    Inspector: Aeronautical Information Services (Centurion)

    Description

    Oversight

    • Certify Aeronautical Information Service providers according to requirements of Part 175 of CATS and CARs
    • Plan and execute inspections and audits on AIS providers to ensure that they comply with stipulated regulations of Annex 15, following internal procedures, civil aviation regulations and technical standards
    • Compile findings report according to categories
    • Monitor implementation of corrective action plans and continuous improvement of operating standards.
    • Follow up on findings and propose enforcement where necessary.
    • Ensure compliance in aerodrome safety management & procedure manual

    Aeronautical

    • Accountable for compliance with Centralised Aeronautical database processes.

    Information/Data Management oversight

    • Receive, verify, approve, and maintain aeronautical information/data for publication in the Centralised Aviation database.
    • Accountable for the overall publication of aeronautical information/data for safety and regularity of air navigation services.
    • Process applications for flexible use of airspace.
    • Coordinate with data providers in the provision of aeronautical information
    • Receive and process applications for the registration of ICAO Radio Telephony call signs and ICAO Location indicators
    • Monitor compliance to the AIRAC schedule
    • Monitor compliance with ICAO Annex 15 and associated ICAO document standards

    Planning and Administration

    • Plan for inspections, audits, and surveillance activities of Aeronautical Information Management (AIM).
    • Ensure completeness of inspection reports and make appropriate recommendations
    • Perform general office administration tasks, including ensuring safekeeping of records.
    • Create and maintain a database of allocated certified service providers.
    • Create and maintain a database for non-compliances on the findings register.
    • Handle internal and external correspondence through the Manager.
    • Maintain the departmental Documents management relating to oversight in AIS
    • Complete the inspection checklist as per applicable regulation
    • Draft inspection reports and submit to the clients
    • Compile and submit reports on oversight findings
    • Evaluate manuals to ensure that they meet required standards
    • Propose amendment to Manual of Procedure and Technical guidance Manual, ISO procedures and applicable forms.

    Regulations Research and Development

    • Conduct research and make recommendations about applicable national and international requirements
    • Provide input to new proposals and amendments to legislation on SARPS and CARS through the Manager
    • Propose amendments to CARS/CATS to align with Annex 15 amendments and ICAO documents.
    • Propose and submit regulation review to CARCO

    Quality Management

    • Ensure compliance with ICAO & ISO Standards to be applied in the field of operations of Aeronautical Information Management
    • Ensure compliance with QMS

    Liaison

    • Coordinate with all stakeholders on the functioning of AIM and provide input at any ATM forum where required.
    • Provide consultation on AIM matters.
    • Monitor client satisfaction regarding services provided and their changing needs.
    • Monitor that Service Level Agreements between data providers and AIS service providers are in place

    Enforcement

    • Conduct investigations to determine compliance with regulations
    • Perform follow-ups on all noted non-compliance incidents and cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed
    • Compile reports of all major and severe findings for submission to the Enforcement Committee

    Requirements

    Minimum Requirements

    • Grade 12 with ICAO recognised AIS Course/qualification

    Experience

    • 3 - 5 Years AIS Operational working experience

    Inspector: Air Traffic Services (Centurion)

    Description

    Oversight 

    • Prepare annual schedules for inspections of ATSUs
    • Plan and conduct initial, renewal and surveillance inspections of air traffic service providers
    • Conduct inspections, follow up on findings and propose enforcement when necessary.
    • Regulate airspace activities including NASCOM Secretariat duties.

    Approvals

    • Assess service provider documents (e.g. SMS, MOP)
    • Process applicable certification/ approval
    • Assess safety assessments and make recommendations
    • Assist PEL Review Board with assessing Designated Examiner applications
    • Convene ATS Review Board for evaluation of investigation reports and other ATS-related matter
    • Process Flexible Use of Airspace applications and respond to CAMU

    Administration

    • Compile monthly reporting
    • Maintain the ATS Document management system and in line with the records management procedures
    • Perform job-related administration duties
    • Handle queries and adhere to SLAs.
    • Collect traffic movements and incidents statistics for trend analysis and records.

    Communications and Safety Promotion

    • Participate in safety promotion activities (such as workshops, publications and seminars) and SACAA initiatives.
    • Provide industry feedback to the Manager
    • Publish safety enhancement information
    • Maintain up-to-date aeronautical information

    Enforcement 

    • Initiate enforcement action(s) for ATS licensing/certification non-compliances and infringements in line with the Enforcement procedure 

    Liaison and Consultation

    • Lead the coordination of all stakeholders in respect of the functioning of NASCOM and provide input to the respective ATS forums.
    • Participate in international and regional meetings and provide feedback to SACAA
    • Act as a champion for ATS in assigned projects or working groups.

    General

    • Perform any other duties for ANS Department as assigned by the Authority from time to time.

    Technical Assistance

    • Provide training and other assistance to other Aviation Infrastructure sections and SACAA divisions
    • Provide training to other Inspectors, including from other aviation departments and regional entities

    Requirements

    MINIMUM REQUIREMENTS

    • Grade 12 
    • Air Traffic Control License with Aerodrome and Approach (Procedural & Surveillance) rating, or
    • Air Traffic Control License with Aerodrome and Area (Procedural & Surveillance) rating.

    Ideal Qualification:

    • Instructor’s rating, Designated Examiner; Internal Auditing Certificate

    EXPERIENCE

    • 7 Years Air Traffic Operations experience
    • 2 Years Experience in Aviation Committees and/or working groups regulation development/ input, Internal auditing/oversight, incident investigation and analysis would be an advantage
