project management Certificate/diploma added advantage.  8-10 years of experience in a financial environment, with at least 5 years at a management level.  Demonstrated experience in financial modelling, business case development, and project management.  Experience with PSP/PPP transactions, infrastructure finance, or project finance is highly advantageous.  Experience with government funding processes (BFI, Treasury submissions) is highly advantageous. Experience in rail, infrastructure, or logistics is highly advantageous, but not essential.  Qualified Chartered Accountant (CA(SA)) is strongly preferred, or with completed articles at a reputable firm.  Alternatively, a CIMA (ACMA, CGMA) or MBA with strong corporate finance experience may be considered.  Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment.  Must undergo Lifestyle Audit.     Master Installation Electrician

    Position Purpose

    • The Master Installation Electrician is a person who has been registered as a Master Installation Electrician in terms of regulation 9 and who has been approved by the Chief Inspector for the verification and certification of the construction, testing and inspection of any electrical installation for efficient and effective custody, transfer and transport of petroleum products in liaison with Operations, Instrumentation and Mechanical departments in Transnet Pipelines.
    • The Master Installation Electrician is responsible for electrical scheduling, inspection and to ensure safe working conditions.

    Position Outputs

    • Managing of COC’s (Certificate of compliance) a. Undertake periodic inspections and issuing COC’s as per National Codes and OSH Act b. Conduct 2Y compulsory OHSact Hazardous area equipment inspections. c. Maintain depot COC’s and compliance of Electrical Equipment housed in Hazardous areas.
    • Give guidance and oversee Electrical Installations 
    • Control the integrity of Equipment Ensure the correct application of the correct Electrical equipment in the Plant/operations.
    • PREVENTATIVE MAINTENANCE  To perform preventative maintenance tasks on electrical equipment by detecting, repairing and reporting minor defects as well as reporting major defects thereby ensuring reliable equipment for the continuous operation of the pipeline e.g. 220V-3.3 Kv motors, control gear and trip protection equipment e.g Actuators.
    • DEFECT REPAIR  Identify, analyse and repair defects on installed (live) equipment. Repair specific installed (live) equipment by performing diagnostic tests to identify defects and effect repairs. Reading and understanding schematics and reports are essential e.g. Mainline motor starter and trip protection, 380V panel starters and trip protection.
    • BONDING  Witness and install
    • REMOVE AND REPLACE INSTALLED (LIVE) EQUIPMENT Removal and replacement of specific equipment by planning the complete installation, isolation and removal of the equipment as well as preparing and installing the replacement, energising and testing the operations of the equipment e.g. Main motors, Actuators, lights, cranes, enclosures, isolators and stop/start stations.
    • REFURBISHMENT AND MODIFICATION ELECTRICAL EQUIPMENT Refurbishing equipment by disassembling the equipment, replacing defective parts, reassembling and testing the equipment to the manufacturers specification e.g.  Starters  Actuators  Certify all refurbished Equipment.
    • HIGH VOLTAGE EQUIPMENT Obtaining authorisation and undertaking switching (A-Brown) and earthing on high voltage switchgear and equipment up to 132KV, issuing of work and test permits as well as undertaking maintenance of the above equipment. Also supervise unathorised personnel in substations and HT yards Work to a clearance of live high voltage equipment as per electrical HIGH VOLTAGE instructions.
    • SAFETY  Attend Meetings  Do Safety Inspections  Use of safety equipment  Ensure compliance of Equipment for flameproof safety and standards  Assist with Job Observations and Supervision of personnel.
    • ADMIN The effective control of administration duties which includes:-  Reports (defect, inspection)  Obtain and cancel hot work permits (Electrical)  Job cards  Operate SAP Modules (MM & IM)  Maintain records, registers and COC’s as per applicable legislation  Assist with internal electrical audits.  Assist with Acting as an Electrical Supervisor as and when required.

    Qualifications and Experience

    • Essential Requirements: Trade Test Electrical (3 years) with 3 years Technical/Electrical on the Job experience. Must have adequate knowledge of all electrical equipment on Transnet Pipelines to be able to function on his/her own. The following courses must be passed with practical on the job experience during the three years’ experience in Transnet Pipelines. Obtain qualification and accreditation to qualify for a Master Installation Electrician Register at the Department of Labour as a Master Installation Electrician and complete 2 years on the Job Training and exposure and obtain final Accreditation. Computer literate SAP Course in Plant Maintenance (MM & IM Modules). Purchasing and Inventory, Word Excel, etc. High Voltage safety instructions (A-Brown) Thereafter a person has to get practical experience (training) on depots in the region until passed out.     Operations Manager

    Position Purpose

    • The Operations Manager is responsible for the management of all the resources within the Depot i.e. operations, finance, employees and assets to ensure that the pipeline and network on the depot is operated and maintained efficiently and safely. The incumbent is responsible for the intake and delivery of petroleum products to the satisfaction of both TRANSNET PIPELINES and its destination clients, according to the right specification which includes the execution of the business plan.

    • MONITORING AND CONTROLLING  Monitors operations plan on a daily basis to meet changing needs from Operations Notice (unplanned shutdowns etc)  Personnel performance is monitored in order to identify strengths and shortcomings  Product quality, quantity measurement and interface growth are monitored daily to ensure compliance with TRANSNET PIPELINES norms to satisfaction of the external clients  Defects statistics are analysed to determine problem areas  Personnel availability and attendance  Regular inspection of fire- fighting equipment (e.g. fire pump) and electrical supply standby plant to ensure that a state of readiness is maintained  To ensure all TRANSNET PIPELINES administration functions are adhered to and carried out.
    •  Oversee and monitor contractor compliance  Ensure implementation of company policies and procedures  The Operations Manager is responsible to monitor and control: ✓ Monthly report and project progress, Petty cash documents, Pollution and untoward occurrence report, Staff shift roster, Injuries on duty, Safety controllers’ reports (SHE Reps reports), Incident reports, Vehicle log sheets, Timesheets, Allocation sheets, Works order and budget sheets, Concessions for travelling arrangements for staff, Incoming and outgoing correspondence, Stores request (multi and single), Telephone record,
    • Material request, Dips accepted report, Petty cash as per SAP, Reconciliation of Petty Cash and its replenishment, Log Sheets, Lifting equipment, Plant and equipment, Operations log sheets, Maintenance progress certificates, Project Documentation, Expenditure (Cost reports), Monitor the progress of material orders, All operation documentation, Project records, Time cards and expenditure information are constantly monitored to ensure that the objectives set are achieved and that plans can be amended timeously if the progress is not on track, Volume control, Overtime, Stores level (consumable products).
    • Managing Budget:  Compile a comprehensive budget to align with the financial requirements and cost centres management within area of responsibility.  OPEX budget management (Analysis of Cost reports)  Submit the budget for approval in accordance with guidelines, policies and procedures.  Manage and monitor the expenditure against the approved budget.  Account and respond to monthly overspending/underspending on the budget.  Ensure adherence to Financial and procurement policies, procedures and legal requirements.  Request expenditure within Delegation of Authority in line with position requirement  Ensure that Fixed Asset registers are reviewed and are up to date.

    Qualifications and Experience

    •  Matric/Grade 12  National Higher Diploma in Technical (Electrical, Mechanical, MC& I or chemical or Degree in Operations Management/Supply Chain Management) with 3-5 years supervisory/management experience.     Snr Manager: Finance System Enhacement

    Position Purpose

    • To lead and coordinate TRIM Finance’s systems strategy, digitisation roadmap, AI enabled finance transformation and SAP S/4HANA finance migration, ensuring that finance systems are fit-for-purpose, integrated, well controlled and capable of supporting TRIM’s separation from TFR and evolution into a digitally enabled, open access rail infrastructure manager. The role acts as the senior finance systems lead and advisor within the CFO environment, operating under the direction of the Head: Strategic Projects and Systems Support. It bridges finance requirements and technical delivery, while maintaining clear boundaries with ICTM and escalating material decisions through the approved governance structures. This is a permanent strategic role, not a temporary project position. While the initial priority is the SAP S/4HANA migration, the incumbent will be permanently accountable for:  The continuous evolution of TRIM's finance systems landscape.  The integration of emerging technologies (AI, automation, advanced analytics, continuous controls monitoring) into finance operations.  Ensuring TRIM Finance remains agile, data-driven, and capable of responding to changing regulatory, operational, and stakeholder demands over the long term. The incumbent will drive:  The migration from legacy SAP FI/CO to S/4HANA, ensuring a clean, future ready finance system.  The implementation of automation, data analytics, and AI capabilities to enhance financial reporting, revenue assurance, and asset management.  The integration of key modules (FI, CO, SD, MM, PM, PS, IM, HCM, Inventory, Real Estate Management) into a cohesive, efficient platform.  The establishment of a lean, high-impact finance systems team (2-3 specialists) focused on business requirements, not technical infrastructure.

    • SAP S/4HANA Migration and Finance Systems Transformation  Lead the finance workstream for the migration from legacy SAP FI/CO to S/4HANA, ensuring minimal business disruption and full data integrity.  Define and document finance system requirements for TRIM's separated environment, including chart of accounts, cost centre structures, profit centres, and internal orders.  Manage the configuration and deployment of core finance modules (FI, CO, SD, MM, PM, PS, IM, HCM, Inventory, Real Estate Management) to support TRIM's unique operating model.  Ensure the new system supports key TRIM processes, including access fee billing and revenue assurance (SD/FI), asset management and depreciation (PS/IM/AM), project systems for capital programmes (PS/FI/CO), procurement to pay (MM/FI), and plant maintenance work orders and costing (PM/CO).
    • Digital Transformation and Innovation (Permanent)  Establish and maintain a 3-5 year finance systems roadmap, updated annually, reflecting emerging technologies, regulatory changes, and business requirements.  Identify and implement automation opportunities (RPA, intelligent document processing) to reduce manual effort, improve accuracy, and accelerate month-end and year-end processes.  Lead the deployment of data analytics and business intelligence tools (e.g., SAP Analytics Cloud, Power BI) to provide real-time financial insights to the CFO and Exco.  Develop a roadmap for AI implementation in finance, including predictive analytics for cash flow forecasting and tariff modelling, anomaly detection for revenue assurance and fraud prevention, and intelligent document processing for invoices and contracts.  Establish a permanent innovation pipeline for finance systems, including quarterly reviews of emerging technologies and annual proof-of-concept projects.
    •  Define finance data requirements and partner with ICTM and data teams to establish governed data models, reporting layers and analytics environments for finance.  Lead the implementation of continuous controls monitoring, using AI to detect anomalies, prevent fraud, and ensure compliance in real-time.  Drive the adoption of digital tools for recording, tracking, and monitoring of financial transactions, asset movements, and contract compliance.  Monitor industry trends in AI, machine learning, RPA, and blockchain, assessing their applicability to TRIM's finance function.  Benchmark TRIM's finance systems maturity against industry peers and best practices, identifying gaps and improvement opportunities.
    • Systems Integration and Data Integrity  Ensure seamless integration between finance systems and operational systems (e.g., network management, traffic control, asset condition monitoring) to enable accurate cost allocation and performance reporting.  Establish and maintain master data governance for finance-relevant data (customers, vendors, assets, materials, projects).  Implement controls and validation rules to prevent data corruption and ensure audit-ready financial records.  Manage the lifecycle of all finance systems, including upgrades, replacements, and decommissioning as technology evolves. 
    • Support to the CFO and Finance Leadership  Provide senior finance systems advice to the Head: Strategic Projects and Systems Support and the CFO on system health, risks, opportunities, investment priorities and transformation progress.  Represent the finance function in ICTM-led projects, ensuring finance requirements are understood and delivered.
    •  Prepare business cases and feasibility studies for major systems investments (e.g., automation tools, AI platforms).  Manage the finance systems budget (OPEX and CAPEX), ensuring value-for money and alignment with TRIM's financial constraints. Team Leadership and Capability Building  Lead a lean team of 2-3 finance systems specialists, such as SAP S/4HANA Analyst, Data Analyst and Automation Specialist. Develop and maintain a skills matrix for the team, ensuring coverage of critical competencies (SAP modules, data analytics, project management, AI literacy).  Build internal capability to reduce reliance on external consultants for routine systems support and small enhancements.  Foster a culture of continuous improvement and digital curiosity within the finance function, encouraging experimentation with new tools and approaches.  Create a self-service analytics environment for finance users, reducing dependency on ICTM for routine reporting and data extraction.
    • Governance, Compliance, and Audit  Ensure finance systems comply with PFMA, IFRS, and internal control requirements, including segregation of duties and user access controls.  Maintain an audit-ready systems environment with complete documentation of configurations, changes, and user access.  Support Internal & External audits by providing system-generated evidence, reports, and data extracts as required.   Manage systems-related audit findings and ensure timely remediation.

    Qualifications and Experience

    •  BCom Honours in Accounting, Finance, and/ Information Systems.  CA(SA), CIMA/CGMA or equivalent professional finance qualification preferred, with strong SAP/ERP, finance systems, automation or digital transformation experience.  8-10 years of experience in finance systems, including at least: o 3-5 years of systems configuration and implementation experience (S/4HANA highly advantageous). o Experience in systems improvement, digital transformation, or automation projects. o Experience in a project management role (SAP migration, ERP implementation, or similar) o At least 5 years at a management level.  Experience in rail, infrastructure, or logistics is highly advantageous, but not essential.  Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment.  Must undergo Lifestyle Audit Standard Job Requirements  Driver’s license code 08  Travel as required and approved
