    Manager: Obstacle Evaluation

    Job description

    • Obstacle Evaluation - Collect, analyze, verify/validate, categorize (obstacle type) and process obstacle assessment applications that may impact or influence Obstacle Limitation Surface (OLS); Conduct Obstacle Evaluations as defined by OP017, ICAO Annex 14 (OLS), ICAO Annex 15 (eTOD), ICAO Doc 8168 - Volume II, ICAO Doc 9137 - Part 6, and PANS-OPS to determine whether the obstacle(s) poses a hazard to flight safety
    • Coordinate with relevant parties (SAAF) and ATNS departments (ATM, ATS, PANS-OPS, CNS, Radar) to evaluate the obstacle applications and provide inputs into the obstacle assessment package
    • Consolidate inputs received from relevant parties and ATNS departments to generate obstacle assessment packages; Submit to the Regulator, i.e. the South African Civil Authority, and coordinate the approval of the obstacle assessment packages submitted to the SACAA; Arrange for the publication of relevant obstacle information within the aeronautical information products
    • Conduct oversight on processes and report on obstacle and terrain data audits to ensure maximum aeronautical data quality and compliance with international standards
    • Ensure that corrective measures are implemented to address a gap in performance, compliance, or process effectiveness, meeting acceptable reliability standards, and that documentation and systems are compliant with requirements
    • Co-ordinate, consult and liaise with clients regarding obstacle evaluation assessments and services to be delivered and ensure continuous tracking and updating on the status of the obstacle evaluation application received from the client; Maintain and file documents as per ISO and ATNS filing systems; Keep record of all aeronautical data changes or amendments; Complete projects in line with defined time and quality requirements.
    • Obstacle Evaluations Data Input and Management - Initialize and prepare a design environment as required by Annex 14 and Annex 15 (eTOD) utilising correct and verified data; Initialize and prepare design environment as required by PANS-OPS utilizing correct and verified data; Collect and coordinate all manmade and topographical obstacles including eTOD and Digital Terrain Module (DTM) in addition to the necessary data to be used by the Flight Procedure Designer to design or maintain Instrument Flight Procedures (IFP); Consultation, co-ordination and liaison with data providers.
    • Obstacle Assessment Database and Datasets - Data Management:  Source, collate or assemble, verify/validate, edit, format and store aeronautical information and data (spatial and non-spatial data) as datasets (Aeronautical , Terrain and Obstacle) via System Wide Information Network (SWIM) registry in accordance with Civil Aviation Regulations and Technical Standards Part 178 within the centralised AIM system
    • Provide data quality and integrity through implementation of quality assurance/quality checking procedures, ensuring the accuracy, completeness, and consistency of aeronautical data in accordance with ICAO SARPs; Utilise GIS and other geospatial tools for data management and visualization
    • Managing data loading, metadata traceability and data indexing in accordance with Aeronautical Information Exchange Model (AIXM) and Aeronautical Data Catalogue)
    • Perform database maintenance by creating regular backups and restores, updating statistics and indexes, and compressing versioned geodatabases; Identifying, diagnosing and resolving database-related errors, performance issues, and other technical problems within the centralised AIM system
    • Coordinate and ensure seamless aeronautical dataset updating/amendments within the AIM system and specific target databases (ATC TOPSKY, Flight Procedure Design, Cartography, etc.)
    • User Access and Security:  Granting and revoking privileges, managing user accounts, and implementing security measures to protect the database; Managing the infrastructure and software related to the aeronautical database; Create database downloads based on user requests and disseminate information accordingly.
    • Governance, Compliance & Risk Management -.Develop processes, procedures and protocols to ensure effective governance of flight and flow operations; Monitor and ensure compliance with all relevant regulations, legislation and standards; Identify risks and develop and implement approved mitigation plans and actions to minimise risks or avoid occurrence.
    • Stakeholder Relations Management - Develop and maintain sound and mutually beneficial relationships with key stakeholders through continued communication and engagement to support ongoing collaboration and alignment
    • Represent ATNS at relevant national and multilateral forums; Participate in industry and regulatory forums and workgroups on a local, national, and regional level;
    • Provide inputs and guidance to ICAO, CANSO, ATM/CNS Implementation Committee and other appropriate planning groups, sub-groups, working groups and task forces; Build and maintain sound relationships with all relevant business functions and teams within ATNS to enable alignment and collaboration.
    • Financial Management –Manage expenditure in line with business objectives and priorities, and within approved financial parameters; Provide inputs into the development of the budget; Ensure effective management of operational costs to enable efficient utilisation of financial resources; Ensure compliance with the financial policies and procedures applicable in ATNS; Ensure accountability and reporting on all costs incurred against the approved budget including deviations.
    • People Management - Manage staff in accordance with HC policies, processes, and practices; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human Capital
    • Develop and administer proficiency assessments for flight and flow operations team; Develop and conduct training for identified personnel; Recruit, train, and develop a highly skilled and knowledgeable team
    • Foster a culture of safety, continuous improvement, and professional development within the team; Ensure the availability of skilled and competent staff in the function to meet the current and future needs aligned to the departmental and overall business strategies

    Minimum requirements

    Experience

    • Minimum 10 years’ experience in Air Traffic Management operations of which at least 5 years’ experience in Obstacle Evaluations and/or Flight Procedure Design
    • Experience in aeronautical data quality, collection, analysis and methodology is required
    • In-depth knowledge of ICAO documents pertaining to Aerodrome Safeguarding and obstacle assessments (Annex 14 - OLS/Annex 15 - eTOD)
    • Experience in standards and regulations for the collection, storage, and use of obstacle and terrain data (Digital datasets)
    • Experience in defining requirements/specifications for obstacle analysis and aerodrome safeguarding
    • Operational experience and knowledge of co-ordinate systems, aeronautical data and information, including: 
    • Maps/Charts, co-ordinate and map projections
    • Aeronautical Information Exchange Model (AIXM)

    Fault Report Centre, MMS and MCC Operator

    Introduction

    • Technical Support Stores - Assisting with the management of Technical Support Stores and Stock Takes at all centres.     Officer: Contracts Management

    Job description

    • Contract Management - Manage contracts from the tendering phase to project close-out, ensuring a reduction in contract management costs. Review and ensure efficient allocation of new contract requests in line with ATNS internal policies to ensure compliance with the legal function’s turnover commitment.
    • Manage contracts between suppliers/service providers across business in accordance with industry practices and legal requirements, and in compliance with supply chain management policies.
    • Review, develop and draft contract language, including clauses, provisions, and attachments for use in current and future contracts, to ensure compliance with ATNS’ requirements.
    • Draft and prepare a wide range of contracts to give effect to the intended outputs and outcomes. Draft, review and vet legal documents, including but not limited to, breach notices, letters of demand, acknowledgement of debt agreements, etc., to ensure that contracts are enforced and relationships with contracting parties are preserved.
    • Execute follow-ups in terms of contract execution, coordinate correspondence with stakeholders, confirm receipt of communication and ensure compliance with regulatory requirements.
    • Draft and review lease agreements to ensure that it meets the needs of key stakeholders and reduce the risk of disputes. Utilize a Contract Management System for the registration of contracts. Extract data from the Contract Management System to produce contract register reports consisting of a comprehensive list of all contract details and status.
    • Issue notices to business for upcoming contract expirations to ensure that key stakeholders have control over their contract portfolio and optimize the Contract Management processes.
    • Identify, track and accordingly update changes to contracts including amendments, modifications, and terminations. Maintain an updated record of all ATNS’s contracts drafted, concluded, reviewed, interpreted and vetted by the Legal function.
    • Ensure that robust contract management and review processes and procedures are in place, identifying areas for improvement, managing and mitigating risk in the organization.
    • Maintain records for correspondence and documentation in relation to active contracts as well as those in progress.     • General Administration - Draft legal precedents which include but are not limited to Data Protection Agreements, Non-Disclosure Agreements and Memorandum of Understanding. Provide support for projects within the contracts function, assist with planning, coordination, and implementation to ensure timely completion and successful delivery.

    Job description

    • Simulator Pilot Functions - Setting up simulators in accordance with standard practice. Attending pre-briefing and de-briefing with ATS Instructors and delegates. Issuing flight progress strips where applicable.
    • Flying exercises according to the objectives of the relevant exercises. Manipulating simulator generated tracks via the available Air Traffic Management Display Simulator and Pilot Positions.

    • Coordinating with Air Traffic Services personnel in attaining real data when capturing and programming ICAO Flight Plan details into the simulator database to populate exercises for all training requirements.

    • Cyber Security Management - Develop and implement risk-based cybersecurity strategy, governance and protocols able to protect the organisation’s data and information at all times.
    • Manage cybersecurity threats and incidences through the understanding, detection and analysis of potential emerging and actual information security threats and vulnerabilities, and the implementation of control measures to minimize or avoid the impact thereof on systems availability and business operations.
    • Lead and direct the selection, utilisation and adoption of cybersecurity products and associated licensing models for the organization.
    • Guide the development of monitoring and tracking systems for potential and emerging cybersecurity threats and control measures and manage cyber incidents efficiently to minimize its impact on the availability of systems and disruption of business operations. Manage the operations and controls of the Information Security Management System (ISMS) in line with KING3 and ISO 27000.
    • Manage the implementation of key information security projects. Obtain internal and external security intelligence for investigation of security incidents.
    • Manage investigations, responses and actions of information security incidents. Write incident reports and submit to the Head for decision-making purposes. Identify, apply and ensure adherence to good information security practices. Source and implement security measures to required business standards and requirements.
    • Ensure that identified Business Continuity risks are mitigated and addressed. Investigate calls related to the recovery of deleted files by analysing and interpreting data linked to crime, and uncovering links between events, groups and individuals through the pursuit of data trails. Maintain detailed records of investigations for audit purposes and to be used as evidence in court.
    • Monitoring - Manage the continuous scanning and monitoring of all IT cyber security domains, i.e. networks, firewalls, anti-virus, mobile devices, patch management.
    • Ensure regular updating of network anti-virus spyware, malware and greyware software. Ensure continuous management and monitoring of threats and vulnerabilities.     • Monitor and ensure that security is an intrinsic element in ATNS software development processesKeep abreast of technology trends, local and global regulatory requirements, and best practices in solution delivery and application management.
    • Security Investigation Management - Manage the investigation of security incidents/events to ensure that the IT security posture remains intact. Ensure that forensic investigations receive the support required. Operate and control the Information Security Management System (ISMS) in line with KING III and ISO 27000 governance requirements.
    • Manage the implementation of key information security projects. Conduct information gathering on internal and external security intelligence for investigation into security incidents. Write incident reports and submit to the Head for decision-making purposes. Identify and implement suitable tool sets to manage the security environment.     • Stakeholder Relations Management - Maintain constructive and productive stakeholder relations across the business, and with vendors and relevant external parties to support collaboration and alignment. Manage outputs by third-party suppliers to ensure optimum value.
    • Governance, Compliance, Risk Management & Reporting - Develop, implement and manage organisation-wide ICT security processes, programmes and controls to ensure the availability, integrity and confidentiality of information resources. Ensure compliance with all IT policies, procedures and standards relating to IT Security Systems with applicable security governance and standards.
    • Manage configuration and change control records with regards to IT Security Systems activities. Ensure and report on IT DRP exercises that are conducted with business on all IT Security Systems as well as make recommendations for continues improvement in order to ensure business continuity (all managers governance section).
    • Assist with the development and review of current disaster recovery management plan (all managers governance section). Identify key risks, develop and implement effective mitigating plans and actions in order to avoid or minimise relevant risks, and report and raise these risks in the appropriate forums.
    • Conduct high level security audits.     Senior Specialist: Safety Risk and Technical Oversight

    Job description

    • Regulatory and Governance Compliance - Ensure compliance with Safety data analytics and safety data protection in accordance to ATNS Processes (Policies and Procedures), International Civil Aviation Organization (ICAO) - Annexes, documents, and circulars, and Aviation Legislation requirements Civil Aviation Regulation (CAR) & Civil Aviation Technical Standards (CATS).
    • Ensure ATNS safety data complies with its internal safety processes, procedures, directives, and instructions. Assist in the development, implementation, and maintenance of the ATNS Safety Management System. Lead safety assessments in all change management areas which are subject to the Hazard Identification and Risk Mitigation process. Ensure all mandatory occurrences and applicable hazard reports are reported to the SACAA in the correct format within the prescribed timelines.
    • Maintain safety data systems, databases, and statistics - Develop and maintain an effective safety data management reporting mechanism including the management and assignment of users according to their safety roles and responsibilities. Request and receive safety recordings to be used for investigations and for distribution to the AIID. Distribute MORs and investigation reports to the SACAA and AIID respectively as required.
    • Management and assignment of External safety audits, ASRs, UCRs, and HAZREPS through all the respective safety tools, including external stakeholder systems such as IQSMS and EMPIC. Ensure that all safety recommendations and safety audit findings and corrective action plans are correctly and timeously populated and updated on the safety data base.     • Manage Safety Assessments - Ensure that safety risks and hazards are effectively managed in the event of system change to enable the ongoing provision of safety assurance to ATNS. Receive safety assessment requests, evaluate the changes required, and register safety assessments on the relevant register. Ensure the correct and effective composition of the safety assessment team and facilitate hazard and risk identification brainstorming sessions. Train and mentor safety assessment specialists and provide continuation training. Provide subject matter expertise on safety assessments to all relevant projects within ATNS.     • Coordination of Internal and External Safety Audits - Conduct annual and follow-up safety audits for all areas of safety assurance. Formulate recommendations to support findings and observations and to improve the safety of the Air Traffic Management (ATM) system. Monitor, track, and update all audit findings and non-conformance corrective action plans, ensuring all recommendations are effectively implemented. Guide and coordinate the population and completion of corrective action plans, submit to the external auditor, and monitor and track the progress of the corrective action plans.
    • Safety Investigations - Train and mentor safety investigators and provide continuation training. Assist unit investigators with safety data collection from ATSU’s. Maintain the training curriculum of the unit investigation training course.
    • Maintain Safety Management Systems - Manage and maintain safety documentation. Present SMS training across all levels of the organization and to all employees. Participate in corporate induction activities. Conduct safety presentations to internal and external stakeholders as required. Create safety content for distribution on internal media. Organize and coordinate appropriate annual safety promotion activities. Participate in safety audit and safety investigation activities. Participate in unit safety investigator training and support.
