Controller: Housing Projects at Nelson Mandela Bay Metro

Requirements:

• Degree or Diploma in Construction Field or related field.
• Computer literacy in MS Office applications.
• Five to eight years’ relevant experience.
• Valid Code B driver’s licence.

Competencies:

• Proficient oral and written communication skills in English and at least one other official local language.
• Good interpersonal and problem-solving skills.
• Good report-writing and administrative skills.
• Ability to work under pressure and meet critical/conflicting deadlines.

The incumbent will be responsible for:

• Establishing agreements with the community on an affordable level of service.
• Facilitating development in relevant areas by addressing relevant role-players.
• Establishing and implementing control mechanisms to monitor and measure interim and final project spending against budget.
• Facilitating discussions with interested parties and elicits and finalises information pertaining to contract documentation.
• Facilitating the compilation of tender documents as well as the tender process.
• Monitoring progress and responding to technical and contractual queries, adjudicating claims.
• Evaluating adherence and compliance with laid down quality standards.

Supervision by:

• Providing guidelines/guidance to personnel on the application of procedures.
• Appraising performance levels, setting objectives and measuring accomplishments or establishing reasons for non-conformance.
• Instituting disciplinary action for non-conformance to and/or providing details of serious breaches to superiors.

Job purpose:

• Providing a project management service with respect to the execution and implementation of low cost housing projects through the management of the process of analysing, investigating, assessing and mapping out critical deliverables and costing frameworks, preparing and defending contractual terms or resolving disputes, and providing information and advice on best practices to guide, enable and ensure key project milestones are accomplished in accordance with IDP objectives and budgeted capital budgeted frameworks.
• As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.
