Job description

The Head of Finance: SA PEPFAR Program is responsible for managing overall financial function of the PEPFAR program by providing technical and managerial leadership across the finance value chain in accordance with contractual obligations. S/he is responsible for the budgeting and reporting processes and the implementation of financial controls and processes, In addition to this, the Head of Finance manages the relationship with funders and all internal and external auditors regarding finance matters.

KEY RESPONSIBILITIES

• Manage and supervise financial staff and provide overall financial management and administration to the Program
• Drive statutory compliance with various local legislation, maintain financial files and support annual audits
• Manage all financial reporting obligations in accordance with contractual requirements
• Monitor and maintain all financial computer systems and related software
• Manage departmental budgets and oversight of management accounts
• Provide regular and timely financial reports

EDUCATION AND QUALIFICATION

Required

• Master’s degree with a major in Finance
• CA or ACCA or CPA

EXPERIENCE

Required

• Minimum 8 years’ overall experience in managing accounting and finance activities relevant to the needs of Donor Funded programs with:
• 5 years’ experience operating at a senior management level with direct supervision of professional and support staff including evaluation of performance and deliverables, staff development, succession planning and exit management
• 3 years’ experience in a developing country program involving donor funds
• Experience in budget control
• Experience in the implementation of financial controls and compliance to audit requirements.
• Experience in strategic, operational and tactical planning
• Experience in delivering presentations and reports for an executive audience and donor audience

TECHNICAL KNOWLEDGE AND SKILL REQUIRED

• Ability to identify goals and standards, distribute personnel and resources and evaluate performance of a finance team
• Knowledge of Technical Accounting statements in line with SA GAAP, IFRS, PFMA and Non-Profit Accounting
• Professional proficiency in written and oral communication skills in English
• Advanced writing skills including analytical reports and proposals
• Advanced organisational and administrative skills
• Advanced negotiation and interpersonal skills
• Advanced budgeting and financial monitoring skills
• Advanced financial planning, management and forecasting skills
• Advance treasury/cash management skills
• Advanced knowledge of database, spreadsheet and word processing computer applications
• Ability to translate strategy into implementation plans
• Analytical skills with the ability to articulate the size and context of a problem
• Ability to identify the solution(s) to identified problems
• Ability to administer legislative, statutory & contractual obligations
• Ability to create, implement and monitor work plans
• Ability to meet deadlines and work autonomously
• Ability to manage complex stakeholder processes and provide clear communication around said processes

Changing knowledge requirements

• Advanced knowledge of US government contracting rules, regulations and procedures (USAID, CDC, PEPFAR)
• Advanced knowledge of other donor mechanisms and requirements (e.g. Global Fund, DFID. EU, World Bank etc.)
