    Health Clinic Manager

    Position Purpose

    • To effectively and efficiently manage, supervise and facilitate the provision of a comprehensive package of health services at Primary Health Care level and implementation of quality improvement programmes in a multidisciplinary and transdisciplinary environment.

    Position Outputs

    • To provide guidance and leadership towards the realization of strategic goals and objectives of the health clinic. Align,supervise and monitor individual and staff performance to the strategic business objectives as outlined in the balance score card. Coordinate all the activities of the health clinic and facilitate provision of clinical services, educational services and be involved in medical and nursing research to ensure that clients receive maximum quality patient care. Ensure adequate control and allocation of Human and Material Resources. Plan and monitor utilization of budget to ensure that the clinic functions within the allocated budget.
    • Coordination of patients’ registration on board for all clinics and supporting monitoring and evaluation staff at Head Office, to ensure accurate reporting. Supervision and guidance of the Chief Professional Nurses, Professional Platform Nurses, Student Nurses, Edu clinic Facilitator. Analyzing and interpreting data including Primary Health Care and Programme indicators such as cervical smears and prostate screening results from the Laboratories. Liaising with, Nursing Training Institutions and conducting the evaluation of student nurses performance and execution of duties. Ensure the use of communication to maintain a supportive, caring and therapeutic relationship with health care users.
    • Maintain the norms and standards of nursing practice to promote the health status of health care users. Utilize the Nursing Act and Regulations, Code of Ethics and Professional Practice of the South African Nursing Council (SANC), the syllabus as prescribed by SANC ensuring professional excellence at all times and service rendering for maintenance of professional excellence. Responsible for the implementation and the adherence to Transnet, Transnet Foundation and Phelophepa risk control policies. Write monthly and provincial reports regarding activities, achievements and challenges in both the health and onboard Edu clinic to the Portfolio Manager (Health)
    • To execute Phelophepa Managerial duties as and when required. Participate in policy development and reviews for the health clinic and facilitate stakeholder participation to ensure that health care users needs receive attention Responsible to oversee implementation of Batho Pele Principles. Ethical code of Nursing, Patients’ and Human rights. Responsible to ensure that all nurses have current valid registration with SANC.

    Qualifications and Experience

    • At least 7 to 10 years’ experience in a nursing management position, preferably in a community health environment. Diploma/Degree in General Nursing (Community Health, Psychiatry and Midwifery) A Degree with Nursing administration, management and Nursing education with majors in health services management and nursing education is mandatory Diploma in Clinical nursing assessment, diagnosis, treatment & care (Primary Health Care Nursing) is mandatory Dispensing Licence is mandatory Current Registration with SANC as a General Nurse, nurse educator, nurse administrator, community health nurse, midwife and primary health nurse. Masters in Community Public Health will be an advantage Working knowledge of PHC policies, charters, requirements and legislation. Computer literacy with a working knowledge of Microsoft, Excel, POWERPOINT. Valid code 8 drivers licence.

    Dental Clinic Manager

    Position Purpose

    • To effectively and efficiently manage, supervise, and provide dental services on board the Phelophepa and through an outreach programme to rural communities in South Africa.

    Position Outputs

    • Manage the Dental Clinic in a professional and ethical manner. 
    • Liaising with the various Dental institutions coordinators to ensure that the required number of students arrive at the various stations and To liaise with the major sponsors of the dental clinic (Colgate Palmolive) and other relevant dental companies. 
    • Manage all needle stick injuries sustained at the dental clinic by students and ensure that the institutions and Transnet foundation receive the reports. 
    • Implementing/executing the “Policy for the management of occupational exposure to HIV infected blood” and ensure that all students have received, read and understood the policy.
    • To ensure that the Infection Control Policy is adhered to at all times and that surface swabs cultured for pathogenic microorganisms come back within acceptable limits together with the infection control nurse. 
    • Regular updating of dental clinic policies and protocols as needed 
    • Performing surgical exodontias, Performing diagnostic procedures and Identifying and referral of patients with oral pathology using appropriate document. 
    • To liaise with the medical authorities for the disposal of medical waste and sharps together with the infection control nurse. 
    • Supervising and Managing eight (8) dental students and providing them with updated clinical information and reference material as needed.
    • To liaise with the laboratories (NHLS), Transnet Foundation and the Universities regarding needle stick injuries. 
    • Giving guidance and assistance to three (3) subordinates in the dental clinic; the Resident Dentist, Oral Hygienist and Dental Infection Control Nurse. 
    • Exercising effective asset control, i.e. timeous and cost effective ordering of consumables, as per system requirements, via the Transnet office.
    • Managing together with the Oral Hygienist, the school outreach programmes. 
    • Provide regular analytical feedback reports to Transnet Foundation.
    • Auditing and compiling accurate daily statistics with information gathered from patient record forms and completing the weekly progress report which is forwarded to the Senior Project Manager every fortnight

    Qualifications and Experience

    • Appropriate BDS, BChD degree or relevant equivalent 
    • Current registration as Dentist with the HPCSA 
    • Minimum experience: 2 years as a dentist 
    • 2 years client service experience

    Eye Clinic Manager

    Position Purpose

    • To effectively and efficiently manage and supervise all aspects of the Eye Clinic.  This clinic provides eye care services on-board the Phelophepa to rural communities in South Africa

    Position Outputs

    • Efficient management of the Eye Clinic within relevant HPCSA and Transnet Policies and guidelines. Effective, objective and enthusiastic orientation of student groups. to ensure maximum efficiency in daily operations. Continuous observation of student skills /development areas as opposed to patient numbers / requirements. Constant supervision, development and interaction with students to ensure the required value as per Training Institution requirement is added.
    • Liaise with clinic staff re the control of equipment checkout, instrument functioning and laboratory machines’ functioning so as to monitor use and maintenance thereof. Liaise with Resident Optometrist re the arrangements for the school screening process and management of referrals for that week. Liaise with local Optometrist / Hospital to prepare for the referrals of ocular pathology cases for further medical management. Analytical feedback reports on eye clinic activities to Transnet Foundation through the Phelophepa manager. Provide student assessment reports to relevant Training Institutions.

    Qualifications and Experience

    • Bachelor of Optometry Degree Post graduate qualification will be an added advantage Minimum 3 to 5 years’ experience Registration with the HPCSA Code 08 driver’s license

    Resident Dentist

    Position Purpose

    • To effectively and efficiently assist with the management, supervision of dental students and providing of dental services on board the Transnet-Phelophepa Health Care Train and through an oral screening and education program at schools in rural communities in South Africa.

    Position Outputs

    • Assist in the management and supervision of students in the Dental Clinic in a professional and ethical manner. 
    • Manage all professional and ethical aspects in the absence of the Dental Clinic Manager.
    • Assist in liaising, when required with the various Dental institutions coordinators to ensure that the required number of students arrive at the various stations and to liaise with the major sponsors of the dental clinic (Colgate Palmolive) and other relevant dental companies.
    • Assist the Dental Clinic Manager in managing all needle stick injuries sustained at the dental clinic and ensure that the training institutions and Transnet Foundation receive the reports within 24 hours.
    • Support in implementing/executing the “Policy for the management of occupational exposure to HIV infected blood” and ensure that all students have received, read and understood the policy.

    • Assist in auditing and compiling accurate daily statistics with information gathered from patient record forms and completing the weekly progress report which is forwarded to the Portfolio Manager – Health every fortnight. 
    • Monitoring and managing an effective and efficient school outreach programme together with Oral Hygienist.

    Qualifications and Experience

    Resident Optometrist

    Position Purpose

    • To effectively and efficiently supervise and provide eye services on board and through an outreach programme to rural communities of South Africa

    Position Outputs

    • Supervise students delivering the service at the eye clinic Planning of the logistics for the relevant locality and for the density of patients each day. Responsible to arrange eye screening during the health awareness days. To manage the unloading, reloading, stock taking and storing of equipment and stock of the clinic at the end and beginning of each tour. To make sure that the eye clinic vehicle is maintained in good condition.
    • Responsible for the supervision, the organization and handling of patients. Check or supervise students with each and every patient as necessary, but do not refract on their behalf. To ensure that when the students start in the morning they know exactly on what to do.
    • Manage , supervise and conduct the eye clinic outreach programme Hold meetings with the relevant stake holders to plan for the eye clinic outreach for each station. To conduct the outreach programme of the eye clinic. To arrange for the transportation of the learners to and from the train. To prepare analytical eye clinic outreach report. To ensure that the referred learners receive ethical and professional service on the train.
    • Supervise the running of the laboratory Monitor the stock of consumables in the laboratory and store room on the train.

    Chief Professional Nurse

    Position Purpose

    • Responsible for the provision of Primary Health Care service by promoting preventative, curative and rehabilitative services for the clients and community as well as  risk control by ensuring compliance with legal and ethical principles and coordinating school outreach programmes as well as on board health services on Phelophepa.

    Position Outputs

    • Provide quality comprehensive primary health care by promoting preventative, curative and rehabilitative services for clients visiting the health clinic. Ensure that supervision of all students aligns to their core curriculum development as agreed upon with Training Institutions. Contribute to the professional development of nursing students through supervision, coaching and mentoring.
    • Apply the principles of PHC in service rendering and professional excellence Ensure proper utilization and safe keeping of basic medical equipment and other consumables Administrative services such as providing accurate statistics for evaluation of services and future planning, identifying needs for financial planning and indirect control of expenditure as an integral part of planning and organisation. Ensure that outreach programme covers the screening and education of learners at primary schools for the prevention of obesity through weekly school visits and liaise with teachers re – diabetic screening on school children. Identifying and screening learners for ear problems and subsequent referral to clinics.
    • Execute audiometry test to all learners identified with hearing problems. Treatment of learners with minor ailments and liasing with school teachers with regard to learners who need to be followed up. Implement comprehensive Geriatric health care services in communities serviced by the Phelophepa Health Care Train. Implementation of Phelophepa policies and guidelines, ensuring compliance with occupational health principles, policies and regulations. Align Phelophepa policies and procedures with those of the Department of Health. Ensure compliance and adherence to the relevant acts. Contribute to the professional development of students. Apply the principles of PHC and Professional excellence.
    • Identify and develop nursing interventions through comprehensive and ongoing assessment. Implement procedures that maintain effective infection control and occupational and safety measures in accordance with occupational health and safety Legislation. Asset management and control. Ensure that the protocol for injuries on duty is adhered to and that all incidents are reported within 24 hours.

    Qualifications and Experience

    • A minimum of 4 years’ experience. A 4 year /Diploma/Degree in General Nursing (Community Health, Psychiatry and Midwifery) Highly recommended Diploma in Nursing Science/Community Health and Midwifery from a recognised Institution. Diploma in Clinical nursing assessment, diagnosis, treatment &care ( Primary Health Care Nursing) Current Registration with the SANC as a Professional Nurse, Midwife, Community Health Nurse, Primary Health Care Nurse is mandatory Registration with SANC for Psychiatric Nursing is an added advantage A qualification in Nursing Administration and Nurse Education would be an advantage.
