    Chief Technology Officer: Executive

    • The ELRC is seeking a dynamic and innovative individual with demonstrated success and delivery to guide and manage the overall Information Communication Technology (ICT) function by developing and implementing initiatives that support the achievement of the ELRC’s strategic goals.
    • The ICT unit oversees the following areas: Technical assistance and a Help-desk and End-Use support, Systems and software development, ICT contract management, Network Infrastructure Operations, Cyber security, and Business Application support.
    • The incumbent will report to the CEO and manage the delivery of ICT initiatives across all ELRC offices nationwide. The position is based in Centurion, and the incumbent will be required to travel as required.

    REQUIREMENTS OF THE POST:

    • Honours Degree in Information Communication Technology (NQF level 8)
    • A Master’s degree in Information Communication Technology will be an added advantage (NQF level 9).
    • 8– 10 years ICT experience with at least 5-7 years’ experience at middle management level.

    KEY RESPONSIBILITIES

    • Provide strategic leadership and direction to the organization’s information and communication technology (ICT) portfolio.
    • Accountable for the development, implementation, and monitoring of the ICT strategy, ensuring full alignment with the organization’s objectives and long-term sustainability.
    • Co-Lead the ELRC’s digital transformation agenda, driving the adoption of modern technologies to enhance research, data management, operational efficiency, and stakeholder engagement. This includes modernizing ICT infrastructure, implementing innovative digital solutions, and aligning technology strategies with the organization’s vision and strategic priorities.
    • Provide oversight of ICT operations, infrastructure, systems development, and cybersecurity, ensuring that the organization’s digital environment is secure, reliable, and efficient.
    • Responsible for ICT policy formulation, disaster recovery planning, risk management, and ensuring compliance with all relevant legislation, including the Protection of Personal Information (POPI) Act.
    • Management of stakeholder relationships.
    • Work in collaboration with the Communications department in relation to ICT initiatives/projects.
    • Oversee the technological infrastructure (network and computer systems) in the organization to ensure optimal performance.
    • Monitor changes or advancements in technology to discover ways the company can gain a competitive advantage.
    • Ensure that ICT initiatives directly support and enable organisational priorities.
    • Analyse the costs, value of information technology to advise the board, board committees, management, and suggest actions.

    KEY PERFORMANCE AREAS
    STRATEGIC PLANNING

    • Developing and leading the overall technology strategy in alignment with the organization’s mission, vision, and strategic objectives.
    • Identifying emerging technologies and evaluating their potential to enhance efficiency, service delivery, and operational effectiveness.
    • Driving digital transformation, innovation, and modernization across all business units.
    • Overseeing enterprise architecture and ICT governance, ensuring security, compliance, and best practice implementation.
    • Strategic and performance objectives of the ICT department.
    • In year monitoring of the strategic and performance objectives of ICT.
    • Prepare the annual budget and review the mid-year budget for the ICT department.
    • Setting objectives and allocation of workload to the staff.
    • Development and monitoring of Policies and Procedures related to ICT

    OPERATIONAL PLANNING

    • Managing the delivery of ICT services, infrastructure, and systems to support the organisation’s core operations.
    • Ensuring the availability, security, and performance of all digital platforms, networks, and enterprise systems.
    • Overseeing the implementation and monitoring of ICT policies, procedures, and operational standards.
    • Leading the ICT operations team, fostering a culture of accountability, innovation, and service excellence.
    • Monitoring and reporting on key operational metrics and service level agreements.
    • Supporting business continuity planning and disaster recovery readiness across all technological platforms.

    FINANCIAL MANAGEMENT

    • Lead the planning, budgeting, forecasting, and reporting processes in line with organizational objectives
    • Ensure sound financial governance and compliance with relevant legislation
    • Monitor financial performance and provide accurate financial insight to the Accounting Officer.
    • Monitor and approve departmental claims/invoices.

    RISK MANAGEMENT

    • Develop, and implement a comprehensive ICT risk management strategy aligned with corporate goals.
    • Identify, assess, and mitigate technology and cybersecurity risks across the organization.
    • Lead the establishment of policies and procedures related to ICT governance, security, and compliance.
    • Oversee the implementation of secure ICT systems and infrastructure.
    • Collaborate with leadership to align technology risk with business strategy.
    • Ensure compliance with applicable legal, regulatory, and policy requirements.
    • Lead risk assessments and audits, and report findings to management.

    HUMAN RESOURCES MANAGEMENT

    • Provide strategic leadership and direction on all HR matters.
    • Managing the performance of the subordinates and assessing their performance in accordance with the organizational policies.
    • Supervising ICT staff.
    • Conducting all HR related work (discipline, grievance handling, dispute resolution, performance assessment, coaching, mentoring, time and attendance, and training & development).
    • Providing assistance to staff in identifying and solving problems

    The successful candidate will be required to enter into a Performance Contract with the Accounting Officer on an annual basis.
