    Manager - Financial Management Services

    • The incumbent shall be responsible for financial accounting, financial control, reporting & compliance functions, as well as creditor and programme payments.
    • The role entails preparation of the group and separate annual financial statements, collection of financial data from the respective systems, financial analysis of the data as well as the generation of reports which reflect the performance of the ECDC.
    • The incumbent is expected to ensure that suppliers are paid timeously and that frequent and regular cash management is maintained.
    • The incumbent is required to maintain and manage accurate financial records including reconciliations of key accounts on a monthly basis.
    • The incumbent is also expected to assist with the management and collation of responses of information requested by the external auditors. The outcome of the incumbent's efforts should be useful, effective and efficient cash management, financial accounting, financial control & reporting, creditor and programme payments management system, that enhances decision making and ensures compliance with the regulatory frameworks and ECDC policies and procedures. 

    MINIMUM REQUIREMENTS 

    • Bachelor’s degree in commerce preferably majoring in financial accounting. 
    • 7 years working experience in financial accounting and reporting including preparation of annual financial statements of which 3 years must be at supervisory or senior consultant level.

    Manager- Facilities Management

    KEY DUTIES AND RESPONSIBILITIES 

    • The role entails facilities management and maintenance projects within the ECDC properties portfolio, industrial, commercial, residential and offices.
    • The incumbent shall be responsible for ensuring effective facilities management planning for planned and adhoc maintenance of properties including applying the principles of project management which entail quality, timeframe, budget parameters, and contracts management, while ensuring compliance with relevant and applicable regulations including occupational health and safety regulations.
    • The role entails responsibility for office parameter environment management, security services procurement and management, ECDC office lease management, and general maintenance of all ECDC owned properties.
    • In relation to maintenance and refurbishment projects, the incumbent shall be expected to prepare individual project reports on status, expenditure, variations, delays, etc for projects and submit to the Executive Manager: Properties and Facilities Management, undertaking continuous monitoring and evaluation of project performance to ensure delivery of project objectives and retention of existing clients, as well as risk management to identify and mitigate risk for effective facilities management.  

    MINIMUM REQUIREMENTS 

    • Relevant bachelor’s degree or equivalent in-Built Environment. Professional accreditation will be an added advantage. 
    • At least 7 years relevant experience in the built environment preferably in facilities maintenance management of which 3 years should be at supervisory or senior consultant level. 
    • An in-depth understanding of facilities management and/ or Infrastructure programme management, advanced project and maintenance management, sound understanding of Health, Safety and Environmental legislation and its application to the built environment; as well as working with multi-disciplinary teams is a pre-requisite.

    ​Senior Manager – Leasehold

    • The incumbent shall be responsible for providing leadership and management of the ECDC’s overall leasehold portfolio in line with the organisation's property management and leasehold policies, strategy and practice, and in keeping with the financial sustainability objectives and strategic mandate of the Corporation.
    • The role entails directing and exercising oversight on operational leasehold and revenue collection plans; leasehold processes, practices and systems; as well as leasehold risk, compliance and governance arrangements.
    • The incumbent shall also take responsibility for the overall performance of the lease portfolio as well as monitoring and reporting on all leasehold related matters including regional office performance, levels of lease rental collections, management of clients, handling of debt collection, as well as ensuring of effective arrangements relating to legal processes for dealing with non-payers. 

    MINIMUM REQUIREMENTS 

    • A bachelor’s degree in commerce/ property management/legal or relevant field and a relevant post graduate qualification and NQF level 8 or above. 
    • A minimum of 10 years relevant experience in the property management at management or senior consultant level of which at least 3 years must be in leasehold management or similar role.

    ​Interim Executive Manager: Infrastructure Planning and Development

    • The role entails overseeing and directing the sourcing, planning and rollout of infrastructure programmes on behalf of public sector and partner institutions and internal ECDC infrastructure projects.
    • The incumbent is expected to drive the enlisting of the ECDC as an infrastructure programme management partner by national, provincial, local government, and other partner institutions relating to social, economic, and basic services infrastructure. Functional areas relating to role include business development, infrastructure programme delivery management systems, infrastructure development planning, infrastructure programmes execution and monitoring, client and stakeholder relations management, and contract management.
    • The incumbent shall also be responsible for overseeing revenue collection for services rendered, creating a sustainable revenue stream, and managing the service in a commercially sound and development-oriented manner. The operations of the business unit are required to contribute to funding of the development mandate of the Corporation.
    • The incumbent shall also be expected to pursue external funding for infrastructure development from local, national and international sources including the national treasury’s budget facility for infrastructure (BFI) and Infrastructure, South Africa. The executive shall also be responsible for providing overall strategic leadership and management of resources within the unit and to contribute to the broader attainment of the ECDC objectives. 

    MINIMUM REQUIREMENTS 

    • A bachelor’s degree in relevant built-environment and a relevant post graduate degree. Accreditation as a professional civil or structural engineer, architect, or quantity surveyor will be a strong advantage. 
    • Understanding of public sector infrastructure programme management frameworks. 
    • Professional certification in project management or supply chain management would be an added advantage. 
    • A minimum of 10 years working experience in the built environment of which at least 5 years must be in a senior management or portfolio management role. 
    • Experience in managing the planning, procurement, delivery, and monitoring of infrastructure construction is a must. 
    • Experience in the implementation of the National Treasury Standard for Infrastructure Procurement and Delivery Management (SIPDM) would be an added advantage.
