    Call for submission of proposals for a Study on the state of hygiene in Southern Africa

    Job description

    Southern Africa (Regional Office in South Africa, and Country Programmes in Madagascar, Malawi, Mozambique, Swaziland and Zambia.)

    Good hygiene practices are among the most effective ways to prevent the spread of common diseases. However, approaches to hygiene promotion have often failed to change entrenched unsafe behaviour, such as open defecation, inadequate disposal of human waste and unhygienic handling of food and water.

    Sustained Hygiene Behaviour Change programming is fundamental to the achievement of the Sustainable Development Goals (SDGs) by 2030. Without good hygiene practices the benefits of other poverty reduction strategies will be undermined and human dignity will be compromised. This compels us to champion the development, implementation and monitoring of hygiene policies, strategies and systems, towards changing and sustaining good hygiene behaviours.

    We are therefore looking for submissions from experienced consultants to study the: institutional arrangements; availability and implementation of national policies, strategies and guidelines; key policy and programme bottlenecks for the prioritization of hygiene at national and regional level; coordination mechanisms by relevant line ministries as well as prevailing financing mechanisms for the promotion of hygiene behaviour change and delivery of hygiene services.

    Consultants need to have:

    • Well-documented record of experiences in relevant academic fields and experience in planning, implementing, evaluating and/or conducting research on behaviour change interventions, particular experience on massive hygiene behaviour change is an advantage.
    • Experience leading or supporting large scale campaigns for behaviour change and/or mass mobilisation.
    • Knowledge of the WASH sector and governments’ role in the delivery of sustainable services.
    • Good knowledge of civil society in Southern Africa is desirable.
    • Fluency in English and proficiency in French and/or Portuguese will be an added advantage.
    • A non-exhaustive list of relevant academic fields: Public Health, Social Policy, Political Science, Sociology, Social Anthropology, Behaviour Change Communication and Development Studies.
