    Assistant Director: Acquisition and Contract Management (2 Posts Available), Ref No. DOI 18/2025 R1

    Job Purpose    

    • The Department of Infrastructure, Western Cape Government has opportunities for suitably qualified and competent individuals to render an acquisition and contract management services. 

    Minimum Requirements    

    • An appropriate 3-year B-Degree equivalent or higher qualification; A minimum of 3 years experience in a Supply Chain Management/Finance/Audit environment.

    Key Performance Areas    

    • Manage forms of bidding (competitive, limited, transversal and unsolicited) including policy.
    • Perform the related activities to the functioning of the SCM committee system, inclusive of the secretariat service; Manage quotation procurement (written and verbal), emergency procurement and petty cash procurement;
    • Manage forms of specialised procurement (consultants, IT, infrastructure/construction, roster, list of selected suppliers) policy, as well as managing the participating in contracts arranged by other organs of state policy;
    • Facilitate, renew, extend and cancel contracts; Process contract amendments, contract breach and/or disputes and administer contract negotiations;
    • Monitor and report on contracts and collate data for contract performance and relations.

    Competencies    

    • Knowledge of the following: Relevant legislative and regulatory requirements pertaining to Supply Chain Management; Monitoring and evaluation methods, tools and techniques;
    • Business and management principles involved in strategic planning, resource allocation, human resources modelling, leadership technique, production methods, and coordination of people and resources;
    • Principles and processes for providing customer and personal services, including needs assessment, meeting quality standards for services, and evaluation of customer satisfaction; Public Finance Management Act (PFMA), Treasury Regulations and guidelines; SCM Regulations, practice notes, circulars, policy frameworks;
    • Preferential Procurement Policy Framework Act and its associated regulations. Skills needed: Communication & Information management; Proven computer literacy; Numeracy; Project management; Planning and orgainising; Problem-solving and decision-making; Team membership.

    Remuneration    
    R 468 459 - R 561 894 per annum(Salary Level 9)
