    Health & Safety Advisor

    Job description

    Summary

    Job Summary Duties and Responsibilities

    • On a daily basis, the Advisor must manage all the contractors on site. The Advisor will be responsible to manage all safety on site and make sure that all the contractors keep their files up to date.
    • The Advisor must communicate the Construction Readiness Plan to the contractors and make sure every contractor follows the approved CRP for the site.
    • Co-ordinate the working within the PTW version 5 system.
    • The Advisor must make sure everyone on site is in possession of a valid Pragma online Passport and construction medicals.
    • The Advisor will do the inductions on site and make sure all activities are well planned when it comes to HSSE on site.
    • Conduct Daily Talk not Ticks with staff to gauge assurance and understanding of all training.
    • Should contractors require a Permit the Advisor will issue those permits on site and supervise the work full time
    • The Advisor will evaluate the days WCF, JHA, Permit to make sure all activities was addressed and proper controls is in place before activities take place.
    • The Advisor must record all incidents on site and report to the HSSE Manager and Project Manager immediately.
    • The Advisor will be responsible to stop any person on site with a LSR violation and report it immediately to HSSE Manager and Project Manager.
    • Daily the Advisor must update the RAP tracker and make sure all deviations found for the day was closed out. This RAP tracker will be a control framework that will indicate every day’s noncompliance on site with actions and close out. A copy of this RAP tracker must be sent to the HSSE Manager on a weekly basis.
    • Daily the PI/NM’s must be recorded on the Lifeguard System
    • Should circumstances change on site, the Advisor must stop the work and inform the PM and only the PM will be able to open the site again.
    • The Advisor must control the competencies of the workers on site as per the CRP.
    • The Advisor will be responsible to make sure that the contractors work within their scope of their HSSE plan.
    • Should the scope or conditions change on site the Advisor will review their risk assessments and approve these changes in the contractor’s safety plans.
    • The Advisor will be responsible to send the stats through to the HSSE Manager
    • The Advisor shall not to allow any contractor to work in the Hazardous zone unless the contractor was accredited; the PTW system is followed & valid passports available.
    • The Advisor will be responsible to conduct emergency evacuation drill on site and record these drills.
    • The Advisor will be responsible to identify shortfall in competencies of the workers on site and send recommendations to the HSSE Manager and Project Manager immediately.
    • Recognition reward programme - The Advisor will be responsible to send through his recommendation monthly or to the HSSE Manager and Project Manager. This recommendation must be based on workers who actively participate in HSSE on site, assistance in Goal Zero and Positive interventions on the site.
    • Ensure contractor conducts all checklists/registers on equipment & activities as per OHS Act and applicable regulations e.g. PPE issue & control, Fire equipment, Excavations,
    • Conduct an initial compliance check on all equipment coming onto site and verify compliance/calibrations (possibility introduce a sticker tag system) e.g. Gas testers, Defective tools / homemade tools.
    • Counter check the equipment compliance on site and stop non-compliance and advise Scaffolding, Portable electrical.
    • Advise the contractor of latest LFIs and ensure tool box talks complete. Test assurance on site with Talk Not Tick Program
    • Conduct any new training & developments as requested by SHELL or AECOM
    • Conduct site audits in accordance with AECOM’s requirements, provide feedback and ensure closeout of Remedial Action Plans ( RAP).
    • Co-ordinate HSSE Meetings with contractors on site and keep records thereof.
    • Ensure the Annual HSSE plan is being implemented at Site LEVEL.

    Reporting Requirements

    • Weekly HSSE Report.
    • Monthly reports.
    • Site Safety Meeting Minutes & Attendance Registers.
    • Conduct Site Audit and close out.
    • NM/PI Online Submissions.
    • Incident Investigation Reports (where applicable).

    Minimum Requirements

    • At least 5 years as a South African Health and Safety Officer.
    • Experience in conducting induction training
    • Working knowledge of reviewing Contractors’ H&S plans and EHS Documentation, as well as monitoring compliance.
    • Able to stop work that is carried out in an unsafe manner.
    • Knowledge of analysis and reporting on H&S performance.
    • Experience with root cause analysis and investigation.
    • Has a solid, proven track record.
    • Maintains close contacts to local Department of Labour Inspectorate.
    • Able to check conformance of construction plant to statutory requirements and regulations.
    • Ability to develop material for awareness campaigns and communicate the relevant information to the site.
    • Conducts H&S walkabouts and directs corrective actions.
    • Implements general Environmental Requirements.
    • Good working knowledge of H&S Legislation.
    • Working knowledge of Environmental requirements.

    Preferred Qualifications

    • SACPCMP Registered or in the process of registration is essential .
    • Internal auditing experience essential.
    • Internal auditing OSHAS 18001 essential.
    • SAMTRAC or equivalent.
    • Incident Management (RCAT / ICAM/TapRoot).
    • Legal Liability.
    • HIRA.
