Main Purpose:

Accountability for managing, developing, analysing and overseeing implementation of regulatory and legislative change that promotes and meets the challenges of an ever-changing global regulatory environment. Identify legislation and regulatory instruments that are applicable to the Group and our clients and ensures that targeted legislative and statutory requirements are complied with. Assess the impact of legislative and regulatory key requirements of applicable laws in terms of probability and severity and project-manage delivery group-wide.

Qualifications & Experience:

• Minimum of 10 years’ experience in legal advisory work, including managing people.
• Experience to be in financial services industry.
• Knowledge of the South African regulatory environment in the financial services and insurance sectors.
• Specific knowledge of FAIS, FICA, PPR, LTIA, RDR and STIA.
• Relevant bachelor’s degree in law – LLB or BCom Law, or BA Law
• Strong programme management skills and experience.

Scope:

• Ensure that a regulatory and legislative management process is implemented across the Group.
• Identify regulatory instruments and legislation that are applicable to AF and ensure that targeted legislative and statutory requirements are implemented.
• Assess the impact of legislative and regulatory key requirements of applicable laws and regulatory instruments in terms of probability and severity.
• Ensure that recommendations are made to the AF Group in respect of complying with such legislation including the leading of operational projects to ensure compliance with specific legislation.
• Determine budget requirements.
• Ensure that annual deliverables and objectives are met within budget. Providing training to relevant staff members.
• Ensure that the AF Group stays abreast with changes to legislation and regulatory instruments.
• Work with Shared Services, businesses, Group Legal Counsel and legal teams to ensure implementation.
• Develop relationships with relevant stakeholders in the regulatory environment.
• Organise and lead policy groups to analyse and gather comments on proposed regulation and legislation.
• Establish processes and procedures to align and integrate all communication to AF divisions and clients.
• Develop policy and prepare position papers on key legislation and regulatory instruments.
• Elicit regulatory requirements from all areas and develop a program and plan for aligned and integrated communications to relevant stakeholders.
• Educate business on regulatory updates and the impact thereof.
• Assure Group wide consistency through teamwork with Group Legal Counsel, legal teams, Shared Services and businesses.
• Ensure compliance with company policies, procedures and mandates, laws and regulations.
