Area Network Owner at DFA

Main purpose of the job

• Oversee the daily operations of building and maintaining the fibre network in an allocated area within the region.

Key performance areas and tasks

• Responsible for civil portion and optical delivery.
• Adhere to allocated Capex and Opex (overtime, stock etc.) budgets.
• Maintenance:
• Ensure repairs are done within SLA.
• Create a proactive rehabilitation plan for region which details cut-overs, relocations, and converting temporary to permanent repairs.
• Assist in identifying potential problems in the network.
• Maintain data integrity on the system.
• Give input to capacity planning to Regional Planning for special projects.
• Liaise closely with Regional Planners and Project Managers in network rollout.
• Maintain good relations with the NOC.
• Ensure adherence to SHEQ requirements.
• Manage team performance.
• Compile various reports for the Regional Network Owner
• SHEQ (Safety, Health, Environmental & Quality)
•  Ensure care is taken of own Health & Safety (H&S) as well as those worked with or affected by roles and responsibilities;
•  Ensure that personnel under span of control have knowledge of, understand, and comply with DFA’s Safety, Health, Environmental and Quality Management System (SHEQ-MS) requirements, as legislated, and as per DFA’s Health and Safety Policies and Golden Safety Rules;
•  Ensure SHEQ risk assessments are done across the organization and that content and outcomes are made available to all personnel;
•  Ensure that personnel under span of control are aware of the requirements to report all incidents, including, but not limited to, near miss incidents, injuries on duty, property damage or theft, and, potential occupational acquired disease, as per DFA’s incident reporting Policies and Procedures;
•  Ensure that personnel are trained in all safety aspects related to the work they perform and, if required, engage with DFA SHEQ Department to perform employee analysis to determine SHEQ training required by personnel;
•  Ensure that personnel under span of control have knowledge of, and comply with, client-specific SHEQ requirements;
•  Ensure that all personnel under span of control have adequate tools, equipment, and other required resources to perform their roles and duties in terms of DFA’s SHEQ-MS requirements;
•  Ensure personnel under span of control are aware of their contribution to the effectiveness of the SHEQ-MS, including, but not limited to, the benefits of improved SHEQ performance as well as the implications and potential consequences of not conforming to DFA’s SHEQ-MS requirements; and,
•  Ensure personnel under span of control are aware of their right  to remove themselves from work situations that they may consider to present an imminent and serious danger to their life or health, as well as the arrangements that protect employees from undue consequences, for doing so.

Knowledge, experience, and qualifications

• National Senior Certificate or equivalent qualification
• Registration as a CFOT with FOA
• 5 years of technical experience in fibre optic installation and maintenance, 2 of which at a senior technician or team leader level
• Knowledge of safety, environmental, and health management regulations
• Knowledge of testing equipment (OTDR)
• Driving license
